    Equal access to community interpreting in Flanders: a matter of self-reflective decision making?

    The central issue tackled by this article revolves around decision-making by public service institutions in respect of the uses and perceived effects of community interpreting and translation in Flanders (Belgium) and/or other resources of language support (such as the use of a lingua franca, soliciting the help of a multilingual co-worker, etc.). The aim of the study was to obtain a clear understanding of processes and participant frameworks of decision-making with regard to language support within these institutions. Consequently, a qualitative survey was set up focusing on three selected geographic regions and, within these regions, on four domains of public service (health, education, public administration and employment assistance). Respondents were both institutional end users and immigrants. The results reveal a lack of national and local organizational policy and explicit procedures in the allocation of language support resources. This lack contributes to inequality in foreign language users’ access to the services of public institutions. It is recommended that a self-reflective framework be introduced for regulating access to a more systematic use of community interpreting alongside other instruments or strategies for bridging language barriers. Such a framework should be tailored to the needs of the institution’s clients and to domain-specific and local needs of the institution. It should also include the relative availability of other adequate instruments for bridging language barriers

    Simultaneous Localization and Recognition of Dynamic Hand Gestures

    A framework for the simultaneous localization and recognition of dynamic hand gestures is proposed. At the core of this framework is a dynamic space-time warping (DSTW) algorithm, that aligns a pair of query and model gestures in both space and time. For every frame of the query sequence, feature detectors generate multiple hand region candidates. Dynamic programming is then used to compute both a global matching cost, which is used to recognize the query gesture, and a warping path, which aligns the query and model sequences in time, and also finds the best hand candidate region in every query frame. The proposed framework includes translation invariant recognition of gestures, a desirable property for many HCI systems. The performance of the approach is evaluated on a dataset of hand signed digits gestured by people wearing short sleeve shirts, in front of a background containing other non-hand skin-colored objects. The algorithm simultaneously localizes the gesturing hand and recognizes the hand-signed digit. Although DSTW is illustrated in a gesture recognition setting, the proposed algorithm is a general method for matching time series, that allows for multiple candidate feature vectors to be extracted at each time step.National Science Foundation (CNS-0202067, IIS-0308213, IIS-0329009); Office of Naval Research (N00014-03-1-0108

    An Investigation on Text-Based Cross-Language Picture Retrieval Effectiveness through the Analysis of User Queries

    Purpose: This paper describes a study of the queries generated from a user experiment for cross-language information retrieval (CLIR) from a historic image archive. Italian speaking users generated 618 queries for a set of known-item search tasks. The queries generated by user’s interaction with the system have been analysed and the results used to suggest recommendations for the future development of cross-language retrieval systems for digital image libraries. Methodology: A controlled lab-based user study was carried out using a prototype Italian-English image retrieval system. Participants were asked to carry out searches for 16 images provided to them, a known-item search task. User’s interactions with the system were recorded and queries were analysed manually quantitatively and qualitatively. Findings: Results highlight the diversity in requests for similar visual content and the weaknesses of Machine Translation for query translation. Through the manual translation of queries we show the benefits of using high-quality translation resources. The results show the individual characteristics of user’s whilst performing known-item searches and the overlap obtained between query terms and structured image captions, highlighting the use of user’s search terms for objects within the foreground of an image. Limitations and Implications: This research looks in-depth into one case of interaction and one image repository. Despite this limitation, the discussed results are likely to be valid across other languages and image repository. Value: The growing quantity of digital visual material in digital libraries offers the potential to apply techniques from CLIR to provide cross-language information access services. However, to develop effective systems requires studying user’s search behaviours, particularly in digital image libraries. The value of this paper is in the provision of empirical evidence to support recommendations for effective cross-language image retrieval system design.</p

    Perfect simulation for interacting point processes, loss networks and Ising models

