    Mind the gap: National and local partnership in the Irish public sector

    This article uses case study data from a major Irish city council to investigate and explain public sector worker attitudes towards social partnership at local and national level. It is argued that the more sceptical attitudes to workplace partnership reflect structural differences between local and national arrangements, which have enabled public sector employers to use ‘social partnership’ as a constraint in the implementation process of a pre-determined public sector reform agenda

    Tools to support the self assessment of the performance of Food Safety Management Systems

    Changes in food supply chains, health and demographic situations, lifestyle and social situations, environmental conditions, and increased legislative requirements have led to significant efforts in the development of quality and safety management systems in agribusiness and food industry worldwide (Ropkins and Beck, 2000; Efstratiadis, Karirti, and Arvanitoyannis, 2000; Jacxsens, et al, 2009a, Luning and Marcelis, 2009a). Nowadays, companies have implemented various quality assurance (QA) guidelines and standards, such as GMP and HACCP guidelines (like General Principles of food hygiene (Codex Alimentarius 2003), GFSI guidance document (GFSI (2007), and quality assurance standards (like ISO 9001:2008 (2008), ISO22000:2005 (2005), BRC (2008), and IFS (2007) into their company own food safety management system. The performance of such systems in practice is, however, still variable. Moreover, the continuous pressure on food safety management system (FSMS) performance and the dynamic environment wherein the systems operate (such as emerging pathogens, changing consumer demands, developments in preservation techniques) require that they can be systematically analysed to determine opportunities for improvement (Wallace, et al, 2005; Manning et al, 2006; Van der Spiegel et al, 2006; Cornier et al, 2007; Luning et al, 2009a). Within the European project entitled ‘PathogenCombat- EU FOOD-CT-2005-007081’ various tools have been developed to support food companies and establishments in systematically analysing and judging their food safety management system and its microbiological performance as basis for strategic choices on interventions to improve the FSMS performance. This chapter describes briefly principles of the major tools that have been developed and some others, which are still under still under construction

    This is a theoretical paper which aims to integrate various epistemologies from the philosophical, knowledge management, cognitive science, and educational perspectives. From a survey of knowledge-related literature, we have collated diverse views of knowledge. This is followed by categorising as well as ascribing attributes to the different types of knowledge. We have developed a novel Organisational Information and Knowledge Management Model which seeks to clarify the distinctions between information and knowledge by introducing a novel information and knowledge conversions; followed by providing mechanisms for individual knowledge creation and information sharing within an organisation

    Adoption of "eco-advantage" by SMEs: emerging opportunities and constraints

    Purpose: A recent study has asserted that businesses need to adopt “eco-advantage”. This paper aims to explore the viability of small and medium enterprises (SMEs) achieving “eco-advantage” by exploring their understanding of sustainability issues, how they adopt and innovate in terms of sustainability and the benefits and obstacles they face. Design/methodology/approach: The research approach is exploratory, comprised of 15 SME embedded cases based in the UK. The cases are participants in short interventions in sustainable product and process design as a part of a university knowledge transfer project, representing the overall case. Cases are based on interviews with company participants and collaborating academics, supplemented by documentary and observational evidence. Findings: The results build on the work on “eco-advantage” found in a recent study, highlighting marketing, rather than compliance issues as a catalyst for change. The newly aware SME enters a development process which involves cumulative capabilities, gaining a nascent inner confidence, which includes espousing wider sustainable values. Research limitations/implications: The results reveal the scope and challenges for SMEs to adopt more sustainable practices, encompassing innovations and a broad set of capabilities. Further research points to the need to monitor benefits as well as inputs in evaluating sustainability improvements and to consider longitudinal business sustainability issues. Originality/value: The paper informs the emerging debate on sustainability in SMEs, providing a rich source of data to enhance the provision of business support and knowledge transfer activities, where a more holistic and customised approach is required to realise the real environmental and economic benefits accrued from implementing sustainable improvements
