    Extending Eventually Consistent Cloud Databases for Enforcing Numeric Invariants

    Geo-replicated databases often operate under the principle of eventual consistency to offer high-availability with low latency on a simple key/value store abstraction. Recently, some have adopted commutative data types to provide seamless reconciliation for special purpose data types, such as counters. Despite this, the inability to enforce numeric invariants across all replicas still remains a key shortcoming of relying on the limited guarantees of eventual consistency storage. We present a new replicated data type, called bounded counter, which adds support for numeric invariants to eventually consistent geo-replicated databases. We describe how this can be implemented on top of existing cloud stores without modifying them, using Riak as an example. Our approach adapts ideas from escrow transactions to devise a solution that is decentralized, fault-tolerant and fast. Our evaluation shows much lower latency and better scalability than the traditional approach of using strong consistency to enforce numeric invariants, thus alleviating the tension between consistency and availability

    Fiscal transparency and policy rules in Poland

    This paper assesses the current stance and desirable progress in the implementation of fiscal transparency and rules in Poland. An index of transparency based on Report on the Observance of Standards and Codes (ROSC), with some modifications, is also constructed in this paper, followed by proposals for making transparency and fiscal rules more efficient within Poland's fiscal policy. This study attempts to answer the following questions: Firstly, to what extent is fiscal policy transparent in the context of the standards set by the EU's regulations and the IMF's ROSC? Secondly, have the fiscal rules adopted by Poland proved to be successful in establishing fiscal policy discipline? Finally, what still needs to be changed to make both transparency and fiscal rules more efficient for the conduct of fiscal policy? To set the work in context we also provide an overview of recent advances in both the theoretical and empirical literature on fiscal transparency and rules

    Fiscal Transparency and Policy Rules in Poland

    This paper discusses the link between the deficit bias in public finance and institutional settings. The Polish experience is put in a wider context and provides an extensive discussion of possible institutional reforms that may be implemented to stabilise the path of fiscal policy and reduce the deficit bias. Although substantial improvements have been made in Poland with respect to fiscal transparency standards set by the IMF and EU there is still much scope for enhancement. The recommended change in fiscal policy would involve the implementation of medium-term budgetary framework that would ensure consistency between the budgetary process and medium-term fiscal goals. This should be accompanied by the introduction of binding constraints on fiscal policy. The expenditure rule could be reintroduced to strengthen fiscal discipline, as it could force policymakers to tighten fiscal policy. It seems to be indispensable to maintain fiscal rules at the local government level. The issue of still limited fiscal transparency and unsatisfactory performance of fiscal rules requires the undertaking of various appropriate measures to strengthen the policy framework in Poland. This can be done in our view by involving external institution entitled to examine fiscal transparency and the performance of fiscal rules in the budgetary process. We think that the institution that is fully capable to take the lead in this respect is the NIK, which was granted full independence in 1994 and has since proved to be successful in overseeing public finances.     Exploiting Data Locality in Dynamic Web Applications

    The Internet has grown from a static document retrieval system to a dynamic medium where users are both consumers and producers of information. Users may experience above-average website latencies due to the physical distances information must travel. Because user satisfaction is related to a website\u27s responsiveness, e-commerce may be hindered and prevent online businesses from reaching their full potential. This dissertation analyzes how temporal and relational dependencies in web applications limit their ability to become distributed. Two contributions are made, the first showing the location of data inside a datacenter influences the web system\u27s performance, and secondly, that relaxing strict consistency inside the web application at a fine- grained level can greatly lower latencies for geographically diverse users. Experiments are used to show when and how much these optimizations can benefit a dynamic web application

    The Knowledge Application and Utilization Framework Applied to Defense COTS: A Research Synthesis for Outsourced Innovation

    Purpose -- Militaries of developing nations face increasing budget pressures, high operations tempo, a blitzing pace of technology, and adversaries that often meet or beat government capabilities using commercial off-the-shelf (COTS) technologies. The adoption of COTS products into defense acquisitions has been offered to help meet these challenges by essentially outsourcing new product development and innovation. This research summarizes extant research to develop a framework for managing the innovative and knowledge flows. Design/Methodology/Approach – A literature review of 62 sources was conducted with the objectives of identifying antecedents (barriers and facilitators) and consequences of COTS adoption. Findings – The DoD COTS literature predominantly consists of industry case studies, and there’s a strong need for further academically rigorous study. Extant rigorous research implicates the importance of the role of knowledge management to government innovative thinking that relies heavily on commercial suppliers. Research Limitations/Implications – Extant academically rigorous studies tend to depend on measures derived from work in information systems research, relying on user satisfaction as the outcome. Our findings indicate that user satisfaction has no relationship to COTS success; technically complex governmental purchases may be too distant from users or may have socio-economic goals that supersede user satisfaction. The knowledge acquisition and utilization framework worked well to explain the innovative process in COTS. Practical Implications – Where past research in the commercial context found technological knowledge to outweigh market knowledge in terms of importance, our research found the opposite. Managers either in government or marketing to government should be aware of the importance of market knowledge for defense COTS innovation, especially for commercial companies that work as system integrators. Originality/Value – From the literature emerged a framework of COTS product usage and a scale to measure COTS product appropriateness that should help to guide COTS product adoption decisions and to help manage COTS product implementations ex post

    The Homeostasis Protocol: Avoiding Transaction Coordination Through Program Analysis

    Datastores today rely on distribution and replication to achieve improved performance and fault-tolerance. But correctness of many applications depends on strong consistency properties - something that can impose substantial overheads, since it requires coordinating the behavior of multiple nodes. This paper describes a new approach to achieving strong consistency in distributed systems while minimizing communication between nodes. The key insight is to allow the state of the system to be inconsistent during execution, as long as this inconsistency is bounded and does not affect transaction correctness. In contrast to previous work, our approach uses program analysis to extract semantic information about permissible levels of inconsistency and is fully automated. We then employ a novel homeostasis protocol to allow sites to operate independently, without communicating, as long as any inconsistency is governed by appropriate treaties between the nodes. We discuss mechanisms for optimizing treaties based on workload characteristics to minimize communication, as well as a prototype implementation and experiments that demonstrate the benefits of our approach on common transactional benchmarks
