    A Political Theory of Engineered Systems and A Study of Engineering and Justice Workshops

    Since there are good reasons to think that some engineered systems are socially undesirable—for example, internal combustion engines that cause climate change, algorithms that are racist, and nuclear weapons that can destroy all life—there is a well-established literature that attempts to identify best practices for designing and regulating engineered systems in order to prevent harm and promote justice. Most of this literature, especially the design theory and engineering justice literature meant to help guide engineers, focuses on environmental, physical, social, and mental harms such as ecosystem and bodily poisoning, racial and gender discrimination, and urban alienation. However, the literature that focuses on how engineered systems can produce political harms—harms to how we shape the way we live in community together—is not well established. The first part of this thesis contributes to identifying how particular types of engineered systems can harm a democratic politics. Building on democratic theory, philosophy of collective harms, and design theory, it argues that engineered systems that extend in space and time beyond a certain threshold subvert the knowledge and empowerment necessary for a democratic politics. For example, the systems of global shipping and the internet that fundamentally shape our lives are so large that people cannot attain the knowledge necessary to regulate them well nor the empowerment necessary to shape them. The second part of this thesis is an empirical study of a workshop designed to encourage engineering undergraduates to understand how engineered systems can subvert a democratic politics, with the ultimate goal of supporting students in incorporating that understanding into their work. 32 Dartmouth undergraduate engineering students participated in the study. Half were assigned to participate in a workshop group, half to a control group. The workshop group participants took a pretest; then participated in a 3-hour, semi-structured workshop with 4 participants per session (as well as a discussion leader and note-taker) over lunch or dinner; and then took a posttest. The control group participants took the same pre- and post- tests, but had no suggested activity in the intervening 3 hours. We find that the students who participated in workshops had a statistically significant test-score improvement as compared to the control group (Brunner-Munzel test, p \u3c .001). Using thematic analysis methods, we show the data is consistent with the hypothesis that workshops produced a score improvement because of certain structure (small size, long duration, discussion-based, over homemade food) and content (theoretically rich, challenging). Thematic analysis also reveals workshop failures and areas for improvement (too much content for the duration, not well enough organized). The thesis concludes with a discussion of limitations and suggestions for future theoretical, empirical, and pedagogical research

    Democratising migration governance : temporary labour migration and the responsibility to represent

The main problem I investigate is the persistent and systemic vulnerability of temporary migrants to domination. I argue temporary migrants’ vulnerability to domination stems primarily from the fact that responsibilities towards them and their political membership are divided between their country of residence and of origin. While their lives are conditioned by both countries, they are democratically isolated from both. Are they merely partial citizens detached from any democratic politics? If not, what responsibility should each country bear towards temporary migrants within and beyond their jurisdictions? Should our commitments to democracy lead us to endorse a radical conception of migrant citizenship through which migrants represent their interests and perspectives in-between their country of residence and origin? This thesis addresses these normative issues surrounding temporary labour migration. It develops a democratic theory applicable to this phenomenon, explores the moral and political basis of migrants’ freedom, and explains how the current arrangements might be changed to produce a more democratically just outcome. Its main contribution lies in establishing a new account of democratic citizenship and responsibility that coherently accommodates the political agencies of temporary migrants. The thesis introduces, in particular, a new normative concept and political agenda – the Responsibility to Represent (R2R). Under a system of R2R, both sending and receiving countries bear a shared obligation to stage migrants’ contestatory voices in their public policy-making process for creating a society where everyone is free from domination. In summary, I argue that temporary migration programmes are just and legitimate, if and only if both sending and receiving states (1) recognise temporary migrants as bearers of a distinct life plan deserving equal treatment and non-domination, (2) provide them with necessary protections and sufficient resources for carrying out their plans while accommodating their possible changes, and (3) institutionalise contestatory channels for them to (de)legitimise the current structure of responsibility in-between two states

