    Monitoring fish populations in Lower Lough Erne, Northern Ireland: applicability of current methods and implications for future monitoring under the EC Water Framework Directive

    The proposed EC Water Framework Directive (WFD) will require member states to monitor both biotic and abiotic components of lake environments. With adoption of the WFD some measurement of fish populations will also be required. This paper describes work carried out since 1971, and particularly since 1991, on the status of fish populations in Lower Lough Erne, Northern Ireland, with an emphasis on defining change over time due to human impacts on the lake. This offers a reasonable starting point from which to develop a monitoring programme suitable for the needs of the WFD in this lake. The implications for as yet unmonitored fish populations in lakes are also determined

    Impact of European Water Framework Directive Article 7 on Drinking Water Directive compliance for pesticides: challenges of a prevention-led approach

    Article 7 of the European Water Framework Directive (WFD) promotes a prevention-led approach to European Drinking Water Directive (DWD) compliance for those parameters that derive from anthropogenic influences on raw water quality. However, the efficacy of pollution prevention interventions is currently uncertain and likely to be variable, which makes absolute compliance with the drinking water standard a significant challenge. Member State governments, the WFD competent authority, the DWD competent authority, water suppliers and agriculture are all affected by and have a different perspective on the nature of this challenge. This paper presents a discussion of these perspectives applicable to stakeholders in all European Member States; the analysis is supported with examples from England and Wales. Improved understanding of the challenges faced by each group is needed if these groups are to achieve the shared goals of WFD Article 7 compliance and DWD compliance without a disproportionately negative impact on agricultural productivity. In addition, the European Commission needs to be aware of and address a potential incompatibility between WFD Article 7 and the DWD. With this in mind, targeted recommendations for action are presented for each stakeholder group

    Weighted fast diffusion equations (Part I): Sharp asymptotic rates without symmetry and symmetry breaking in Caffarelli-Kohn-Nirenberg inequalities

    In this paper we consider a family of Caffarelli-Kohn-Nirenberg interpolation inequalities (CKN), with two radial power law weights and exponents in a subcritical range. We address the question of symmetry breaking: are the optimal functions radially symmetric, or not ? Our intuition comes from a weighted fast diffusion (WFD) flow: if symmetry holds, then an explicit entropy - entropy production inequality which governs the intermediate asymptotics is indeed equivalent to (CKN), and the self-similar profiles are optimal for (CKN). We establish an explicit symmetry breaking condition by proving the linear instability of the radial optimal functions for (CKN). Symmetry breaking in (CKN) also has consequences on entropy - entropy production inequalities and on the intermediate asymptotics for (WFD). Even when no symmetry holds in (CKN), asymptotic rates of convergence of the solutions to (WFD) are determined by a weighted Hardy-Poincar{\'e} inequality which is interpreted as a linearized entropy - entropy production inequality. All our results rely on the study of the bottom of the spectrum of the linearized diffusion operator around the self-similar profiles, which is equivalent to the linearization of (CKN) around the radial optimal functions, and on variational methods. Consequences for the (WFD) flow will be studied in Part II of this work

    The bulk of the European Community's water policy legislation was developed between the mid 1970s and the early 1990s. These directives addressed specific substances, sources, uses or processes but caused problems with differing methods definitions and aims. The Water Framework Directive (WFD) aims to resolve the piecemeal approach. The Environemnt Agency (EA) welcomes and supported the overall objective of establishing a coherent legislative framework. The EA has been discussing the implications of the WFD with European partners and has developed a timetable for the implementation and a special team will commission necessary research

    Groundwater vulnerability assessment to assist the measurement planning of the water framework directive : a practical approach with stakeholders

    An evaluation scheme is presented in this paper which can be used to assess groundwater vulnerability according to the requirements of the European Water Framework Directive (WFD). The evaluation scheme results in a groundwater vulnerability map identifying areas of high, medium and low vulnerability, as necessary for the measurement planning of the WFD. The evaluation scheme is based on the definition of the vulnerability of the Intergovernmental Panel on Climate Change (IPCC). It considers exposure, sensitivity and the adaptive capacity of the region. The adaptive capacity is evaluated in an actors' platform, which was constituted for the region in the PartizipA ("Participative modelling, Actor and Ecosystem Analysis in Regions with Intensive Agriculture") project. As a result of the vulnerability assessment, 21% of the catchment area was classified as being highly vulnerable, whereas 73% has medium vulnerability and 6% has low vulnerability. Thus, a groundwater vulnerability assessment approach is presented, which can be used in practice on a catchment scale for the WFD measurement planning

    An analysis of ultraviolet spectra of Extreme Helium Stars and new clues to their origins

    Abundances of about 18 elements including the heavy elements Y and Zr are determined from Hubble Space Telescope Space Telescope Imaging Spectrograph ultraviolet spectra of seven extreme helium stars (EHes): LSE 78, BD+10 2179, V1920 Cyg, HD 124448, PV Tel, LS IV -1 2, and FQ Aqr. New optical spectra of the three stars -- BD+10 2179, V1920 Cyg, and HD 124448 were analysed. The abundance analyses is done using LTE line formation and LTE model atmospheres especially constructed for these EHe stars. The stellar parameters derived from an EHe's UV spectrum are in satisfactory agreement with those derived from its optical spectrum. Adopted abundances for the seven EHes are from a combination of the UV and optical analyses. Published results for an additional ten EHes provide abundances obtained in a nearly uniform manner for a total of 17 EHes, the largest sample on record. The initial metallicity of an EHe is indicated by the abundance of elements from Al to Ni; Fe is adopted to be the representative of initial metallicity. Iron abundances range from approximately solar to about one-hundredth of solar. Clues to EHe evolution are contained within the H, He, C, N, O, Y, and Zr abundances. Two novel results are (i) the O abundance for some stars is close to the predicted initial abundance yet the N abundance indicates almost complete conversion of initial C, N, and O to N by the CNO-cycles; (ii) three of the seven stars with UV spectra show a strong enhancement of Y and Zr attributable to an s-process.
