    A cross impact methodology for the assessment of US telecommunications system with application to fiber optics development, volume 1

    A cross impact model of the U.S. telecommunications system was developed. It was necessary to prepare forecasts of the major segments of the telecommunications system, such as satellites, telephone, TV, CATV, radio broadcasting, etc. In addition, forecasts were prepared of the traffic generated by a variety of new or expanded services, such as electronic check clearing and point of sale electronic funds transfer. Finally, the interactions among the forecasts were estimated (the cross impact). Both the forecasts and the cross impacts were used as inputs to the cross impact model, which could then be used to stimulate the future growth of the entire U.S. telecommunications system. By varying the inputs, technology changes or policy decisions with regard to any segment of the system could be evaluated in the context of the remainder of the system. To illustrate the operation of the model, a specific study was made of the deployment of fiber optics throughout the telecommunications system

    This paper uses case studies, including two cities (Lynn and New Bedford), a sub-city district (Roxbury) and two towns in rural Franklin County (Greenfield and Orange), to examine the role of technology as a potential economic catalyst in rural and depressed places in Massachusetts. Though the five target areas vary in size, density, geographic area, demographic characteristics and economic resources, each exhibits chronic patterns of economic distress related to the decline of manufacturing, construction and other key industries

    The Norman Y. Mineta International Institute for Surface Transportation Policy Studies (IISTPS) at San José State University (SJSU) conducted this project to review the continuing development of the Internet and the Information Superhighway. Emphasis was placed on an examination of the impact on commuting and working patterns in California, and an analysis of how public transportation agencies, including Caltrans, might take advantage of the new communications technologies. The document reviews the technology underlying the current Internet “structure” and examines anticipated developments. It is important to note that much of the research for this limited-scope project was conducted during 1995, and the topic is so rapidly evolving that some information is almost automatically “dated.” The report also examines how transportation agencies are basically similar in structure and function to other business entities, and how they can continue to utilize the emerging technologies to improve internal and external communications. As part of a detailed discussion of specific transportation agency functions, it is noted that the concept of a “Roundtable Forum,” growing out of developments in Concurrent Engineering, can provide an opportunity for representatives from multiple jurisdictions to utilize the Internet for more coordinated decision-making. The report also included an extensive analysis of demographic trends in California in recent years, such as commute and recreational activities, and identifies how the emerging technologies may impact future changes

    Unwarranted Fears Mask the Benefits of Network Diversity: An Argument against Mandating Network Neutrality

    The rapid development of the Internet has necessitated an update to Federal telecommunications laws. Recent Congressional efforts to enact such an update, however, have spawned a fiery debate over a somewhat nebulous concept: network neutrality. The debate concerns the way that Internet access providers handle the data traffic being sent over their networks. These providers would like the option to offer some of their customers, web site hosting companies and similar entities, additional services that would essentially result in these customers’ content loading faster, more reliably, or more securely than others not receiving such priority treatment. Yet, this proposed “diversity” of content treatment has worried many who fear that the egalitarian nature of the Internet, under which substantial innovation has occurred, would be disturbed by the imposition of inherent traffic preferences. These individuals propose including a provision in new telecommunications legislation that would mandate a “neutral” Internet where preferences for data are prohibited from being implemented. In this Comment, Elvis Stumbergs sheds some light on details behind the network neutrality debate. Often glossed-over details of Internet architecture are described to illustrate the consequences of a diverse and neutral Internet, and the various arguments for and against network neutrality are summarized. Stumbergs then devotes the Comment primarily to examining present and potential competition in the provision of Internet access, along with regulatory, antitrust, and legislative options available to ensure the preservation of a vigorous Internet access marketplace. Stumbergs concludes that network neutrality proponents’ fears are largely unwarranted.
