    Seafloor characterization using airborne hyperspectral co-registration procedures independent from attitude and positioning sensors

    The advance of remote-sensing technology and data-storage capabilities has progressed in the last decade to commercial multi-sensor data collection. There is a constant need to characterize, quantify and monitor the coastal areas for habitat research and coastal management. In this paper, we present work on seafloor characterization that uses hyperspectral imagery (HSI). The HSI data allows the operator to extend seafloor characterization from multibeam backscatter towards land and thus creates a seamless ocean-to-land characterization of the littoral zone

    Development of Distributed Research Center for analysis of regional climatic and environmental changes

    We present an approach and first results of a collaborative project being carried out by a joint team of researchers from the Institute of Monitoring of Climatic and Ecological Systems, Russia and Earth Systems Research Center UNH, USA. Its main objective is development of a hardware and software platform prototype of a Distributed Research Center (DRC) for monitoring and projecting of regional climatic and environmental changes in the Northern extratropical areas. The DRC should provide the specialists working in climate related sciences and decision-makers with accurate and detailed climatic characteristics for the selected area and reliable and affordable tools for their in-depth statistical analysis and studies of the effects of climate change. Within the framework of the project, new approaches to cloud processing and analysis of large geospatial datasets (big geospatial data) inherent to climate change studies are developed and deployed on technical platforms of both institutions. We discuss here the state of the art in this domain, describe web based information-computational systems developed by the partners, justify the methods chosen to reach the project goal, and briefly list the results obtained so far

    The Role of GIS to Enable Public-Sector Decision Making Under Conditions of Uncertainty

    Uncertainty is inherent in environmental planning and decision making. For example, water managers in arid regions are attuned to the uncertainty of water supply due to prolonged periods of drought. To contend with multiple sources and forms of uncertainty, resource managers implement strategies and tools to aid in the exploration and interpretation of data and scenarios. Various GIS capabilities, such as statistical analysis, modeling and visualization are available to decision makers who face the challenge of making decisions under conditions of deep uncertainty. While significant research has lead to the inclusion and representation of uncertainty in GIS, existing GIS literature does not address how decision makers implement and utilize GIS as an assistive technology to contend with deep uncertainty. We address this gap through a case study of water managers in the Phoenix Metropolitan Area, examining how they engage with GIS in making decisions and coping with uncertainty. Findings of a qualitative analysis of water mangers reveal the need to distinguish between implicit and explicit uncertainty. Implicit uncertainty is linked to the decision-making process, and while understood, it is not displayed or revealed separately from the data. In contrast, explicit uncertainty is conceived as separate from the process and is something that can be described or displayed. Developed from twelve interviews with Phoenix-area water managers in 2005, these distinctions of uncertainty clarify the use of GIS in decision making. Findings show that managers use the products of GIS for exploring uncertainty (e.g., cartographic products). Uncertainty visualization emerged as a current practice, but definitions of what constitutes such visualizations were not consistent across decision makers. Additionally, uncertainty was a common and even sometimes helpful element of decision making; rather than being a hindrance, it is seen as an essential component of the process. These findings contradict prior research relating to uncertainty visualization where decision makers often express discomfort with the presence of uncertainty.

    From Social Simulation to Integrative System Design

    As the recent financial crisis showed, today there is a strong need to gain "ecological perspective" of all relevant interactions in socio-economic-techno-environmental systems. For this, we suggested to set-up a network of Centers for integrative systems design, which shall be able to run all potentially relevant scenarios, identify causality chains, explore feedback and cascading effects for a number of model variants, and determine the reliability of their implications (given the validity of the underlying models). They will be able to detect possible negative side effect of policy decisions, before they occur. The Centers belonging to this network of Integrative Systems Design Centers would be focused on a particular field, but they would be part of an attempt to eventually cover all relevant areas of society and economy and integrate them within a "Living Earth Simulator". The results of all research activities of such Centers would be turned into informative input for political Decision Arenas. For example, Crisis Observatories (for financial instabilities, shortages of resources, environmental change, conflict, spreading of diseases, etc.) would be connected with such Decision Arenas for the purpose of visualization, in order to make complex interdependencies understandable to scientists, decision-makers, and the general public.Comment: 34 pages, Visioneer White Paper, see http://www.visioneer.ethz.c

    The global hydrology education resource

    This article is a selective overview of a range of contemporary teaching resources currently available globally for university hydrology educators, with an emphasis on web-based resources. Major governmental and scientific organizations relevant to the promotion of hydrology teaching are briefly introduced. Selected online teaching materials are then overviewed, i.e. PowerPoint presentations, course materials, and multimedia. A range of websites offering free basic hydrology modelling software are mentioned, together with some data file sources which could be used for teaching. Websites offering a considerable range of general hydrology links are also noted, as are websites providing international and national data sets which might be incorporated into teaching exercises. Finally, some discussion is given on reference material for different modes of hydrology teaching, including laboratory and field exercises

    Planning Support Systems: Progress, Predictions, and Speculations on the Shape of Things to Come

    In this paper, we review the brief history of planning support systems, sketching the way both the fields of planning and the software that supports and informs various planning tasks have fragmented and diversified. This is due to many forces which range from changing conceptions of what planning is for and who should be involved, to the rapid dissemination of computers and their software, set against the general quest to build ever more generalized software products applicable to as many activities as possible. We identify two main drivers – the move to visualization which dominates our very interaction with the computer and the move to disseminate and share software data and ideas across the web. We attempt a brief and somewhat unsatisfactory classification of tools for PSS in terms of the planning process and the software that has evolved, but this does serve to point up the state-ofthe- art and to focus our attention on the near and medium term future. We illustrate many of these issues with three exemplars: first a land usetransportation model (LUTM) as part of a concern for climate change, second a visualization of cities in their third dimension which is driving an interest in what places look like and in London, a concern for high buildings, and finally various web-based services we are developing to share spatial data which in turn suggests ways in which stakeholders can begin to define urban issues collaboratively. All these are elements in the larger scheme of things – in the development of online collaboratories for planning support. Our review far from comprehensive and our examples are simply indicative, not definitive. We conclude with some brief suggestions for the future
