    Putting Community First: A Promising Approach to Federal Collaboration for Environmental Improvement: An Evaluation of the Community Action for a Renewed Environment (CARE) Demonstration Program

    This report is an independent evaluation of the Environmental Protection Agency's (EPA) Community Action for a Renewed Environment (CARE) Demonstration Program, a community-driven process that uses the best available data to help communities set priorities and take action on their greatest environmental risks. CARE fosters local partnerships that seek participation from business, government, organizations, residents and EPA staff. It also supports a public, transparent planning and implementation process based on collaborative decision-making and shared action.Key FindingsThe National Academy Panel overseeing this effort was impressed by the dedication of the EPA staff to this unique initiative and commended the EPA for its efforts to partner with communities in achieving important long-term and sustainable environmental improvements at the local level. Recommended actions for the CARE Program include: (1) develop and implement a multifaceted information sharing approach; (2) coordinate and refine internal program management activities; and (3) develop a strategic plan and a business plan for CARE

    Secure Data Sharing With AdHoc

    In the scientific circles, there is pressing need to form temporary and dynamic collaborations to share diverse resources (e.g. data, an access to services, applications or various instruments). Theoretically, the traditional grid technologies respond to this need with the abstraction of a Virtual Organization (VO). In practice its procedures are characterized by latency, administrative overhead and are inconvenient to its users. We would like to propose the Manifesto for Secure Sharing. The main postulate is that users should be able to share data and resources by themselves without any intervention on the system administrator's side. In addition, operating an intuitive interface does not require IT skills. AdHoc is a resource sharing interface designed for users willing to share data or computational resources within seconds and almost effortlessly. The AdHoc application is built on the top of traditional security frameworks, such as the PKI X.509 certificate scheme, Globus GSI, gLite VOMS and Shibboleth.     This document contains all the descriptions, arguments and demonstrations of the researches, analysis, reasoning, designs and tasks performed to achieve the requirement to technologically evolve an managing agency in a way that, through a solution that requires a reduced investment, makes possible to arrange a business management tool with e-commerce and also a mobile application that allows access and consultation of mentioned tool. The first part of the document describes the scenario in order to contextualize the project and introduces ERP (Enterprise Resources Planning). In the second part, a deep research of ERP market products is carried out, identifying the strengths and weaknesses of each one of the products in order to finish with the choice of the most suitable product for the scenario proposed in the project. A third part of the document describes the installation process of the selected product carried out based on the use of Dockers, as well as the configurations and customizations that they make on the selected ERP. A description of the installation and configuration of additional modules is also made, necessary to achieve the agreed scope of the project. In a fourth part of the thesis, the process of creating an iOS and Android App that connects to the selected ERP database is described. The process begins with the design of the App. Once designed, it is explained the process of study and documentation of technologies to choose the technology stack that allows making an application robust and contemporary without use of licensing. After choosing the technologies to use there are explained the dependencies and needs to install runtime enviornments prior to the start of coding. Later, it describes how the code of the App has been raised and developed. The compilation and verification mechanisms are indicated in continuation. And finally, it is showed the result of the development of the App once distributed. Finally, a chapter for the conclusions analyzes the difficulties encountered during the project and the achievements, analyzing what has been learned during the development of this project

    Integrating a web-based system with business processes in closed loop supply chains

    Closed Loop Supply Chains include operations for physical collection of end-of-use products, selection based on their configuration and/or condition and decision making for reuse, remanufacturing or recycling. Uncertainty factors regarding the time, place of origin, and status of returns introduce many difficulties in planning these operations. With the aim to minimize such problems, this paper presents an architecture for virtual reverse logistics networks and an implementation for end-of-use PCs. The virtual reverse logistics network for PCs relies on E-commerce and WWW technologies for remote monitoring and benchmarking, instead of physical transportation and inspection. A configuration monitoring and benchmarking agent screens the computer that is about to enter the end-of-use stream and registers the data in the system’s databases. The virtual reverse logistics network regards all incoming PCs as submitted offers. Also, users or agents may explicitly register requests for PCs or modules. Offers are matched to requests with a decision support system to provide recommendations for reuse, remanufacturing or recycling of end-of-use PCs. An electronic marketplace matches requests and offers. The proposed architecture diminishes the uncertainty factors and provides us with an understanding on what is missing and it is likely to have a positive impact to the development of virtual reverse logistics networks for computers and other equipment with embedded logic.business processes;Closed Loop Supply Chains;virtual reverse logistics networks;web-based system

