    Currently, more than 180,000 students attend 135 full-time virtual charter schools in 23 states and the District of Columbia. While some students do well in a full-time virtual charter school environment, too many of these schools are not providing a quality educational program to the vast majority of their students, while enrolling too many who are simply not a good fit for attending a fully online school.In this report,  A Call to Action to Improve the Quality of Full-Time Virtual Charter Public Schools, the National Alliance for Public Charter Schools, the 50-State Campaign for Achievement Now (50CAN) and the National Association of Charter School Authorizers (NACSA) propose specific policy recommendations to help states better hold full-time virtual charter schools accountable for student results

    Despite the relatively large number of students enrolled in Ohio’s virtual schools, it is unclear how virtual schools compare to their traditional school counterparts on measures of student achievement. To provide some insight, we compared the school performance from 2007-2011 at Ohio’s virtual and traditional schools. The results suggest that Ohio’s virtual schools have grown rapidly, but have also experienced much lower levels of school performance than traditional schools. In light of these findings, we discuss factors that may be contributing to the large number of low-performing virtual schools in Ohio. Considering the lack of sufficient evidence that Ohio’s virtual schools are effective, we conclude that the relentless pursuit to expand virtual schools is problematic

    Promoting the achievement in schools of children and young people in care

    As of March 2017, there were 72,670 children and young people in care in England. The number of looked after children has continued to increase steadily over the last eight years. Sixty per cent of these children are in care because of abuse or neglect and three-quarters are placed in foster care arrangements. Children and young people who are in or have experienced care remain one of the lowest performing groups in terms of educational outcomes. The average Attainment 8 score for children in care is 19.3 compared to 44.5 for non-looked after children and 19.3 for children in need. In 2017 there was an increase in the percentage of children in care achieving a pass in English and Mathematics from 17.4% to 17.5% and also in entering EBacc. Care leavers can experience poorer employment and health outcomes after leaving school compared to their peers. They are over-represented amongst the offender population and those who experience homelessness. However, research is emerging to show that children and young people in care can have very positive experiences of school if they are supported effectively to reach their full potential academically and socially. The purpose of this report is to share practice in local authorities (LA) from across England and Wales that is contributing to improved outcomes and school experiences for children and young people in care. The case studies were all undertaken as part of the Promoting the Achievement of Looked after Children (PALAC) programme between 2014 and 2017. This report presents an account of the programme, including the activities undertaken by the participants and the outcomes of the programme to date for pupils in care and staff in the participating virtual schools (VS) and local authorities

Today, about 200 online charter schools are operating in the United States, serving about 200,000 students at the elementary, middle, and high school grade levels. Online instruction is increasing rapidly, but there have been few studies of its operations and effects. In innovative new research funded by the Walton Family Foundation, the National Study of Online Charter Schools fills this gap in the research. Mathematica Policy Research's report provides the first nationwide data and analysis of the operations and instructional approaches of online charter schools, based on data collected in a survey completed by 127 principals of online charter schools across the country

    The Impact of U.S. national and state level policy on the nature and scope of K-12 virtual schooling

    During the past five years, virtual schools in the United States have gained popularity and acceptance as viable alternatives to the traditional school system through provisions for charter schools under Title V, Part B, Subpart 1 of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the No Child Left Behind Act of 2001. This paper describes the existing federal policies that are driving the online virtual school movement, and how one state, Nevada, has set forth and interpreted specific policies regarding online distance education. In addition, this paper identifies the beliefs acting as the driving forces behind such policies in the United States and discusses implications for other countries also seeking to set forth guidelines for K-12 online distance education programs
