    RAPID WEBGIS DEVELOPMENT FOR EMERGENCY MANAGEMENT

    The use of spatial data during emergency response and management helps to make faster and better decisions. Moreover spatial data should be as much updated as possible and easy to access. To face the challenge of rapid and updated data sharing the most efficient solution is largely considered the use of internet where the field of web mapping is constantly evolving. ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action) is a non profit association founded by Politecnico di Torino and SITI (Higher Institute for the Environmental Systems) as a joint project with the WFP (World Food Programme). The collaboration with the WFP drives some projects related to Early Warning Systems (i.e. flood and drought monitoring) and Early Impact Systems (e.g. rapid mapping and assessment through remote sensing systems). The Web GIS team has built and is continuously improving a complex architecture based entirely on Open Source tools. This architecture is composed by three main areas: the database environment, the server side logic and the client side logic. Each of them is implemented respecting the MCV (Model Controller View) pattern which means the separation of the different logic layers (database interaction, business logic and presentation). The MCV architecture allows to easily and fast build a Web GIS application for data viewing and exploration. In case of emergency data publication can be performed almost immediately as soon as data production is completed. The server side system is based on Python language and Django web development framework, while the client side on OpenLayers, GeoExt and Ext.js that manage data retrieval and user interface. The MCV pattern applied to javascript allows to keep the interface generation and data retrieval logic separated from the general application configuration, thus the server side environment can take care of the generation of the configuration file. The web application building process is data driven and can be considered as a view of the current architecture composed by data and data interaction tools.     International audienceThe planetary exospheres are poorly known in their outer parts, since the neutral densities are low compared with the instruments detection capabilities. The exospheric models are thus often the main source of information at such high altitudes. We present a new way to take into account analytically the additional effect of the radiation pressure on planetary exospheres. In a series of papers, we present with an Hamiltonian approach the effect of the radiation pressure on dynamical trajectories, density profiles and escaping thermal flux. Our work is a generalization of the study by Bishop and Chamberlain (1989). In this second part of our work, we present here the density profiles of atomic Hydrogen in planetary exospheres subject to the radiation pressure. We first provide the altitude profiles of ballistic particles (the dominant exospheric population in most cases), which exhibit strong asymmetries that explain the known geotail phenomenon at Earth. The radiation pressure strongly enhances the densities compared with the pure gravity case (i.e. the Chamberlain profiles), in particular at noon and midnight. We finally show the existence of an exopause that appears naturally as the external limit for bounded particles, above which all particles are escaping

