Backing the horse or the jockey? Due diligence, agency costs, information and the evaluation of risk by business angel investors
This paper explores the argument that business angel investors are more concerned with managing and minimising agency risk than market risk. Based on data on the due diligence process from a survey of business angels in the UK, the paper concludes that business angels do view entrepreneur characteristics and experience as having the greatest impact on the perceived riskiness of an investment opportunity. Further, they emphasise personal and informal over formal sources of information in the due diligence process, and seek information on both the entrepreneur and the venture in determining valuation. Indeed, the reliance of business angels on short-term and subjective information to value investment opportunities leads to the conclusion that their approach to valuation is not a function of the conventional protocols of financial analysis, but of personal relations and assessment

Application of Web 2.0 technologies in e-government: A United Kingdom case study
Electronic government (e-Government) has
endured significant transformation over the last decade and currently, it is making further leaps by incorporating modern technologies such as second generation web (Web 2.0) technologies. However, since the development and use of this kind of technology is still at its early stages in the public sector, research about the use of Web 2.0 in this domain is still highly tentative and lacks theoretical underpinning. This paper reports the preliminary findings of an in-depth case study in the United Kingdom (UK) public sector, which explore the application of Web 2.0 technologies in the local government authority (LGA). The findings elicited from the case study offer an insight into information systems (IS) evaluation criterions and impact factors of Web 2.0 from both a practical setting and an internal organisational perspective. This paper concludes that a combined analysis of the evaluation and impact factors rather than a singular approach would better assist the decision making process that leads to effective application of Web 2.0 technologies. It also highlights the significant impact and perceived effect of adoption of such technologies

The purpose of this Guide is to help higher education institutions make the best use of their student feedback. All institutions collect feedback from their students and in many different forms. They use it to improve the quality of the education they provide. In recent years,
there has been a shift in the balance between informal and formal types of student feedback with a greater emphasis on the latter. Now, new devolved forms of national quality assurance promise to give an important role to students and there is also an expectation that information from student feedback will be used to inform the choices of students when applying to higher education. Thus, as the importance attached to student feedback increases, ensuring that feedback is collected effectively and used wisely becomes an increasing priority for higher education institutions.
This Guide draws on the experiences of the sector to highlight some of the good practices that exist as well as some of the problems that institutions are experiencing in using student feedback. Its focus is upon the use of student feedback for the purpose of enhancing the quality of teaching and learning. Other purposes are acknowledged but are not the main emphasis of this publication

Subsidy and networking: The effects of direct and indirect support programs of the cluster policy
Industrial clusters have attracted considerable attention worldwide for their expected contribution to regional innovation. Recently, policymakers in various countries have developed specific cluster policies. However, there exist few empirical studies on cluster policies. In this study, we use original questionnaire data to empirically evaluate the Industrial Cluster Project (ICP) initiated by the Ministry of Economy, Trade and Industry in 2001. We address two research questions on the effect of the ICP: are the project participants who exploit various support programs more successful in alliance/network formation within the cluster than others and which kind of ICP support program contributes to firm performance. In a departure from previous such projects, the ICP aims at the autonomous development of regional industries and includes both direct R&D support and indirect networking/coordination support. The focus of public support for local firms has clearly shifted toward enabling networking and coordination for those who can help themselves Thus, we pay special attention to the differences between direct R&D support and indirect networking/coordination support, which indicate the conditions necessary for the effective organization of cluster policies to improve firm performance. Our empirical evaluation is based on a recent original survey of a sample of 511 firms. We first employ the propensity score and the difference-in-differences estimation to analyze the degree of alliance/network formation before and after participating in the ICP. Thereafter, we use Heckman’s two-step procedure and the negative binomial model to examine the effects of support programs on firm performance. The estimation results suggest that cluster participants who exploit support programs (especially indirect support measures) expand the industry-university-government network after participating in the ICP. Moreover, we find that not every support program contributes to firm performance; firms should therefore select the program that is most aligned with their aims.