    Harmonious Living: Sustainability, Ecology, and Eco-Islam in Wales

    This thesis is an in-depth examination of Eco-Islam in Wales. Eco-Islam refers to the conceptual intersection of Islamic principles with environmental and ecological concerns. It is not necessarily a formalised movement with a centralised structure but rather a broader concept that explores the compatibility between Islamic teachings and environmental stewardship. It emphasises the idea that Islamic values and ethics can be applied to address contemporary environmental challenges. This dissertation addresses the question of the normative influence of Islamic environmental principles and their implementation within Welsh Muslim communities and Welsh society. More generally, this thesis is embedded in the academic discourse on the normative role and agency of religions in motivating their members to engage in proenvironmental behaviour. Given the urgency of the environmental crisis facing humanity, which requires a concerted effort from all sectors of society, the research question of this thesis is particularly relevant. Furthermore, despite the growing body of literature on ecology and Islam, there has been little research on the practical implementation of Islamic teachings on nature. Therefore, whilst giving a comprehensive overview of Islamic environmental ethics based on a literature review, the thesis also provides research data on the Eco-Islam movement based on fieldwork conducted in Wales. Particular attention is paid to the social and power structures that contribute to or hinder the development of a Muslim environmental movement. The study provides practical recommendations for better cooperation between faith communities and the (still) predominantly secular environmental movement, with particular attention to the challenges faced by minority communities such as the Muslim communities in Wales

    Essays in Behavioral Economics and Game Theory

    This thesis consists of three papers. Chapter 1 conducts experimental research on individual bounded rationality in games, Chapter 2 introduces a novel equilibrium solution concept in behavioral game theory, and Chapter 3 investigates confirmation bias within the framework of game theory. In Chapter 1 (joint with Wei James Chen and Po-Hsuan Lin), we investigate individual strategic reasoning depths by matching human subjects with fully rational computer players in a lab, allowing for the isolation of limited reasoning ability from beliefs about opponent players and social preferences. Our findings reveal that when matched with robots, subjects demonstrate higher stability in their strategic thinking depths across games, in contrast to when matched with humans. In Chapter 2 (joint with Po-Hsuan Lin and Thomas R. Palfrey), we investigate how players’ misunderstanding about the relationship between opponents’ private information and strategies influence their equilibrium behavior in dynamic environments. This theoretical study introduces a framework that extends the analysis of cursed equilibrium from the strategic form to multi-stage games and applies it to various applications in economics and political science. In Chapter 3, I employ a game-theoretic framework to model how decision makers strategically interpret signals, particularly when they face a utility loss from holding beliefs that differ from their partners. The study reveals that the emergence of confirmation bias is positively associated with the strength of prior beliefs about a state, while the impact of signal accuracy remains ambiguous.</p

    Peacekeeping and International Human Rights Law: Interrogating United Nations Mechanisms through a Study of the UN Mission for the Referendum in Western Sahara

    The UN Mission for the Referendum in Western Sahara (MINURSO) was created by UN Security Council (UNSC) Resolution 690 in 1991. This resolution provided for the appointment of a Special Representative, the declaration of a cease-fire and the organisation of a self-determination referendum on the status of the territory, i.e. independence or integration with Morocco, which had invaded it in 1975. Since then, the UNSC has extended MINURSO’s mandate 59 times without incorporating any human rights monitoring and/or reporting components nor any support from the Office of the High Commissioner for Human Rights (OHCHR). As such, MINURSO stands out as the only post-Cold War multidimensional UN peacekeeping operation (PKO) deprived of a human rights dimension. To date, no referendum has been organised and the mission is still in place. This research project examines the impacts of human rights components in UN peacekeeping, or the absence thereof, and conflict (ir)resolution with a focus on the case of a self-determination conflict such as Western Sahara. Besides shedding more light on the conflict in Western Sahara, the thesis aims to empirically explore the human rights protection-peacekeeping-conflict resolution nexus in this deviant single case study. It further investigates a possible remedy using the relevant legal methodology tools through the existence of a norm of customary international law, requiring systematic inclusion of human rights monitoring components into PKOs

