    No. 08: Climate Change and Food Security in Southern African Cities

    The current urban transition in the Global South is at the heart of discussions about the relationship between climate change and food security. This paper explores the links between climate change and food security within the context of the urban transition taking place in Southern Africa. Climate change is expected to negatively accentuate existing levels of urban food insecurity and these adverse impacts are likely to fall disproportionately on the poor. Researchers, planners and policymakers in Southern African cities are starting to explore how changes in weather associated with climate change are likely to affect urban lifestyles and systems. In order to do this, it is important to understand how climate science knowledge is used at the level of the city and how the impacts of climate change might affect city functioning at the metropolitan and household scales. One of the critical areas that has not been addressed in any detail is the extent to which climate change will affect the food security of the city and its inhabitants, especially within the context of high levels of poverty and widespread food and nutrition insecurity. This paper argues that it is important to understand the linkages between climate change and food security in Southern African cities to begin to design and implement pro-poor planning and programming

    Cross-Comparison of Climate Change adaptation Strategies Across Large River Basins in Europe, Africa and Asia

    A cross-comparison of climate change adaptation strategies across regions was performed, considering six large river basins as case study areas. Three of the basins, namely the Elbe, Guadiana, and Rhine, are located in Europe, the Nile Equatorial Lakes region and the Orange basin are in Africa, and the Amudarya basin is in Central Asia. The evaluation was based mainly on the opinions of policy makers and water management experts in the river basins. The adaptation strategies were evaluated considering the following issues: expected climate change, expected climate change impacts, drivers for development of adaptation strategy, barriers for adaptation, state of the implementation of a range of water management measures, and status of adaptation strategy implementation. The analysis of responses and cross-comparison were performed with rating the responses where possible. According to the expert opinions, there is an understanding in all six regions that climate change is happening. Different climate change impacts are expected in the basins, whereas decreasing annual water availability, and increasing frequency and intensity of droughts (and to a lesser extent floods) are expected in all of them. According to the responses, the two most important drivers for development of adaptation strategy are: climate-related disasters, and national and international policies. The following most important barriers for adaptation to climate change were identified by responders: spatial and temporal uncertainties in climate projections, lack of adequate financial resources, and lack of horizontal cooperation. The evaluated water resources management measures are on a relatively high level in the Elbe and Rhine basins, followed by the Orange and Guadiana. It is lower in the Amudarya basin, and the lowest in the NEL region, where many measures are only at the planning stage.     The cellular technology is mostly an urban technology that has been unable to serve rural areas well. This is because the traditional cellular models are not economical for areas with low user density and lesser revenues. In 5G cellular networks, the coverage dilemma is likely to remain the same, thus widening the rural-urban digital divide further. It is about time to identify the root cause that has hindered the rural technology growth and analyse the possible options in 5G architecture to address this issue. We advocate that it can only be accomplished in two phases by sequentially addressing economic viability followed by performance progression. We deliberate how various works in literature focus on the later stage of this ‘two-phase’ problem and are not feasible to implement in the first place. We propose the concept of TV band white space (TVWS) dovetailed with 5G infrastructure for rural coverage and show that it can yield cost-effectiveness from a service provider’s perspective