    We present a perfect simulation algorithm for measures that are absolutely continuous with respect to some Poisson process and can be obtained as invariant measures of birth-and-death processes. Examples include area- and perimeter-interacting point processes (with stochastic grains), invariant measures of loss networks, and the Ising contour and random cluster models. The algorithm does not involve couplings of the process with different initial conditions and it is not tied up to monotonicity requirements. Furthermore, it directly provides perfect samples of finite windows of the infinite-volume measure, subjected to time and space ``user-impatience bias''. The algorithm is based on a two-step procedure: (i) a perfect-simulation scheme for a (finite and random) relevant portion of a (space-time) marked Poisson processes (free birth-and-death process, free loss networks), and (ii) a ``cleaning'' algorithm that trims out this process according to the interaction rules of the target process. The first step involves the perfect generation of ``ancestors'' of a given object, that is of predecessors that may have an influence on the birth-rate under the target process. The second step, and hence the whole procedure, is feasible if these ``ancestors'' form a finite set with probability one. We present a sufficiency criteria for this condition, based on the absence of infinite clusters for an associated (backwards) oriented percolation model.Comment: Revised version after referee of SPA: 39 page

    The Virtual University and Avatar Technology: E-learning Through Future Technology

    E-learning gains increasingly importance in academic education. Beyond present distance learning technologies a new opportunity emerges by the use of advanced avatar technology. Virtual robots acting in an environment of a virtual campus offer opportunities of advanced learning experiences. Human Machine Interaction (HMI) and Artificial Intelligence (AI) can bridge time zones and ease professional constraints of mature students. Undergraduate students may use such technology to build up topics of their studies beyond taught lectures. Objectives of the paper are to research the options, extent and limitations of avatar technology for academic studies in under- and postgraduate courses and to discuss students' potential acceptance or rejection of interaction with AI. The research method is a case study based on Sir Tony Dyson's avatar technology iBot2000. Sir Tony is a worldwide acknowledged robot specialist, creator of Star Wars' R2D2, who developed in recent years the iBot2000 technology, intelligent avatars adaptable to different environments with the availability to speak up to eight different languages and capable to provide logic answers to questions asked. This technology underwent many prototypes with the latest specific goal to offer blended E-learning entering the field of the virtual 3-D university extending Web2.0 to Web3.0 (Dyson. 2009). Sir Tony included his vast experiences gained in his personal (teaching) work with children for which he received his knighthood. The data was mainly collected through interviews with Sir Tony Dyson, which helps discover the inventor’s view on why such technology is of advantage for academic studies. Based on interviews with Sir Tony, this research critically analyses the options, richness and restrictions, which avatar (iBot2000) technology may add to academic studies. The conclusion will discuss the opportunities, which avatar technology may be able to bring to learning and teaching activities, and the foreseeable limitations – the amount of resources required and the complexity to build a fully integrated virtual 3-D campus.     Validation of the Parlay API through prototyping

    The desire within the telecommunications world for new and faster business growth has been a major drive towards the development of open network API. Over the past 7 years several (semi) standardization groups have announced work on network API, including TINA-C, JAIN, IEEE P1520, INforum, 3GPP, JAIN, Parlay. The Parlay group seems most successful in attracting industry awareness with their API, called the Parlay API. The rational behind the Parlay API is that it attracts innovation from third parties that are outside the network operator's domain to build and deploy new network-hosted applications. This also means that the public telecommunication network is opened for niche and short-lived applications as well as for applications that possibly integrate telephones with other terminals such as PC. The Parlay group has successfully passed the first two phases of success, namely publishing their API on the right moment in time and attracting a critical mass within the telecommunication industry with their results. Prototyping the API on a real network execution platform is the only way to show its technical feasibility. Such an exercise was executed internally within Lucent Technologies and raised a number of questions as well as recommendations on both the technical and the semantical behavior for systems that will be interconnected via the Parlay API. We share these results, showing the drawbacks and advantages as well as challenges for this AP
