    An Information Visualisation Tool for Emergency Management

    The development of computerised information systems for large scale emergency management is lacking. These systems could present information and support information transfer across shifts. This is important as providing timely information is critical for efficient search and rescue operations in an emergency environment. This thesis contributes the design and prototype implementation for an interactive visualisation, called RescueTime, which is then evaluated. The evaluation showed that RescueTime is as effective as a traditional tool used by emergency managers. This demonstrates the feasibility of designing and developing larger information systems, for the purpose of emergency management

    Resilience of critical structures, infrastructure, and communities

    In recent years, the concept of resilience has been introduced to the field of engineering as it relates to disaster mitigation and management. However, the built environment is only one element that supports community functionality. Maintaining community functionality during and after a disaster, defined as resilience, is influenced by multiple components. This report summarizes the research activities of the first two years of an ongoing collaboration between the Politecnico di Torino and the University of California, Berkeley, in the field of disaster resilience. Chapter 1 focuses on the economic dimension of disaster resilience with an application to the San Francisco Bay Area; Chapter 2 analyzes the option of using base-isolation systems to improve the resilience of hospitals and school buildings; Chapter 3 investigates the possibility to adopt discrete event simulation models and a meta-model to measure the resilience of the emergency department of a hospital; Chapter 4 applies the meta-model developed in Chapter 3 to the hospital network in the San Francisco Bay Area, showing the potential of the model for design purposes Chapter 5 uses a questionnaire combined with factorial analysis to evaluate the resilience of a hospital; Chapter 6 applies the concept of agent-based models to analyze the performance of socio-technical networks during an emergency. Two applications are shown: a museum and a train station; Chapter 7 defines restoration fragility functions as tools to measure uncertainties in the restoration process; and Chapter 8 focuses on modeling infrastructure interdependencies using temporal networks at different spatial scales

    Negotiation of software requirements in an asynchronous collaborative environment

    The effect of task structure and negotiation sequence on collaborative software requirements negotiation is investigated. This work began with an extensive literature review that focused on current research in collaborative software engineering and, in particular, on the negotiation of software requirements and the requisite collaboration for the development of such requirements. A formal detailed experiment was then conducted to evaluate the effects of negotiation sequence and task structure in an asynchronous group meeting environment. The experiment tested the impact of these structures on groups negotiating the requirements for an emergency response information system. The results reported here show that these structures can have a positive impact on solution quality but a negative impact on process satisfaction, although following a negotiation sequence and task structure can help asynchronous groups come to agreement faster. Details of the experimental procedures, statistical analysis, and discussion of the results of the experiment are also presented, as are suggestions for improving this work and a plan for future research

    An Investigation Into the Use of Geospatial Technologies as Part of Disaster Management Efforts Related to the Asian Tsunami of 2004

    On the 26th of December, 2004, a tsunami impacted the countries surrounding the Indian Ocean, immediately killing over two hundred and eighty thousand people, displacing another million people, and initially causing at least US$10 billion in damage. The response by the international community was swift and massive. Disaster decision-makers who led their organization\u27s responses to the tsunami used geospatial information to support their decision-making efforts with mixed success. When describing their use of geospatial technologies during the response, a select set of disaster decision-makers provided information about how they used geospatial information, they described what worked and what did not work to support their efforts. These disaster decision-makers\u27 revelations include the need for information about the affected persons, the location and status of relief supplies and other resources, and the conditions of the terrain affected by the tsunami. Corroborated by documents produced by governments, academia, nongovernmental and international organizations, these information requirements are the basis for a logical model for a geographic information system that can be used to support a variety of disaster types

    e-Sanctuary: open multi-physics framework for modelling wildfire urban evacuation

    The number of evacuees worldwide during wildfire keep rising, year after year. Fire evacuations at the wildland-urban interfaces (WUI) pose a serious challenge to fire and emergency services and are a global issue affecting thousands of communities around the world. But to date, there is a lack of comprehensive tools able to inform, train or aid the evacuation response and the decision making in case of wildfire. The present work describes a novel framework for modelling wildfire urban evacuations. The framework is based on multi-physics simulations that can quantify the evacuation performance. The work argues that an integrated approached requires considering and integrating all three important components of WUI evacuation, namely: fire spread, pedestrian movement, and traffic movement. The report includes a systematic review of each model component, and the key features needed for the integration into a comprehensive toolkit

    Progress in operational modeling in support of oil spill response

    Following the 2010 Deepwater Horizon accident of a massive blow-out in the Gulf of Mexico, scientists from government, industry, and academia collaborated to advance oil spill modeling and share best practices in model algorithms, parameterizations, and application protocols. This synergy was greatly enhanced by research funded under the Gulf of Mexico Research Initiative (GoMRI), a 10-year enterprise that allowed unprecedented collection of observations and data products, novel experiments, and international collaborations that focused on the Gulf of Mexico, but resulted in the generation of scientific findings and tools of broader value. Operational oil spill modeling greatly benefited from research during the GoMRI decade. This paper provides a comprehensive synthesis of the related scientific advances, remaining challenges, and future outlook. Two main modeling components are discussed: Ocean circulation and oil spill models, to provide details on all attributes that contribute to the success and limitations of the integrated oil spill forecasts. These forecasts are discussed in tandem with uncertainty factors and methods to mitigate them. The paper focuses on operational aspects of oil spill modeling and forecasting, including examples of international operational center practices, observational needs, communication protocols, and promising new methodologies