    Actionable Supply Chain Management Insights for 2016 and Beyond

    The summit World Class Supply Chain 2016: Critical to Prosperity , contributed to addressing a need that the Supply Chain Management (SCM) field’s current discourse has deemed as critical: that need is for more academia-­‐industry collaboration to develop the field’s body of actionable knowledge. Held on May 4th, 2016 in Milton, Ontario, the summit addressed that need in a way that proved to be both effective and distinctive in the Canadian SCM environment. The summit, convened in partnership between Wilfrid Laurier University’s Lazaridis School of Business & Economics and CN Rail, focused on building actionable SCM knowledge to address three core questions: What are the most significant SCM issues to be confronted now and beyond 2016? What SCM practices are imperative now and beyond 2016? What are optimal ways of ensuring that (a) issues of interest to SCM practitioners inform the scholarly activities of research and teaching and (b) the knowledge generated from those scholarly activities reciprocally guide SCM practice? These are important questions for supply chain professionals in their efforts to make sense of today’s business environment that is appropriately viewed as volatile, uncertain, complex, and ambiguous. The structure of the deliberations to address these questions comprised two keynote presentations and three panel discussions, all of which were designed to leverage the collective wisdom that comes from genuine peer-­‐to-­‐peer dialogue between the SCM practitioners and SCM scholars. Specifically, the structure aimed for a balanced blend of industry and academic input and for coverage of the SCM issues of greatest interest to attendees (as determined through a pre-­‐summit survey of attendees). The structure produced impressively wide-­‐ranging deliberations on the aforementioned questions. The essence of the resulting findings from the summit can be distilled into three messages: Given today’s globally significant trends such as changes in population demographics, four highly impactful levers that SCM executives must expertly handle to attain excellence are: collaboration; information; technology; and talent Government policy, especially for infrastructure, is a significant determinant of SCM excellence There is tremendous potential for mutually beneficial industry-academia knowledge co-creation/sharing aimed at research and student training This white paper reports on those findings as well as on the summit’s success in realizing its vision of fostering mutually beneficial industry-academia dialogue. The paper also documents what emerged as matters that are inadequately understood and should therefore be targeted in the ongoing quest for deeper understanding of actionable SCM insights. Deliberations throughout the day on May 4th, 2016 and the encouraging results from the pre-­‐summit and post-­‐summit surveys have provided much inspiration to enthusiastically undertake that quest. The undertaking will be through initiatives that include future research projects as well as next year’s summit–World Class Supply Chain 2017

    EXECUTIVE SUMMARY: The future of electricity supply and delivery on the continent of Africa represents one of the thorniest challenges facing professionals in the global energy, economics, finance, environmental, and philanthropic communities. Roughly 600 million people in Africa lack any access to electricity. If this deficiency is not solved, extreme poverty for many Africans is virtually assured for the foreseeable future, as it is widely recognized that economic advancement cannot be achieved in the 21st Century without good electricity supply. Yet, if Africa were to electrify in the same manner pursued in developed economies around the world during the 20th Century, the planet’s global carbon budget would be vastly exceeded, greatly exacerbating the worldwide damages from climate change. Moreover, due to low purchasing power in most African economies and fiscal insolvency of most African utilities, it is unclear exactly how the necessary infrastructure investments can be deployed to bring ample quantities of power – especially zero-carbon power – to all Africans, both those who currently are unconnected to any grid as well as those who are now served by expensive, high-emitting, limited and unreliable electricity supply. With the current population of 1.3 billion people expected to double by 2050, the above-noted challenges associated with the African electricity sector may well get substantially worse than they already are – unless new approaches to infrastructure planning, development, finance and operation can be mobilized and propagated across the continent. This paper presents a summary of the present state and possible futures for the African electricity sector. A synthesis of an ever-growing body of research on electricity in Africa, this paper aims to provide the reader a thorough and balanced context as well as general conclusions and recommendations to better inform and guide decision-making and action.     Impact of climate change and bioenergy on nutrition

    Food security has deteriorated since 1995 and reductions in child malnutrition are proceeding too slowly to meet the Millennium Development Goal (MDG) target for halving hunger by 2015. Three major challenges threaten to drastically complicate efforts to overcome food insecurity and malnutrition: climate change, the growing use of food crops as a source of fuel and soaring food prices. Food security has four dimensions: food availability, access to food, stability of supply and access and safe and healthy food utilization. It is a key factor in good nutrition, along with health, sanitation and care practices. Globally, one billion people are currently without access to safe water and over 2 billion lack adequate sanitation facilities. Present global food supplies are more than adequate to provide everyone with all the needed calories, if the food were equally distributed.     The Grid paradigm promises to provide global access to computing resources, data storage and experimental instruments. It also provides an elegant solution to many resource administration and provisioning problems while offering a platform for collaboration and resource sharing. Although substantial progress has been made towards these goals, nevertheless there is still a lot of work to be done until the Grid can deliver its promises. One of the central issues is the development of standards and Grid interoperability. Job execution is one of the key capabilities in all Grid environments.
