"Not the Usual Suspects": A Study of Factors Reducing the Effectiveness of CCTV
Previous research on the effectiveness of Closed Circuit Television (CCTV) has focused on critically assessing police and government claims that CCTV is effective in reducing crime. This paper presents a field study that investigates the relationship between CCTV system design and the performance of operator tasks. We carried out structured observations and interviews with 13 managers and 38 operators at 13 CCTV control rooms. A number of failures were identified, including the poor configuration of technology, poor quality video recordings, and a lack of system integration. Stakeholder communication was poor, and there were too many cameras and too few operators. These failures have been previously identified by researchers; however, no design improvements have been made to control rooms in the last decade. We identify a number of measures to improve operator performance, and contribute a set of recommendations for security managers and practitioners. Conversational Sensing
Recent developments in sensing technologies, mobile devices and context-aware
user interfaces have made it possible to represent information fusion and
situational awareness as a conversational process among actors - human and
machine agents - at or near the tactical edges of a network. Motivated by use
cases in the domain of security, policing and emergency response, this paper
presents an approach to information collection, fusion and sense-making based
on the use of natural language (NL) and controlled natural language (CNL) to
support richer forms of human-machine interaction. The approach uses a
conversational protocol to facilitate a flow of collaborative messages from NL
to CNL and back again in support of interactions such as: turning eyewitness
reports from human observers into actionable information (from both trained and
untrained sources); fusing information from humans and physical sensors (with
associated quality metadata); and assisting human analysts to make the best use
of available sensing assets in an area of interest (governed by management and
security policies). CNL is used as a common formal knowledge representation for
both machine and human agents to support reasoning, semantic information fusion
and generation of rationale for inferences, in ways that remain transparent to
human users. Examples are provided of various alternative styles for user
feedback, including NL, CNL and graphical feedback. A pilot experiment with
human subjects shows that a prototype conversational agent is able to gather
usable CNL information from untrained human subjects

Recording Victim Video Statements as Evidence to Advance Legal Outcomes in Family Violence Cases (ReVEAL)
This Implementation Guide provides an overview of the video-recording practices currently in place across several Texas jurisdictions. It provides guidance and considerations for jurisdictions in the collection and use of video evidence in family violence cases. This guide is divided into seven sections, including this Background and Overview. The second section includes information for law enforcement on the purpose of video statements, how to develop and implement a video program, and considerations for sustaining a program. The third section focuses on prosecutorial practices for the use of video statements including legal considerations, coordination with partners, and victim engagement around the video statement. The fourth section provides specific information for victim advocates and includes considerations for victim privacy and confidentiality. The fifth section focuses on technology and equipment, with information on type of equipment, technology infrastructure, and efficient transfer of evidence between agencies. The sixth section is the Summary Report of the ReVEAL project. The Summary Report is a technical overview of the evaluation that includes major findings and links to the ReVEAL reports that were previously released. The seventh and final section is comprised of the appendices and provides sample protocols, site overviews, equipment charts, and additional resources that may be helpful to users of this guide. Throughout this guide, there are several examples of cases and practices that illustrate the specific issues that may present themselves when launching a video-recording program. These

Economic development and trade are important sectors in the world. To fulfill the world's logistics supply and demand, third parties are needed as managers, one of which is a container service company. However, container service operations have a busy schedule and high hazard risk involving humans and heavy equipment, so unsafe actions and unsafe conditions are very likely to occur. The container service company has conducted daily safety patrol activities as an effort to control potential hazards and risks. With the weaknesses of the existing system such as the many stages and time required to recap data and the absence of data analysis, an effective and efficient information system is needed as a solution to these problems. The purpose of this research is to create a responsive web-based safety patrol information system that can provide effectiveness in reporting and recording data and provide the results of safety patrol data analysis. This information system contains checklists and findings designed using MySQL database with PHP as programming language. This system allows all parties such as workers, HSSE officers and managers to find out the results of the application of K3 culture where the data obtained is automatically made into statistical data such as graphs. Based on the results of the USE Questionnaire that has been given to 10 respondents, the analysis of the level of benefits produces an average index value of 90.5%. This means that this system makes it easy for users to carry out work and the program is very useful for companies, especially system users
Driver Safety in Far-side and Far-oblique Crashes: A Study of Patrol Vehicles in the United States of America
The dissertation titled Driver Safety in Far-side and Far-oblique Crashes presents a novel approach to assessing vehicle cockpit safety by integrating Human Factors and Applied Mechanics. The methodology of this approach is aimed at improving safety in compact mobile workspaces such as patrol vehicle cockpits.
