    DO OLDER PEOPLE BENEFIT FROM DIGITAL SERVICES?

    Numerous literature sources as well as practice studies evident numerous benefits enabled by information and communication technology (ICT) implementation in society. Namely, information and communication technology has been contributed to broadband access to (i) education, (ii) governance (iii) administration and public institution (iv) health and medical services, (v) touristic activity, etc. The purpose of the paper is to understand how older people have been adapted in the complex process of informatisation. In that context, the benefits of digital society for the older population will be discussed. The potentially related obstacles will be analyzed, too. Our presumption is that informatisation significantly facilitated the integration of services. The related question is: Is the mentioned process followed by inclusion or by marginalisation of older people as users? In the empirical part the comparative analysis between older population in Croatia and Belgium will be provided. In the final part the authors will integrate the theoretical presumptions with data interpretation based on the sample (n=70) collected in both countries. Data interpretation, as well as research implications are enclosed in the conclusion.

    The report Envisioning Digital Europe 2030 is the result of research conducted by the Information Society Unit of IPTS as part of the CROSSROAD Project - A Participative Roadmap on ICT research on Electronic Governance and Policy Modelling (www.crossroad-eu.net ). After outlining the purpose and scope of the report and the methodological approach followed, the report presents the results of a systematic analysis of societal, policy and research trends in the governance and policy modelling domain in Europe. These analyses are considered central for understanding and roadmapping future research on ICT for governance and policy modelling. The study further illustrates the scenario design framework, analysing current and future challenges in ICT for governance and policy modelling, and identifying the key impact dimensions to be considered. It then presents the scenarios developed at the horizon 2030, including the illustrative storyboards representative of each scenario and the prospective opportunities and risks identified for each of them. The scenarios developed are internally consistent views of what the European governance and policy making system could have become by 2030 and of what the resulting implications for citizens, business and public services would be. Finally, the report draws conclusions and presents the proposed shared vision for Digital Europe 2030, offering also a summary of the main elements to be considered as an input for the future development of the research roadmap on ICT for governance and policy modelling.JRC.DDG.J.4-Information Societ

    Collaborative Learning And Land Use Tools To Support Community Based Ecosystem Management: A Final Report Submitted To The NOAA/UNH Cooperative Institute For Coastal And Estuarine Environmental Technology (CICEET)

    This project developed a model conservation plan for local land use decision making that engaged diverse stakeholders in discussions about conservation values, ecosystem services and strategies to balance conservation and economic development. This locally focused action research case study tested the application of ecosystem based management (EBM), Collaborative Learning and land use technology tools to land use planning. Lessons learned were scaled up to create capacity building training for land use decision makers and coastal managers to increase interdisciplinary skills for implementing ecosystem based management. Collaborative Learning and EBM Tools were tested and evaluated for their contribution to implementing EBM in the context of local land use. EBM is a holistic approach to managing coupled ecological and social systems that incorporates the knowledge and perspectives of diverse stakeholders into a shared vision of desired future outcomes (Meffee, et al 2002). The long term goal of EBM is to sustain the provision of valued goods and services provided by ecological systems (MacLeod and Leslie, 2009). Community based ecosystem management (CBEM) shares the principles and theoretical foundation of EBM with an added focus on actions that make the places where people live, work and play noticeable better today and in the future (Meffe et al., 2002).
