    Application of Web 2.0 technologies in e-government: A United Kingdom case study

    Electronic government (e-Government) has endured significant transformation over the last decade and currently, it is making further leaps by incorporating modern technologies such as second generation web (Web 2.0) technologies. However, since the development and use of this kind of technology is still at its early stages in the public sector, research about the use of Web 2.0 in this domain is still highly tentative and lacks theoretical underpinning. This paper reports the preliminary findings of an in-depth case study in the United Kingdom (UK) public sector, which explore the application of Web 2.0 technologies in the local government authority (LGA). The findings elicited from the case study offer an insight into information systems (IS) evaluation criterions and impact factors of Web 2.0 from both a practical setting and an internal organisational perspective. This paper concludes that a combined analysis of the evaluation and impact factors rather than a singular approach would better assist the decision making process that leads to effective application of Web 2.0 technologies. It also highlights the significant impact and perceived effect of adoption of such technologies

    Web 2.0 and micro-businesses: An exploratory investigation

The study had two aims: to investigate the benefits available from the use of Web 2.0 in small business collaborations, and to characterize the different types of such online collaborations. Design/methodology/approach – The research uses a qualitative case study methodology based on semi-structured interviews with the owner-managers of 12 UK-based small companies in the business services sector who are early adopters of Web 2.0 technologies. Findings – Benefits from the use of Web 2.0 are categorized as lifestyle benefits, internal operational efficiency, enhanced capability, external communications and enhanced service offerings. A 2×2 framework is developed to categorize small business collaborations using the dimensions of the basis for inter-organizational collaboration (control vs cooperation) and the level of Web 2.0 ICT use (simple vs sophisticated). Research limitations/implications – A small number of firms of similar size, sector and location were studied, which limits generalizability. Nonetheless, the results offer a pointer to the likely future use of Web 2.0 tools by other small businesses. Practical implications – The research provides evidence of the attraction and potential of Web 2.0 for collaborations between small businesses. Originality/value – The paper is one of the first to report on use of Web 2.0 ICT in collaborative working between small businesses.     The use of Wikis in Education - a review of the literature

    This paper reviews the literature surrounding the use of Web 2.0 in education. It examines various perspectives of what Web 2.0 means, and how Web 2.0 can support a constructivist pedagogy. Case studies involving Wikis are examined and the problems experienced are considered from both a technological and a group-working perspective. The paper concludes that although Wikis have the potential to support social-constructivism the differences between artificially constructed learning groups (formal learning) and self-forming and emergent social groups (informal learning) result in a requirement for greater attention to the theories on group working when creating group tasks using Wikis for learning purposes.     A simulation of film cooling in the leading edge region of a turbine blade (trench effect on film effectiveness from cylinder in crossflow)

    Film cooling is one of the cooling system techniques applied to the turbine blade. Gas turbine use film cooling technique to protect turbine blade from expose directly to a hot gas to avoid the blade from defect. The focus of this investigation is to investigate the effect of embedded three difference depth of trench at cooling holes geometry to the film cooling effectiveness. Comparisons are made under blowing ratio 1.0, 1.25, 1.5 and 2.0. Three configuration leading edge with depth Case A (0.0125D), Case B (0.0350D) and Case C (0.713D) were compared to leading edge without trench. Result shows that as blowing ratio increased from 1.0 to 1.25, the film cooling effectiveness is increase for leading edge without trench and also for all cases. However when the blowing ratio is increase to 1.5, film cooling effectiveness is decrease for all cases. Meanwhile for blowing ratio 2.0, the result shows the effect of depth is too small for all the cases. Overall the Case B with blowing ratio 1.25 has the best film cooling effectiveness with significant improvement compared to leading edge without trench and with trench Case A and Case C