A statistical analysis performed using Michigan state\u27s traffic crash data to assess various contributing factors that affect the risk of severe driver injuries showed that the risk was greater for unrestrained drivers (OR=3.38, p\u3c0.0001) and for incidents involving front and far-side crashes without seatbelts (OR=8.0 and 23.0 respectively, p\u3c0.005). Statistics also showed that near-side and far-side crashes pose similar threat to driver injury severity. A Human Factor survey was conducted to assess various Human-Machine/Human-Computer Interaction aspects in patrol vehicle cockpits. Results showed that tasks requiring manual operation, especially the usage of laptop, would require more attention and potentially cause more distraction. A vehicle survey conducted to evaluate ergonomics-related issues revealed that some of the equipment was in airbag deployment zones. In addition, experiments were conducted to assess the effects on driver distraction caused by changing the position of in-car accessories. A driving simulator study was conducted to mimic HMI/HCI in a patrol vehicle cockpit (20 subjects, average driving experience = 5.35 years, s.d. = 1.8). It was found that the mounting locations of manual tasks did not result in a significant change in response times. Visual displays resulted in response times less than 1.5sec. It can also be concluded that the manual task was equally distracting regardless of mounting positions (average response time was 15 secs). Average speeds and lane deviations did not show any significant results.
Data from 13 full-scale sled tests conducted to simulate far-side impacts at 70 PDOF and 40 PDOF was used to analyze head injuries and HIC/AIS values. It was found that accelerations generated by the vehicle deceleration alone were high enough to cause AIS 3 - AIS 6 injuries. Pretensioners could mitigated injuries only in 40 PDOF (oblique) impacts but are useless in 70 PDOF impacts. Seat belts were ineffective in protecting the driver\u27s head from injuries. Head would come in contact with the laptop during a far-oblique (40 PDOF) crash and far-side door for an angle-type crash (70 PDOF). Finite Element analysis head-laptop impact interaction showed that the contact velocity was the most crucial factor in causing a severe (and potentially fatal) head injury. Results indicate that no equipment may be mounted in driver trajectory envelopes. A very narrow band of space is left in patrol vehicles for installation of manual-task equipment to be both safe and ergonomic. In case of a contact, the material stiffness and damping properties play a very significant role in determining the injury outcome. Future work may be done on improving the interiors\u27 material properties to better absorb and dissipate kinetic energy of the head. The design of seat belts and pretensioners may also be seen as an essential aspect to be further improved
The design-by-adaptation approach to universal access: learning from videogame technology
This paper proposes an alternative approach to the design of universally accessible interfaces to that provided by formal design frameworks applied ab initio to the development of new software. This approach, design-byadaptation, involves the transfer of interface technology and/or design principles from one application domain to another, in situations where the recipient domain is similar to the host domain in terms of modelled systems, tasks and users. Using the example of interaction in 3D virtual environments, the paper explores how principles underlying the design of videogame interfaces may be applied to a broad family of visualization and analysis software which handles geographical data (virtual geographic environments, or VGEs). One of the motivations behind the current study is that VGE technology lags some way behind videogame technology in the modelling of 3D environments, and has a less-developed track record in providing the variety of interaction methods needed to undertake varied tasks in 3D virtual worlds by users with varied levels of experience. The current analysis extracted a set of interaction principles from videogames which were used to devise a set of 3D task interfaces that have been implemented in a prototype VGE for formal evaluation
The Operation of Autonomous Mobile Robot Assistants in the Environment of Care Facilities Adopting a User-Centered Development Design
The successful development of autonomous mobile robot assistants depends significantly on the well-balanced reconcilements of the technically possible and the socially desirable.
