Regulation and efficiency incentives: evidence from the England and Wales water and sewerage industry
This paper evaluates the impact of the tightening in price cap by OFWAT and of other operational factors on the efficiency of water and sewerage companies in England and Wales using a mixture of data envelopment analysis and stochastic frontier analysis. Previous empirical results suggest that the regulatory system introduced at privatization was lax. The 1999 price review signaled a tightening in regulation which is shown to have led to a significant reduction in technical inefficiency. The new economic environment set by price-cap regulation acted to bring inputs closer to their cost-minimizing levels from both a technical and allocative perspective
Distributed Rate Allocation Policies for Multi-Homed Video Streaming over Heterogeneous Access Networks
We consider the problem of rate allocation among multiple simultaneous video
streams sharing multiple heterogeneous access networks. We develop and evaluate
an analytical framework for optimal rate allocation based on observed available
bit rate (ABR) and round-trip time (RTT) over each access network and video
distortion-rate (DR) characteristics. The rate allocation is formulated as a
convex optimization problem that minimizes the total expected distortion of all
video streams. We present a distributed approximation of its solution and
compare its performance against H-infinity optimal control and two heuristic
schemes based on TCP-style additive-increase-multiplicative decrease (AIMD)
principles. The various rate allocation schemes are evaluated in simulations of
multiple high-definition (HD) video streams sharing multiple access networks.
Our results demonstrate that, in comparison with heuristic AIMD-based schemes,
both media-aware allocation and H-infinity optimal control benefit from
proactive congestion avoidance and reduce the average packet loss rate from 45%
to below 2%. Improvement in average received video quality ranges between 1.5
to 10.7 dB in PSNR for various background traffic loads and video playout
deadlines. Media-aware allocation further exploits its knowledge of the video
DR characteristics to achieve a more balanced video quality among all streams.Comment: 12 pages, 22 figure

Power quality and electromagnetic compatibility: special report, session 2
The scope of Session 2 (S2) has been defined as follows by the Session Advisory Group and the Technical Committee: Power Quality (PQ), with the more general concept of electromagnetic compatibility (EMC) and with some related safety problems in electricity distribution systems.
Special focus is put on voltage continuity (supply reliability, problem of outages) and voltage quality (voltage level, flicker, unbalance, harmonics). This session will also look at electromagnetic compatibility (mains frequency to 150 kHz), electromagnetic interferences and electric and magnetic fields issues. Also addressed in this session are electrical safety and immunity concerns (lightning issues, step, touch and transferred voltages).
The aim of this special report is to present a synthesis of the present concerns in PQ&EMC, based on all selected papers of session 2 and related papers from other sessions, (152 papers in total). The report is divided in the following 4 blocks:

The effects of upcoding, cream skimming and readmissions on the Italian hospitals efficiency: a population–based investigation
In this paper we analyze the effects of some distortions induced by prospective payment system, i.e. Upcoding, Cream Skimming and Readmissions, on hospitals’ technical efficiency. We estimate a production function using a population–based dataset composed by all active hospitals in an Italian region during the period 1998–2007. We show that cream skimming and upcoding have a negative impact on hospitals’ technical efficiency, while readmissions have a positive effect. Moreover, we find that private hospitals are more engaged in cream skimming than public and not–for–profit ones, while we observe no ownership differences regarding upcoding. Not–for–profit hospitals have the highest readmission index. Last, not–for–profit and public hospitals have the same efficiency levels, while private hospitals have the lowest technical efficiency.Upcoding, Cream Skimming, Readmission, Hospital Technical Efficiency, Ownership.
Analysis of dynamic inlet distortion applied to a parallel compressor model
An investigation of surge was conducted by using a parallel compressor model of the J85-13 compressor implement on an analog computer. Surges were initiated by various types of dynamic disturbances in inlet pressure. The compressor model was less sensitive to disturbances of short duration, high frequency, and long duration where the compressor discharge pressure could react. Adding steady distortion to dynamic disturbances reduced the amount of dynamic disturbance required to effect surge. Steady and unsteady distortions combined linearly to reduce surge margin
Block-Online Multi-Channel Speech Enhancement Using DNN-Supported Relative Transfer Function Estimates
This work addresses the problem of block-online processing for multi-channel
speech enhancement. Such processing is vital in scenarios with moving speakers
and/or when very short utterances are processed, e.g., in voice assistant
scenarios. We consider several variants of a system that performs beamforming
supported by DNN-based voice activity detection (VAD) followed by
post-filtering. The speaker is targeted through estimating relative transfer
functions between microphones. Each block of the input signals is processed
independently in order to make the method applicable in highly dynamic
environments. Owing to the short length of the processed block, the statistics
required by the beamformer are estimated less precisely. The influence of this
inaccuracy is studied and compared to the processing regime when recordings are
treated as one block (batch processing). The experimental evaluation of the
proposed method is performed on large datasets of CHiME-4 and on another
dataset featuring moving target speaker. The experiments are evaluated in terms
of objective and perceptual criteria (such as signal-to-interference ratio
(SIR) or perceptual evaluation of speech quality (PESQ), respectively).
Moreover, word error rate (WER) achieved by a baseline automatic speech
recognition system is evaluated, for which the enhancement method serves as a
front-end solution. The results indicate that the proposed method is robust
with respect to short length of the processed block. Significant improvements
in terms of the criteria and WER are observed even for the block length of 250
