Evaluating e-Government services from a citizens' prespective: A reference process model
Evaluating and optimizing e-government services is imperative for governments especially due to the capacity of e-services to transform public administrations and assist the interactions of governments with citizens, businesses and other government agencies. Existing widely applied evaluation approaches neglect to incorporate citizensâ satisfaction measures. Several citizen satisfaction models and indicators have been suggested in academia; however a reference process model that can assist practitioners to apply these performance measures is missing. In this paper we draw upon the evaluation approach proposed by the EU funded project CEES and propose a reference process model that captures re-usable practices for e-government evaluation from a citizensâ perspective. Applying the business process and practice alignment meta-model: Daily practices and process modelling
Background: Business Process Modelling (BPM) is one of the most important phases of information system design. Business Process (BP) meta-models allow capturing informational and behavioural aspects of business processes. Unfortunately, standard BP meta-modelling approaches focus just on process description, providing different BP models. It is not possible to compare and identify related daily practices in order to improve BP models. This lack of information implies that further research in BP meta-models is needed to reflect the evolution/change in BP. Considering this limitation, this paper introduces a new BP meta-model designed by Business Process and Practice Alignment Meta-model (BPPAMeta-model). Our intention is to present a meta-model that addresses features related to the alignment between daily work practices and BP descriptions. Objectives: This paper intends to present a meta-model which is going to integrate daily work information into coherent and sound process definitions. Methods/Approach: The methodology employed in the research follows a design-science approach. Results: The results of the case study are related to the application of the proposed meta-model to align the specification of a BP model with work practices models. Conclusions: This meta-model can be used within the BPPAM methodology to specify or improve business processes models based on work practice descriptions

The evaluation and the effectiveness of project management in transformational e-government projects
This paper forms part of an ongoing research of a PhD degree to describe, critically evaluate and examine the underlying barriers and challenges in large e-Government initiatives. The paper invites technology to be incorporated and inculcated into the art and science of project management, and be part of a passable solution as opposed to being distinct and separate from it. The tools used have to increase the novelty (art and science) of project management through human interaction, and empower the project manager and aiding his capacity in delivering the expected outcomes. Due to inadequate implementations of project management procedures and processes, many large information technology systems (ITS) projects failed. This becomes a characteristic and encompasses e-Government project initiatives, due to ambitious program changes, major innovations, large transformations, enterprise wide solutions, collaboration across organizationsâ governments and private sectors, and the implementation of unprecedented (or ambitious) solutions. This research paper critically analyses and summarises a list of e-Government challenges and barriers arising from an e-Government survey administered on behalf of the World Information Technology and Services Association (WITSA) which represents the national technology associations in 70 countries. It compares these challenges to the Project Management Body of Knowledge (PMBOK), which is the North American standard in project management methodology. In addition, it highlights the weaknesses in PMBOK to address these challenges and offers a technology-enabled enhancement to the Project Initiation Phase, the area identified as being particularly weak and inadequate in addressing e-Government initiatives and requirements
Re-use of domain knowledge to increase adoption of off-site manufacturing for construction in Australia
Many construction industry decision-makers believe there is a lack of off-site manufacture (OSM) adoption for non-residential construction in Australia. Identification of construction business process was considered imperative in order to assist decision-makers to increase OSM utilisation. The premise that domain knowledge can be re-used to provide an intervention point in the construction process led a team of researchers to construct simple base-line process models for the complete construction process, segmented into six phases. Sixteen domain knowledge industry experts were asked to review the construction phase base-line models to answer the question âWhere in the process illustrated by this base-line model phase is an OSM task?â. Through an iterative and generative process a number of off-site manufacture intervention points were identified and integrated into the process models. The re-use of industry expert domain knowledge provided suggestions for new ways to do basic tasks thus facilitating changes to current practice. It is expected that implementation of the new processes will lead to systemic industry change and thus a growth in productivity due to increased adoption of OSM

A hybrid approach to workflow modelling
The increase in Business Process Management projects in the past decade has seen an increase in demand for business process modelling techniques. A rapidly growing aspect of BPM is the use of workflow management systems to automate routine and sequential processes. Workflows tend to move away from traditional definitions of business processes can often be forced to fit a model which does not suit its nature. Existing process modelling tools tend to be biased to either the informational, behavioural or object oriented aspect of the workflow. Because of this, models can often miss important aspects of a workflow. As well as managing the relationship between the types of model it is important to consider who will be using it as process models are useful in various ways. This paper reports on a case study in a manufacturing company where users were surveyed to see which are the notation that are most common in modelling based on two main categories (behavioural and informational). Research outcomes showed that there is no prevailing set of standards used for either of these categories, whilst most user feel the need to use more than one approach to model their system at any given time

Enhancing IT investments productivity: Integrating network QOS and it indirect costs
Increasing productivity is considered one of the major driving factors for a successful business. From an Information Technology (IT) infrastructure perspective, obtaining an optimised performance of resources is expected to improve productivity. From a technical viewpoint, the introduction of Quality of Service (QoS) models have been perceived to optimise the performance of the organisation network backbone. These models aim to provide an acceptable level of service assurance to the newly introduced applications and services such as voice and video. From a management viewpoint, the proper management of IT investments indirect costs can lead to a reduction of the overall cost portfolio. Consequently, both benefits and productivity increase are likely to be realised. This paper introduces network QoS strategy within the hierarchy of business infrastructure. In addition, it aims to identify the relationship between network QoS and IT indirect costs. Such integration demonstrates how network QoS strategy can be used to control IT indirect costs as well as enhancing network performance
Improving root cause analysis through the integration of PLM systems with cross supply chain maintenance data
The purpose of this paper is to demonstrate a system architecture for integrating Product Lifecycle Management (PLM) systems with cross supply chain maintenance information to support root-cause analysis. By integrating product-data from PLM systems with warranty claims, vehicle diagnostics and technical publications, engineers were able to improve the root-cause analysis and close the information gaps. Data collection was achieved via in-depth semi-structured interviews and workshops with experts from the automotive sector. Unified Modelling Language (UML) diagrams were used to design the system architecture proposed. A user scenario is also presented to demonstrate the functionality of the system