    If you build it, will they come? How researchers perceive and use web 2.0

    Over the past 15 years, the web has transformed the way we seek and use information. In the last 5 years in particular a set of innovative techniques – collectively termed ‘web 2.0’ – have enabled people to become producers as well as consumers of information. It has been suggested that these relatively easy-to-use tools, and the behaviours which underpin their use, have enormous potential for scholarly researchers, enabling them to communicate their research and its findings more rapidly, broadly and effectively than ever before. This report is based on a study commissioned by the Research Information Network to investigate whether such aspirations are being realised. It seeks to improve our currently limited understanding of whether, and if so how, researchers are making use of various web 2.0 tools in the course of their work, the factors that encourage or inhibit adoption, and researchers’ attitudes towards web 2.0 and other forms of communication. Context: How researchers communicate their work and their findings varies in different subjects or disciplines, and in different institutional settings. Such differences have a strong influence on how researchers approach the adoption – or not – of new information and communications technologies. It is also important to stress that ‘web 2.0’ encompasses a wide range of interactions between technologies and social practices which allow web users to generate, repurpose and share content with each other. We focus in this study on a range of generic tools – wikis, blogs and some social networking systems – as well as those designed specifically by and for people within the scholarly community. Method: Our study was designed not only to capture current attitudes and patterns of adoption but also to identify researchers’ needs and aspirations, and problems that they encounter. We began with an online survey, which collected information about researchers’ information gathering and dissemination habits and their attitudes towards web 2.0. This was followed by in-depth, semi-structured interviews with a stratified sample of survey respondents to explore in more depth their experience of web 2.0, including perceived barriers as well as drivers to adoption. Finally, we undertook five case studies of web 2.0 services to investigate their development and adoption across different communities and business models. Key findings: Our study indicates that a majority of researchers are making at least occasional use of one or more web 2.0 tools or services for purposes related to their research: for communicating their work; for developing and sustaining networks and collaborations; or for finding out about what others are doing. But frequent or intensive use is rare, and some researchers regard blogs, wikis and other novel forms of communication as a waste of time or even dangerous. In deciding if they will make web 2.0 tools and services part of their everyday practice, the key questions for researchers are the benefits they may secure from doing so, and how it fits with their use of established services. Researchers who use web 2.0 tools and services do not see them as comparable to or substitutes for other channels and means of communication, but as having their own distinctive role for specific purposes and at particular stages of research. And frequent use of one kind of tool does not imply frequent use of others as well

    Conceptualising teachers' professional learning with Web 2.0

    Purpose – This paper seeks to identify and develop an exploratory framework for conceptualising how teachers might use the affordances of Web 2.0 technologies to support their own professional learning. Design/methodology/approach – The paper draws on a large corpus of literature and recent research evidence to identify the principal elements and features of professional learning and the underlying affordances of Web 2.0 technologies and applications. It generates an exploratory conceptual framework based on the emerging findings from this review using a socio‐cultural theoretical perspective. The framework is explored through three individual illustrations which are drawn from a much larger case study which the author is undertaking within a newly established Academy in the North of England. Findings – The findings indicate that there is potential value in exploring professional learning with Web 2.0 technologies in the ways described. The framework offers an exploratory instrument to examine how professional learning for teachers could be supported with Web 2.0 technologies in ways that might have significant benefits over traditional methods of continuing professional development (CPD). Originality/value – The potential value and affordances of Web 2.0 technologies for teachers' professional learning are largely unexplored and under‐theorised, and this work seeks to establish a framework for further discussion and empirical exploration

    OBJECTIVE: To determine whether the use of disposable clean delivery kits (CDKs) is effective in reducing neonatal tetanus (NNT) infection, regardless of the skills of birth attendants in resource-poor settings. METHODS: A secondary analysis was conducted on data from a matched case-control study in Karachi, Pakistan, involving 140 NNT cases and 280 controls between 1998 and 2001. Conditional logistic regression was performed to assess the independent effect on NNT of CDKs and skilled birth attendants (SBAs). RESULTS: After adjustment for socioeconomic factors, both CDKs (adjusted matched odds ratio [mOR] 2.0; 95% confidence interval [CI], 1.3-3.1) and SBAs (adjusted mOR 1.7; 95% CI, 1.1-2.7) were independently associated with NNT. The association with CDKs remained significant when additionally adjusted for SBAs (mOR 2.0; 95% CI, 1.0-3.9; P=0.05). The population attributable risk for lack of CDK use was 24% in the study setting. CONCLUSION: In the context of resource-poor settings in low-income countries with poor coverage of tetanus toxoid immunization, the use of CDKs seems to be an effective strategy for reducing NNT infection, irrespective of the skill levels of birth attendants. Approximately one-quarter of NNT cases could be prevented in low-income populations with the use of CDKs

Through our case study, several distinguished features of new generation reputation systems are noted including multimedia feedbacks, reviewer centered, folksonomy (use of tag), community contribution, comprehensive reputation, dynamic and interactive system etc.. These new developments promise a path that move towards a trustworthy and reliable online reputation system in the Web 2.0 era

    Heuristic Models of Two-Fermion Relativistic Systems with Field-Type Interaction

    We use the chain of simple heuristic expedients to obtain perturbative and exactly solvable relativistic spectra for a family of two-fermionic bound systems with Coulomb-like interaction. In the case of electromagnetic interaction the spectrum coincides up to the second order in a coupling constant with that following from the quantum electrodynamics. Discrepancy occurs only for S-states which is the well-known difficulty in the bound-state problem. The confinement interaction is considered too.