    ABSTRAKTeknologi komunikasi berkembang sangat pesat dengan adanya telepon selular (handphone). Penggunaan handphone sangat bergantung pada BTS (Base Transceiver Station). BTS merupakan antena pemancar yang digunakan untuk menerima dan mengirimkan sinyal yang diterima melalui handphone. Kota Banda Aceh dan sekitarnya memiliki banyak BTS. BTS di Kota Banda Aceh dan sekitarnya yang dikelola oleh PT. MANN Tower Indonesia yaitu sebanyak 79 BTS. Selama ini PT.MANN Tower Indonesia belum memiliki sistem informasi geografis untuk mengetahui lokasi BTS. Maka dari itu untuk memetakan lokasi BTS yang dikelola PT. MANN Tower Indonesia dibutuhkan sebuah aplikasi Sistem Informasi Geografis berbasis Web (WebGIS). Aplikasi WebGIS ini dapat memudahkan para pengguna memperoleh informasi BTS di Kota Banda Aceh dan sekitarnya. Aplikasi WebGIS BTS Kota Banda Aceh dan sekitarnya dibangun dengan menggunakan Google Maps API dan menggunakan DBMS MySQL. Aplikasi WebGIS BTS ini diuji menggunakan model sikap fishbein dengan cara membagikan kuisioner kepada responden. Responden terbagi dari dua kelompok yaitu karyawan PT. MANN Tower Indonesia dan masyarakat dengan jumlah 30 responden. Hasil dari pengujian aplikasi WebGIS BTS Kota Banda Aceh dan sekitarnya mendapatkan nilai 131,4337 yang berada pada interval positif. Hal ini membuktikan bahwa pengguna puas menggunakan aplikasi ini, sehingga aplikasi WebGIS BTS Kota Banda Aceh dan sekitarnya cukup baik dan layak untuk digunakan.Kata kunci: BTS, WebGIS, Google Maps API, Fishbein, MYSQLABSTRACTCommunication technology grows very rapidly in the presence of cellular phones (mobile phones). The use of mobile phones is very dependent on the BTS (Base Transceiver Station). BTS is a transmitting antenna which used to receive and transmit signals which are received via mobile phones. Banda Aceh and its surroundings have many BTS. BTS in Banda Aceh and its surroundings which are managed by PT. MANN Tower Indonesia as many as 79 BTS. All this time, PT.MANN Tower Indonesia does not have a geographic information system to find the location of BTS. Therefore, the location mapping of base stations managed by PT. MANN Tower Indonesia is needed an application Web-based Geographic Information System (WebGIS). The WebGIS applications can facilitate users to obtain information of BTS in Banda Aceh and its surroundings. BTS WebGIS application in Banda Aceh and its surroundings are built by using the Google Maps API and the MySQL DBMS. BTS WebGIS application was tested by using a model of Fishbein attitude by distributing questionnaires to the respondents. Respondents were divided into two groups, namely PT. MANN Tower Indonesia and society with total of 30 respondent. The results from the testing of applications webGIS BTS Banda Aceh and surrounding areas got the value 131.4337 which is in the interval positive. It proves that the users are satisfied in using this application, so the application WebGIS BTS Banda Aceh and its surroundings are quite well and proper to be used.Keywords: BTS, WebGIS, Google Maps API, Fishbein, MYSQ

    The Marine Safety Umbrella Operation (MSUO) facilitates the cooperation between Interreg funded Marine Safety Projects and maritime stakeholders. The main aim of MSUO is to permit efficient operation of new projects through Project Cooperation Initiatives, these include the review of the common protocols and procedures for Information Technology (IT) and Geographical Information Systems (GIS). This study carried out by CSA Group and the National Centre for Geocomputation (NCG) reviews current spatial information standards in Europe and the data management methodologies associated with different marine safety projects. International best practice was reviewed based on the combined experience of spatial data research at NCG and initiatives in the US, Canada and the UK relating to marine security service information and acquisition and integration of large marine datasets for ocean management purposes. This report identifies the most appropriate international data management practices that could be adopted for future MSUO projects

    PERANCANGAN DAN IMPLEMENTASI WEBGIS PARIWISATA KABUPATEN SUMBA TIMUR

    East Sumba district has big tourism potency. However this potency has been ignored by tourist, because the lack of information. Currently information provided is only in static character. This research aims to determine tourism potency in East Sumba District with WebGIS implementation using Mapserver Opensource, PHP/Mapscript, and Arcview. This research found that: 1) a simple data structure in MS4W was made to solve loading time problem; 2) in order to give detail information for tourist, data structure in Arcview covered village view or position; 3) an attractive facility in Tourism WebGIS of East Sumba District is searching facility (search). This facility could assist the consumer in order to get detail information about the tourism WebGIS database location, 4) no resistance found when Tourism WebGIS of East Sumba District tested in various browsers. Abstract in Bahasa Indonesia: Sumba Timur merupakan salah satu wilayah yang memiliki potensi pariwisata yang besar. Namun potensi pariwisata ini tidak dapat diketahui oleh wisatawan, dikarenakan kurangnya informasi tentang pariwisata Kabupaten Sumba Timur. Disamping itu, Informasi yang disediakan selama ini hanya bersifat statis. Mengacu pada pemahaman tersebut maka penelitian ini mengkaji Potensi Pariwisata Kabupaten Sumba Timur memanfaatkan WebGIS dengan menggunakan MapServer OpenSource, PHP, MapScript, dan ArcView. Berdasarkan pemahaman diatas, maka temuan dalam penelitian ini adalah 1) Struktur penyimpanan data dalam MS4W dibuat sesederhana mungkin; 2) Struktur tabel dalam arcview, perlu dibangun sampai tingkat desa untuk menberikan informasi posisi daerah wisata secara lebih detail; 3) Salah satu daya tarik dalam WebGIS Pariwisata Kabupaten Sumba Timur adalah fasilitas search (pencarian). Kehadiran fasilitas search pada dasarnya untuk membantu pengguna dalam mendapatkan informasi dalam lokasi database WebGIS pariwisata secara detail; 4) Berdasarkan pengujian pada berbagai browser, maka WebGIS Pariwisata Kabupaten Sumba Timur pada prinsipnya tidak memiliki kendala yang berarti.     Seismic Vulnerability of the Italian Roadway Bridge Stock

