    Information and Communication Technologies, eHealth and Homelessness: A bibliometric review

    A bibliometric review was conducted to assess the available scientific knowledge regarding the use of Information and Communication Technologies (ICT) by Individuals Experiencing Homelessness (IEH) and reflect on the existing evidence that ICT use has on their health. A total of 50 published articles were selected after a process of systematic review from five databases containing record of publications up until 2016. All the studies were published in English, half of the works were published in the last three years and 48% of them included the description of ICT use as an objective. Despite the fact that experimental studies were rare, and sample sizes typically small, it was concluded that the studies analyzing the effect of ICT on health display benefits. ndeed, the use of such technology offers promising opportunities to explore new ways of intervention in prevention, harm reduction and health treatment of IEH

    Listening to the case studies that were presented it became quite evident that the best data management systems were the ones where data managers and research scientists worked as a team developed in the early stages of project planning. Examples that were given included WOCE Data Assembly Centres e.g., Drifters, the Global Temperature Salinity Pilot Project (GTSPP) collaboration with Joint Analyses Centres in the U.S. and Australia, and JGOFS/BOFS development of Topical Centres. While each of these has some elements unique to the project, each had brought together 'teams' of Principal Investigators (PI's) and data management experts at an early stage of project development. Conversely, projects which had considered data management as a totally separate activity with lower priority often failed to provide the service required to meet scientific objectives. Therefore, the following actions should be brought to the attention of relevant groups within the IOC and other international organizations: (1) Publicize, at the national and international level, underway data/scientist collaborations that may be used as models in planning for the future. (2) Reduce adversarial situations where data managers and scientists appear to be in competition. (3) Colocation and other forms of collaboration often results in very high quality data sets and more timely data submission. Improved timeliness of data submissions was a common theme throughout the workshop and must be considered an important element in all future plans. Improvements in timely submission of data were noted. In order to continue this trend the advantages of timely submission of data must be stressed to those planning new ocean science projects

    Rip Current Generation, Flow Characteristics and Implications for Beach Safety in South Florida

    Rip currents are the most dangerous hazard at surf beaches. Rip currents in South Florida have previously not been studied. Beach profiles for three Florida beaches (Miami Beach, Lido Beach, Sarasota, and Pensacola Beach) and one Georgia beach (South Cumberland Island) were chosen for surveying because of their variable sand bar heights. Rip current hazard at each beach was assessed by lifeguard rip rescue and drowning statistics. A relationship was found between sand bar height, beach slope and rip current hazard. Rip current measurements in South Florida, which involved utilizing GPS drifters, laser rangefinder and drone-imaged fluorescent tracer dye, showed that the speed ranged from 0.1-0.5 m/s, which is fairly slow compared to such measurements undertaken in California and Australia. The effect of rip currents on swimmers was analyzed based on the drag force acting on swimmers and the power they generate to overcome the currents when swimming against them. The drag force and power increase quadratically and cubically, respectively, with the increase of rip current and swimming speeds. Hence, even rip currents of low velocity can be dangerous and swimming against the current should be avoided if possible. Strong rips in California have been shown to exhibit a circulatory pattern, which could bring a floater back to the safety of a shallow sand bar. Field measurements of rip currents in South Florida clearly defined the flow characteristics of a nearly straight-line current, sometimes deflected to the east-southeast. Therefore, the traditional approach of swimming left or right, parallel to the shore is the best escape strategy, but not against the longshore current if present. A logistic regression analysis was conducted to predict the occurrence of rip currents based on beach conditions. The logistic model showed that wave height, wave period and wind speed were statistically significant factors in rip generation. Rips were found to be most commonly generated by relatively small, non-threatening waves (e.g., 0.6 to 0.9m in height). These physical factors, along with social and safety considerations, pose a significant problem for coastal management
