Using Business Process Model Awareness to improve Stakeholder Participation in Information Systems Security Risk Management Processes
The present paper examines stakeholders\u27 business process model awareness to measure and improve stakeholder participation in information systems security risk management (ISRM) via a multi-method research study at the organizational level. Organizational stakeholders were interviewed to gain an understanding of their awareness of business processes and related security requirements in the context of an ongoing ISRM process. The research model was evaluated in four case studies. The findings indicate that stakeholders\u27 awareness of business process models contributed to an improved ISRM process, better alignment to the business environment and improved elicitation of security requirements. Following current research that considers users as the most important resource in ISRM, this study highlights the importance of involving appropriate stakeholders at the right time during the ISRM process and provides risk managers with decision support for the prioritization of stakeholder participation during ISRM processes to improve results and reduce overhead

The elicitation of key performance indicators of e-government providers: A bottom-up approach
Copyright @ 2013 EMCIS.Delivering an adequate e-Government service (e-service) is becoming more of a necessity in today's digital world. In order to improve e-services and increase the engagement of both users' and providers' side, studies on the performance evaluation of such provided e-services are taking places. However a clear identification of the key performance indicators from the e-Government providersâ side is not well explored. This shortcoming hampers the conduct of a holistic evaluation of an e-service provision from the perspective of its stakeholders in order to improve e-services as well as to increase e-services take-ups. In this paper, a systematic process to identify indicators is implemented based on a bottom-up approach. The process used three focus-group meetings with providers, users, and academics in Qatar, Lebanon and UK to collect, identify and validate key indicators from the perspective of e-servicesâ providers. The approach resulted in the identification of five factors levels (service, technology, employees, policy and management and social responsibilities) with fifteen sub-categories of SMART variables. Hence, leading to the development of a new model, STEPS, that can fully explain and predict e-government success from the providersâ point of view. It will work as a strategic management tool to align various stakeholders on common goal and values based on evidence based evaluation of e-services using smart measurable indicators for the improvement of an e-service at the engagement level in the field of e-government. In addition, other fields can benefit from the outcome of this work, such as logistics service providers, who make their services available across new and existing relationships between the Internet commerce firms, their customers, and their vendors

Any other reproduction or transmission requires prior written permission by NATO CCD COE.Traditional cyber-incident response models have not changed significantly since the early days of the Computer Incident Response with even the most recent incident response life cycle model advocated by the US National Institute of Standards and Technology (Cichonski, Millar, Grance, & Scarfone, 2012) bearing a striking resemblance to the models proposed by early leaders in the field e.g. Carnegie-Mellon University (West-Brown, et al., 2003) and the SANS Institute (Northcutt, 2003). Whilst serving the purpose of producing coherent and effective response plans, these models appear to be created from the perspectives of Computer Security professionals with no referenced academic grounding. They attempt to defend against, halt and recover from a cyber-attack as quickly as possible. However, other actors inside an organisation may have priorities which conflict with these traditional approaches and may ultimately better serve the longer-term goals and objectives of an organisation
Ex-ante impact evaluation: case studies from Malawi, Bangladesh and Ghana
This document presents ex-ante impact evaluations of research for development projects related to aquaculture in Bangladesh, Malawi and Ghana. The Ghana chapter also includes an ex-ante evaluation of a fisheries project. The case studies utilized preliminary versions of guidelines developed specifically for ex-ante evaluations of aquaculture and fisheries projects. The guidelines, found in A Practical Guide for Ex-Ante Impact Evaluations in Fisheries and Aquaculture, are designed to provide an approach for a qualitative examination of the potential for a project to deliver impacts. Using a conceptual framework based on the outcome focus of results-based management, the guidelines stress careful examination of the setting, internal consistency, a sound theory of change, and an examination of stakeholdersâ interests and potential partnerships. The case study reports illustrate the variability with which the guidelines may be interpreted and applied. The different teams, operating with limited time and budget that constrained the collection of new data, were forced to utilize existing secondary data and information and consult with key stakeholders to complete their analyses. The varying levels of reporting reflect the differences among the cases in the amounts of existing information and variety of stakeholders potentially involved in the projects being examined

