    Biofuel scenarios in a water perspective: the global blue and green water footprint of road transport in 2030

    The trend towards substitution of conventional transport fuels by biofuels requires additional water. The EU aims In the last two centuries, fossil fuels have been our major source of energy. However, issues concerning energy security and the quality of the environment have given an impulse to the development of alternative, renewable fuels. Particularly the transport sector is expected to steadily switch from fossil fuels to a larger fraction of biofuels - liquid transport fuels derived from biomass. Many governments believe that biofuels can replace substantial volumes of crude oil and that they will play a key role in diversifying the sources of energy supply in the coming decades. The growth of biomass requires water, a scarce resource. The link between water resources and (future) biofuel consumption, however, has not been analyzed in great detail yet. Existing scenarios on the use of water resources usually only consider the changes in food and livestock production, industry and domestic activity. The aim of this research is to assess the change in water use related to the expected increase in the use of biofuels for road transport in 2030, and subsequently evaluate the contribution to potential water scarcity. The study builds on earlier research on the relation between energy and water and uses the water footprint (WF) methodology to investigate the change in water demand related to a transition to biofuels in road transport. Information about this transition in each country is based on a compilation of different energy scenarios. The study distinguishes between two different bio-energy carriers, bio-ethanol and biodiesel, and assesses the ratio of fuel produced from selected first-generation energy crops per country. For ethanol these crops are sugar cane, sugar beet, sweet sorghum, wheat and maize. For biodiesel they are soybean, rapeseed, jatropha, and oil palm

    Political Shaping Of Transitions To Biofuels In Europe, Brazil And The USA

    Faced with major challenges of global climate change, declining fossil fuel reserves, and competition between alternative uses of land, the transition to renewable transport fuels has been marked by new modes of political economic governance and the strategic direction of innovation. In this paper, we compare the different trajectories to the development and uptake of biofuels in Europe, Brazil and the USA. In terms of the timing, direction, and development of biofuels for road transport, the early lead taken by Brazil in sugarcane based ethanol and flex-fuel cars, the USA drive to corn-to-ethanol, and the European domination of biodiesel from rapeseed, manifest significant contrasts at many levels. Adopting a neo-Polanyian ?instituted economic process? approach we argue that the contrasting trajectories exemplify the different modes of politically instituting markets. We analyse the contrasting weight and impact of different drivers in each case (energy security, climate change mitigation, rural economy development, and market opportunity) in the context of diverse initial conditions and resource endowments. We explore the ?politics of markets? that arise from the different modes of instituting markets for ecologically sustainable economic growth, including the role of NGOs, the scientific controversies over land-use change, and the contrasting political institutions in our case studies. We also place our analysis in the historical perspective of other major carbon energy transitions (charcoal to coal, coal to petrochemicals). In so doing, we explore the idea of the emergence of new modes of governance of contemporary capitalist political economies, and the significance of politically directed innovation. The research is based on an extensive primary research programme of in-depth interviews with strategic players in each of the geographic regions, qualitative institutional analysis, a scenario workshop, and secondary data analysis

    The Jatropha Biofuels Sector in Tanzania 2005-9: Evolution Towards Sustainability?

    Biofuel production has recently attracted a great deal of attention. Some anticipate substantial social and environmental benefits, while at the same time expecting sound profitability for investors. Others are more doubtful, envisaging large trade-offs between the pursuit of social, environmental and economic objectives, particularly in poor countries in the tropics. The paper explores these issues in Tanzania, which is a forerunner in Africa in the cultivation of a bio-oil shrub called Jatropha curcas L. We trace how isolated Jatropha biofuel experiments developed since their inception in early 2005 towards a fully fledged sectoral production and innovation system; and investigate to what extent that system has been capable of developing ànd maintaining sustainable practices and producing sustainable outcomes. The application of evolutionary economic theory allows us to view the development processes in the sector as a result of evolutionary variation and selection on the one hand, and revolutionary contestation between different coalitions of stakeholders on the other. Both these processes constitute significant engines of change in the sector. While variation and selection is driven predominantly by localised learning, the conflict-driven dynamics are highly globalised. The sector is found to have moved some way towards a full sectoral innovation and production system, but it is impossible to predict whether a viable sector with a strong “triple bottom line” orientation will ultimate emerge, since many issues surrounding the social, environmental and financial sustainability still remain unresolved.biofuels, evolutionary theory, innovation systems, sustainability, stakeholder conflict, learning, Tanzania.