    Mechanisms that play a game, not toss a coin

    Randomized mechanisms can have good normative properties compared to their deterministic counterparts. However, randomized mechanisms are problematic in several ways such as in their verifiability. We propose here to derandomize such mechanisms by having agents play a game instead of tossing a coin. The game is designed so an agent's best action is to play randomly, and this play then injects ``randomness'' into the mechanism. This derandomization retains many of the good normative properties of the original randomized mechanism but gives a mechanism that is deterministic and easy, for instance, to audit. We consider three related methods to derandomize randomized mechanism in six different domains: voting, facility location, task allocation, school choice, peer selection, and resource allocation. We propose a number of novel derandomized mechanisms for these six domains with good normative properties. Each mechanism has a mixed Nash equilibrium in which agents play a modular arithmetic game with an uniform mixed strategy. In all but one mixed Nash equilibrium, agents report their preferences over the original problem sincerely. The derandomized methods are thus ``quasi-strategy proof''. In one domain, we additionally show that a new and desirable normative property emerges as a result of derandomization

The success of current therapies is limited because persistent diseases are frequently treated based on their symptoms rather than the underlying cause of the disease. Therefore, biomedical research is experiencing a technology-driven shift to data-driven holistic approaches to better characterize the molecular mechanisms causing disease. Using omics data as an input, emerging disciplines like network biology attempt to model the relationships between biomolecules. To this effect, gene co- expression networks arise as a promising tool for deciphering the relationships between genes in large transcriptomic datasets. However, because of their low specificity and high false positive rate, they demonstrate a limited capacity to retrieve the disrupted mechanisms that lead to disease onset, progression, and maintenance. Within the context of statistical modeling, we dove deeper into the reconstruction of gene co-expression networks with the specific goal of discovering disease-specific features directly from expression data. Using ensemble techniques, which combine the results of various metrics, we were able to more precisely capture biologically significant relationships between genes. We were able to find de novo potential disease-specific features with the help of prior biological knowledge and the development of new network inference techniques. Through our different approaches, we analyzed large gene sets across multiple samples and used gene expression as a surrogate marker for the inherent biological processes, reconstructing robust gene co-expression networks that are simple to explore. By mining disease-specific gene co-expression networks we come up with a useful framework for identifying new omics-phenotype associations from conditional expression datasets.In this sense, understanding diseases from the perspective of biological network perturbations will improve personalized medicine, impacting rational biomarker discovery, patient stratification and drug design, and ultimately leading to more targeted therapies.Universidad Pablo de Olavide de Sevilla.     Total Vote Runoff: A Majority-Maximizing Form of Rank Choice Voting

    Total Vote Runoff (TVR) is an electoral system designed to be identical to Instant Runoff Voting (IRV), which is the most commonly understood and implemented form of Ranked Choice Voting (RCV) in the United States, except for one key detail. Like IRV, TVR sequentially eliminates the weakest candidate on the ranked-choice ballot when no candidate is ranked first on a majority of ballots. Unlike IRV, however, TVR identifies the weakest candidate to be eliminated based on the total votes each candidate receives on all the ballots, rather than just the number of first-place votes (as IRV does). A candidate’s total votes from each ballot is defined as the number of other candidates the candidate is ranked higher than on the ballot — as being ranked higher than another candidate is equivalent to securing a vote against that candidate, given that ranked-choice ballots can be conceived as mathematically equivalent to a round-robin election among all the candidates on the ballot. TVR has the advantage, compared to IRV, of always electing a candidate whom a majority of voters prefer to each other candidate on the ballot and thus who would be the undefeated winner of the round-robin election. More generally, TVR improves upon the instant runoff nature of the IRV process by using all the information from each ranked-choice ballot, rather than just first-choice preferences, in order to determine which candidate most deserves to be eliminated in the instant runoff procedure. A comparison of TVR and IRV in the context of the most recent midterm elections in the United States shows that TVR potentially could perform better than IRV in redressing the increased polarization affecting American politics, resulting in elections that better represent the preferences that a majority of voters record with their ballots