Stakeholder engagement in water governance as social learning: lessons from practice
The OECD Principles on Water Governance set out various requirements for stakeholder engagement. Coupled with conceptualizations of social learning, this article asks how we define and enact stakeholder engagement and explores the actual practice of engagement of stakeholders in three fields of water governance. The results suggest that a key consideration is the purpose of the stakeholder engagement, requiring consideration of its ethics, process, roles and expected outcomes. While facilitators cannot be held accountable if stakeholder engagement âfailsâ in terms of social learning, they are responsible for ensuring that the enabling conditions for social learning are met
Review of CCAFS Scaling Activities
This review was commissioned by CCAFS Learning Platform for Partnerships and Capacity Building for Scaling Climate Smart Agriculture, with the aim to reflect on CCAFS project portfolio to highlight good practices and gaps in implementation of CCAFS Scaling Activities.
The review was undertaken with a systemic approach, using the concepts of design thinking and system thinking throughout its methodology and analysis. 21 practitioners throughout CCAFS regional, flagship and learning platform portfolios were interviewed between March and May 2019. The results are presented in a way that allows CCAFS to identify areas to deepen systematically upon; areas for CCAFSâs further strategic or conceptual support, and areas that require more research by CCAFS. The systemic analysis shows that CCAFS has the potential to consciously transform into a learning organization and an innovation environment, thereby fostering and increasing its performance, relevance and overall impact in changing and challenging circumstances.
The results were discussed and validated with the CCAFS Core Team (CT) in the frame of a CCAFS CT Workshop on Scaling on 15th May in Madrid. In open learning formats, the CT prioritized its next step. The review report further contains a set of recommendations, derived from both the review and the CT Workshop on Scaling, which shall help CCAFS to transform into both a learning organization and an innovation environment

Small-scale farmers in sub-Saharan West Africa depend heavily on local resources and local knowledge. Science-based knowledge is likely to aid decision-making in complex situations. In this presentation, we highlight a FiBL-coordinated research partnership between three national producer organisations and national agriculture research bodies in Mali, Burkina Faso, and Benin. The partnership seeks to compare conventional, GMObased, and organic cotton systems as regards food security and climate change
ERP implementation methodologies and frameworks: a literature review
Enterprise Resource Planning (ERP) implementation is a complex and vibrant process, one that involves a combination of technological and organizational interactions. Often an ERP implementation project is the single largest IT project that an organization has ever launched and requires a mutual fit of system and organization. Also the concept of an ERP implementation supporting business processes across many different departments is not a generic, rigid and uniform concept and depends on variety of factors. As a result, the issues addressing the ERP implementation process have been one of the major concerns in industry. Therefore ERP implementation receives attention from practitioners and scholars and both, business as well as academic literature is abundant and not always very conclusive or coherent. However, research on ERP systems so far has been mainly focused on diffusion, use and impact issues. Less attention has been given to the methods used during the configuration and the implementation of ERP systems, even though they are commonly used in practice, they still remain largely unexplored and undocumented in Information Systems research. So, the academic relevance of this research is the contribution to the existing body of scientific knowledge. An annotated brief literature review is done in order to evaluate the current state of the existing academic literature. The purpose is to present a systematic overview of relevant ERP implementation methodologies and frameworks as a desire for achieving a better taxonomy of ERP implementation methodologies. This paper is useful to researchers who are interested in ERP implementation methodologies and frameworks. Results will serve as an input for a classification of the existing ERP implementation methodologies and frameworks. Also, this paper aims also at the professional ERP community involved in the process of ERP implementation by promoting a better understanding of ERP implementation methodologies and frameworks, its variety and history
South American Expert Roundtable : increasing adaptive governance capacity for coping with unintended side effects of digital transformation
This paper presents the main messages of a South American expert roundtable (ERT) on the unintended side effects (unseens) of digital transformation. The input of the ERT comprised 39 propositions from 20 experts representing 11 different perspectives. The two-day ERT discussed the main drivers and challenges as well as vulnerabilities or unseens and provided suggestions for: (i) the mechanisms underlying major unseens; (ii) understanding possible ways in which rebound effects of digital transformation may become the subject of overarching research in three main categories of impact: development factors, society, and individuals; and (iii) a set of potential action domains for transdisciplinary follow-up processes, including a case study in Brazil. A content analysis of the propositions and related mechanisms provided insights in the genesis of unseens by identifying 15 interrelated causal mechanisms related to critical issues/concerns. Additionally, a cluster analysis (CLA) was applied to structure the challenges and critical developments in South America. The discussion elaborated the genesis, dynamics, and impacts of (groups of) unseens such as the digital divide (that affects most countries that are not included in the development of digital business, management, production, etc. tools) or the challenge of restructuring small- and medium-sized enterprises (whose service is digitally substituted by digital devices). We identify specific issues and effects (for most South American countries) such as lack of governmental structure, challenging geographical structures (e.g., inclusion in high-performance transmission power), or the digital readiness of (wide parts) of society. One scientific contribution of the paper is related to the presented methodology that provides insights into the phenomena, the causal chains underlying âwanted/positiveâ and âunwanted/negativeâ effects, and the processes and mechanisms of societal changes caused by digitalization
