    This report considers “how advances in big data are likely to transform the context and methodology of monitoring educational systems within a long-term perspective (10-30 years) and impact the evidence based policy development in the sector”, big data are “large amounts of different types of data produced with high velocity from a high number of various types of sources.” Five independent experts were commissioned by Ecorys, responding to themes of: students' privacy, educational equity and efficiency, student tracking, assessment and skills. The experts were asked to consider the “macro perspective on governance on educational systems at all levels from primary, secondary education and tertiary – the latter covering all aspects of tertiary from further, to higher, and to VET”, prioritising primary and secondary levels of education

    After Over-Privileged Permissions: Using Technology and Design to Create Legal Compliance

    Consumers in the mobile ecosystem can putatively protect their privacy with the use of application permissions. However, this requires the mobile device owners to understand permissions and their privacy implications. Yet, few consumers appreciate the nature of permissions within the mobile ecosystem, often failing to appreciate the privacy permissions that are altered when updating an app. Even more concerning is the lack of understanding of the wide use of third-party libraries, most which are installed with automatic permissions, that is permissions that must be granted to allow the application to function appropriately. Unsurprisingly, many of these third-party permissions violate consumers’ privacy expectations and thereby, become “over-privileged” to the user. Consequently, an obscurity of privacy expectations between what is practiced by the private sector and what is deemed appropriate by the public sector is exhibited. Despite the growing attention given to privacy in the mobile ecosystem, legal literature has largely ignored the implications of mobile permissions. This article seeks to address this omission by analyzing the impacts of mobile permissions and the privacy harms experienced by consumers of mobile applications. The authors call for the review of industry self-regulation and the overreliance upon simple notice and consent. Instead, the authors set out a plan for greater attention to be paid to socio-technical solutions, focusing on better privacy protections and technology embedded within the automatic permission-based application ecosystem

    State of the art 2015: a literature review of social media intelligence capabilities for counter-terrorism

    Overview This paper is a review of how information and insight can be drawn from open social media sources. It focuses on the specific research techniques that have emerged, the capabilities they provide, the possible insights they offer, and the ethical and legal questions they raise. These techniques are considered relevant and valuable in so far as they can help to maintain public safety by preventing terrorism, preparing for it, protecting the public from it and pursuing its perpetrators. The report also considers how far this can be achieved against the backdrop of radically changing technology and public attitudes towards surveillance. This is an updated version of a 2013 report paper on the same subject, State of the Art. Since 2013, there have been significant changes in social media, how it is used by terrorist groups, and the methods being developed to make sense of it.  The paper is structured as follows: Part 1 is an overview of social media use, focused on how it is used by groups of interest to those involved in counter-terrorism. This includes new sections on trends of social media platforms; and a new section on Islamic State (IS). Part 2 provides an introduction to the key approaches of social media intelligence (henceforth ‘SOCMINT’) for counter-terrorism. Part 3 sets out a series of SOCMINT techniques. For each technique a series of capabilities and insights are considered, the validity and reliability of the method is considered, and how they might be applied to counter-terrorism work explored. Part 4 outlines a number of important legal, ethical and practical considerations when undertaking SOCMINT work

    Hidden Surveillance on Consumer Health Information Websites

    Behavioural tracking presents a significant privacy risk to Canadians, particularly when their online behaviours reveal sensitive information that could be used to discriminate against them. This concern is particularly relevant in the context of online health information seeking, since searches can reveal details about health conditions and concerns that the individual may wish to keep private. The privacy threats are exacerbated because behavioural tracking mechanisms are large invisible to users, and many are unaware of the strategies and mechanisms available to track online behaviour. In this project, we seek to document the behavioural tracking practices of consumer health websites, and to examine the privacy policy disclosures of these same practices. The results of our research demonstrate that tracking is widespread on consumer health information websites; furthermore, sites recommended by Information Professionals are similar to sites returned in Google searches in terms of overall tracking, though they show lower levels of third-party advertiser presence. Privacy policy disclosure of tracking practices is largely ineffective, and website visitors cannot easily determine tracking practices from a review of the website privacy policies. Taken together, these results suggest that alternative mechanisms are required to detect and/or mitigate or neutralize the behavioural tracking measures used on many consumer health information websites

    A User Study of a Wearable System to Enhance Bystanders’ Facial Privacy

    The privacy of users and information are becoming increasingly important with the growth and pervasive use of mobile devices such as wearables, mobile phones, drones, and Internet of Things (IoT) devices. Today many of these mobile devices are equipped with cameras which enable users to take pictures and record videos anytime they need to do so. In many such cases, bystanders’ privacy is not a concern, and as a result, audio and video of bystanders are often captured without their consent. We present results from a user study in which 21 participants were asked to use a wearable system called FacePET developed to enhance bystanders’ facial privacy by providing a way for bystanders to protect their own privacy rather than relying on external systems for protection. While past works in the literature focused on privacy perceptions of bystanders when photographed in public/shared spaces, there has not been research with a focus on user perceptions of bystander-based wearable devices to enhance privacy. Thus, in this work, we focus on user perceptions of the FacePET device and/or similar wearables to enhance bystanders’ facial privacy. In our study, we found that 16 participants would use FacePET or similar devices to enhance their facial privacy, and 17 participants agreed that if smart glasses had features to conceal users’ identities, it would allow them to become more popular

    Leveraging analytics to produce compelling and profitable film content

    Producing compelling film content profitably is a top priority to the long-term prosperity of the film industry. Advances in digital technologies, increasing availabilities of granular big data, rapid diffusion of analytic techniques, and intensified competition from user generated content and original content produced by Subscription Video on Demand (SVOD) platforms have created unparalleled needs and opportunities for film producers to leverage analytics in content production. Built upon the theories of value creation and film production, this article proposes a conceptual framework of key analytic techniques that film producers may engage throughout the production process, such as script analytics, talent analytics, and audience analytics. The article further synthesizes the state-of-the-art research on and applications of these analytics, discuss the prospect of leveraging analytics in film production, and suggest fruitful avenues for future research with important managerial implications

    Privacy and Cloud Computing in Public Schools

    Today, data driven decision-making is at the center of educational policy debates in the United States. School districts are increasingly turning to rapidly evolving technologies and cloud computing to satisfy their educational objectives and take advantage of new opportunities for cost savings, flexibility, and always-available service among others. As public schools in the United States rapidly adopt cloud-computing services, and consequently transfer increasing quantities of student information to third-party providers, privacy issues become more salient and contentious. The protection of student privacy in the context of cloud computing is generally unknown both to the public and to policy-makers. This study thus focuses on K-12 public education and examines how school districts address privacy when they transfer student information to cloud computing service providers. The goals of the study are threefold: first, to provide a national picture of cloud computing in public schools; second, to assess how public schools address their statutory obligations as well as generally accepted privacy principles in their cloud service agreements; and, third, to make recommendations based on the findings to improve the protection of student privacy in the context of cloud computing. Fordham CLIP selected a national sample of school districts including large, medium and small school systems from every geographic region of the country. Using state open public record laws, Fordham CLIP requested from each selected district all of the district’s cloud service agreements, notices to parents, and computer use policies for teachers. All of the materials were then coded against a checklist of legal obligations and privacy norms.