    This study focuses on the seismic vulnerability evaluation of the Italian roadway bridge stock, within the framework of a Civil Protection sponsored project. A comprehensive database of existing bridges (17,000 bridges with different level of knowledge) was implemented. At the core of the study stands a procedure for automatically carrying out state-of-the-art analytical evaluation of fragility curves for two performance levels – damage and collapse – on an individual bridge basis. A webGIS was developed to handle data and results. The main outputs are maps of bridge seismic risk (from the fragilities and the hazard maps) at the national level and real-time scenario damage-probability maps (from the fragilities and the scenario shake maps). In the latter case the webGIS also performs network analysis to identify routes to be followed by rescue teams. Consistency of the fragility derivation over the entire bridge stock is regarded as a major advantage of the adopted approach

    Saat ini aplikasi GIS tumbuh tidak hanya secara jumlah aplikasi namun juga bertambah dari jenis keragaman aplikasinya. Pengembangan aplikasi GIS kedepannya mengarah kepada aplikasi berbasis Web yang dikenal dengan WebGIS. WebGIS atau Web-Geographic Information System adalah aplikasi GIS atau pemetaan digital yang memanfaatkan jaringan Internet sebagai media komunikasi yang berfungsi mendistribusikan, mempublikasikan, mengintegrasikan, mengkomunikasikan, dan menyediakan informasi dalam bentuk teks dan peta digital, serta menjalankan fungsi–fungsi analisis dan query yang terkait dengan GIS melalui jaringan Internet [PRA07]. Penataan ruang wilayah termasuk dalam klasifikasi informasi yang harus disediakan dan diumumkan secara berkala kepada masyarakat yang nantinya memuat berbagai informasi antara lain gambaran umum wilayah (data dan gambar), muatan Rencana Tata Ruang Wilayah (RTRW), peta struktur ruang dan pola ruang. Untuk itu, Bidang Penataan Ruang perlu mengembangkan sistem informasi yang memuat data dan informasi terkait penataan ruang yang akan memotret dan memberi pemaparan mengenai kegiatan penataan ruang sesuai dengan Perda Rencana Tata Ruang Wilayah (RTRW) yang telah disahkan. Untuk dapat menjaga konsistensi dari pemanfaatan ruang terhadap Rencana Tata Ruang Wilayah Provinsi, maka diperlukan upaya-upaya pemantauan terhadap kegiatan pemanfaatan ruang serta mengevaluasi kesesuaian dari pemanfaatan ruang terhadap rencana tata ruang wilayahnya. Untuk meningkatkan kecepatan dalam memperoleh informasi mengenai konsistensi pemanfaatan ruang tersebut, diperlukan adanya aplikasi WebGIS. Aplikasi WebGIS dapat digunakan untuk mendukung dalam pemantauan dan evaluasi pemanfaatan ruang. Sehingga dengan adanya aplikasi WebGIS, ketersediaan informasi yang berbasis WebGIS akan tersusun dengan baik, akurat, mudah dibaca, mudah dimengerti dan setiap pengguna dapat dengan mudah mengakses informasi mengenai pemanfaatan ruang. Dari penelitian ini didapatkan penetapan requirement WebGIS untuk pemantauan dan evaluasi pemanfaatan pola ruang yang dapat digunakan sebagai referensi dalam pembangunan WebGIS agar sesuai dengan kebutuhan.
