    Development of a land use regression model for black carbon using mobile monitoring data and its application to pollution-avoiding routing

    Black carbon is often used as an indicator for combustion-related air pollution. In urban environments, on-road black carbon concentrations have a large spatial variability, suggesting that the personal exposure of a cyclist to black carbon can heavily depend on the route that is chosen to reach a destination. In this paper, we describe the development of a cyclist routing procedure that minimizes personal exposure to black carbon. Firstly, a land use regression model for predicting black carbon concentrations in an urban environment is developed using mobile monitoring data, collected by cyclists. The optimal model is selected and validated using a spatially stratified cross-validation scheme. The resulting model is integrated in a dedicated routing procedure that minimizes personal exposure to black carbon during cycling. The best model obtains a coefficient of multiple correlation of R = 0.520. Simulations with the black carbon exposure minimizing routing procedure indicate that the inhaled amount of black carbon is reduced by 1.58% on average as compared to the shortest-path route, with extreme cases where a reduction of up to 13.35% is obtained. Moreover, we observed that the average exposure to black carbon and the exposure to local peak concentrations on a route are competing objectives, and propose a parametrized cost function for the routing problem that allows for a gradual transition from routes that minimize average exposure to routes that minimize peak exposure

    Assessment of Natural Resources Use for Sustainable Development - DPSIR Framework for Case Studies in Portsmouth and Thames Gateway, U.K.

    This chapter reports on the uses of the DPSIR framework to assess the sustainability of the intertidal environments within the two UK case study areas, Portsmouth and Thames Gateway. It focuses on statutory conservation areas dominated by intertidal habitats. Two are located in Portsmouth (Portsmouth and Langstone Harbours) and four in the Thames Gateway (Benfleet Marshes, South Thames Estuary, Medway Estuary and the Swale in the Thames Gateway). Based on the reduction of a number of pressures and impacts observed in recent decades and the improvement of overall environmental quality, all six SSSIs are considered to be sustainable in the short and medium term. In the future, it is possible that the impacts of climate change, especially sea-level rise, might result in further reduction in the area and/or quality of intertidal habitats. Further integration between conservation and planning objectives (both for urban development and management of flood risk) at local level is needed to support the long-term sustainability of intertidal habitats

    COHERENCE BETWEEN STRATEGIES AND TOOLS IN ITALIAN RURAL DEVELOPMENT PROGRAMS 2007-2013: A COMPARATIVE ANALYSIS

    In the years to come Rural Development Policies will be an increasingly important part of EU Cohesion Policies. In particular, Convergence Regions with a high percentage of rural areas and a major development gap will be the most affected by this scenario. The objectives of this paper are twofold. The first is to analyze Italian Rural Development Programs in order to investigate how the Italian regional authorities have interpreted the potential role of the new RD programs and identified the specific strategies to be pursued. The second objective is to evaluate the coherence between strategies and tools indicated in the different programs. The financial plans will be compared in order to detect the possible different strategic approaches existing among regions characterized by different situations and development levels of the agricultural sector and the rural economy. For developing the analysis we will adopt the menu approach (Terluin, Venema, 2004). We will analyze three main steps which have to be taken in applying this method: (1) identification of rural development priorities; (2) selection of rural development measures to determine rural development priorities; and (3) allocation of finance to take such rural development measures. Following this approach, the 21 Italian Rural Development Programs will be compared. The first results show that the different regions selected quite a large number of rural development measures from the potential menu.     Characterizing urban landscapes using fuzzy sets

    Characterizing urban landscapes is important given the present and future projections of global population that favor urban growth. The definition of “urban” on a thematic map has proven to be problematic since urban areas are heterogeneous in terms of land use and land cover. Further, certain urban classes are inherently imprecise due to the difficulty in integrating various social and environmental inputs into a precise definition. Social components often include demographic patterns, transportation, building type and density while ecological components include soils, elevation, hydrology, climate, vegetation and tree cover. In this paper, we adopt a coupled human and natural system (CHANS) integrated scientific framework for characterizing urban landscapes. We implement the framework by adopting a fuzzy sets concept of “urban characterization” since fuzzy sets relate to classes of object with imprecise boundaries in which membership is a matter of degree. For dynamic mapping applications, user-defined classification schemes involving rules combining different social and ecological inputs can lead to a degree of quantification in class labeling varying from “highly urban” to “least urban”. A socio-economic perspective of urban may include threshold values for population and road network density while a more ecological perspective of urban may utilize the ratio of natural versus built area and percent forest cover. Threshold values are defined to derive the fuzzy rules of membership, in each case, and various combinations of rules offer a greater flexibility to characterize the many facets of the urban landscape. We illustrate the flexibility and utility of this fuzzy inference approach called the Fuzzy Urban Index for the Boston Metro region with five inputs and eighteen rules. The resulting classification map shows levels of fuzzy membership ranging from highly urban to least urban or rural in the Boston study region. We validate our approach using two experts assessing accuracy of the resulting fuzzy urban map.     Complexity in action: Untangling latent relationships between land quality, economic structures and socio-spatial patterns in Italy

    Land quality, a key economic capital supporting local development, is affected by biophysical and anthropogenic factors. Taken as a relevant attribute of economic systems, land quality has shaped the territorial organization of any given region influencing localization of agriculture, industry and settlements. In regions with long-established human-landscape interactions, such as the Mediterranean basin, land quality has determined social disparities and polarization in the use of land, reflecting the action of geographical gradients based on elevation and population density. The present study investigates latent relationships within a large set of indicators profiling local communities and land quality on a fine-grained resolution scale in Italy with the aim to assess the potential impact of land quality on the regional socioeconomic structure. The importance of land quality gradients in the socioeconomic configuration of urban and rural regions was verified analyzing the distribution of 149 socioeconomic and environmental indicators organized in 5 themes and 17 research dimensions. Agriculture, income, education and labour market variables discriminate areas with high land quality from areas with low land quality. While differential land quality in peri-urban areas may reflect conflicts between competing actors, moderate (or low) quality of land in rural districts is associated with depopulation, land abandonment, subsidence agriculture, unemployment and low educational levels. We conclude that the socioeconomic profile of local communities has been influenced by land quality in a different way along urban-rural gradients. Policies integrating environmental and socioeconomic measures are required to consider land quality as a pivotal target for sustainable development. Regional planning will benefit from an in-depth understanding of place-specific relationships between local communities and the environment