    The Effectiveness of Virtual R&D Teams in SMEs: Experiences of Malaysian SMEs

    The number of small and medium enterprises (SMEs), especially those involved with research and development (R&D) programs and employed virtual teams to create the greatest competitive advantage from limited labor are increasing. Global and localized virtual R&D teams are believed to have high potential for the growth of SMEs. Due to the fast-growing complexity of new products coupled with new emerging opportunities of virtual teams, a collaborative approach is believed to be the future trend. This research explores the effectiveness of virtuality in SMEs’ virtual R&D teams. Online questionnaires were emailed to Malaysian manufacturing SMEs and 74 usable questionnaires were received, representing a 20.8 percent return rate. In order to avoid biases which may result from pre-suggested answers, a series of open-ended questions were retrieved from the experts. This study was focused on analyzing an open-ended question, whereby four main themes were extracted from the experts’ recommendations regarding the effectiveness of virtual teams for the growth and performance of SMEs. The findings of this study would be useful to product design managers of SMEs in order to realize the key advantages and significance of virtual R&D teams during the new product development (NPD) process.     Improving supply chain management in construction: what can be learned from the aerospace industry?

    In order to provide for controllable delivery, reliable lead times and efficient customer response, lean manufacturing and platform assembly practices play an important role in supply chains in the aerospace industry. The adoption of lean manufacturing practices ensures an efficient delivery of products to the market. Benefits from the development of platform strategies are a more reliable materials supply and an improved logistics control. The aerospace industry is characterized by a small number of major global players and many small ones. A major part of the design and production has been contracted out to suppliers. In this paper the basic similarities and differences between the construction and aerospace industry and supply chains are analysed. A comparative study of aerospace and construction supply chains is presented to indicate and discuss the applicability of supply chain management concepts to construction, and the improvement potential of these concepts regarding supply chain management in construction. It is concluded that in particular the practice of platform assembly is a fruitful concept to be applied in the construction industry

    Internet of Things Cloud: Architecture and Implementation

    The Internet of Things (IoT), which enables common objects to be intelligent and interactive, is considered the next evolution of the Internet. Its pervasiveness and abilities to collect and analyze data which can be converted into information have motivated a plethora of IoT applications. For the successful deployment and management of these applications, cloud computing techniques are indispensable since they provide high computational capabilities as well as large storage capacity. This paper aims at providing insights about the architecture, implementation and performance of the IoT cloud. Several potential application scenarios of IoT cloud are studied, and an architecture is discussed regarding the functionality of each component. Moreover, the implementation details of the IoT cloud are presented along with the services that it offers. The main contributions of this paper lie in the combination of the Hypertext Transfer Protocol (HTTP) and Message Queuing Telemetry Transport (MQTT) servers to offer IoT services in the architecture of the IoT cloud with various techniques to guarantee high performance.     A Semantic-Based Information Management System to Support Innovative Product Design

    International competition and the rapidly global economy, unified by improved communication and transportation, offer to the consumers an enormous choice of goods and services. The result is that companies now require quality, value, time to market and innovation to be successful in order to win the increasing competition. In the engineering sector this is traduced in need of optimization of the design process and in maximization of re-use of data and knowledge already existing in the company. The “SIMI-Pro” (Semantic Information Management system for Innovative Product design) system addresses specific deficiencies in the conceptual phase of product design when knowledge management, if applied, is often sectorial. Its main contribution is in allowing easy, fast and centralized collection of data from multiple sources and in supporting the retrieval and re-use of a wide range of data that will help stylists and engineers shortening the production cycle. SIMI-Pro will be one of the first prototypes to base its information management and its knowledge sharing system on process ontology and it will demonstrate how the use of centralized network systems, coupled with Semantic Web technologies, can improve inter-working activities and interdisciplinary knowledge sharing
