Performance Measures to Assess Resiliency and Efficiency of Transit Systems
Transit agencies are interested in assessing the short-, mid-, and long-term performance of infrastructure with the objective of enhancing resiliency and efficiency. This report addresses three distinct aspects of New Jersey’s Transit System: 1) resiliency of bridge infrastructure, 2) resiliency of public transit systems, and 3) efficiency of transit systems with an emphasis on paratransit service.
This project proposed a conceptual framework to assess the performance and resiliency for bridge structures in a transit network before and after disasters utilizing structural health monitoring (SHM), finite element (FE) modeling and remote sensing using Interferometric Synthetic Aperture Radar (InSAR). The public transit systems in NY/NJ were analyzed based on their vulnerability, resiliency, and efficiency in recovery following a major natural disaster

Improving Livability Using Green and Active Modes: A Traffic Stress Level Analysis of Transit, Bicycle, and Pedestrian Access and Mobility
Understanding the relative attractiveness of alternatives to driving is vitally important toward lowering driving rates and, by extension, vehicle miles traveled (VMT), traffic congestion, greenhouse gas (GHG) emissions, etc. The relative effectiveness of automobile alternatives (i.e., buses, bicycling, and walking) depends on how well streets are designed to work for these respective modes in terms of safety, comfort and cost, which can sometimes pit their relative effectiveness against each other. In this report, the level of traffic stress (LTS) criteria previously developed by two of the authors was used to determine how the streets functioned for these auto alternative modes. The quality and extent of the transit service area was measured using a total travel time metric over the LTS network. What’s Behind Recent Transit Ridership Trends in the Bay Area? Volume I: Overview and Analysis of Underlying Factors
Public transit ridership has been falling nationally and in California since 2014. The San Francisco Bay Area, with the state’s highest rates of transit use, had until recently resisted those trends, especially compared to Greater Los Angeles. However, in 2017 and 2018 the region lost over five percent (>27 million) of its annual riders, despite a booming economy and service increases. This report examines Bay Area transit ridership to understand the dimensions of changing transit use, its possible causes, and potential solutions. We find that: 1) the steepest ridership losses have come on buses, at off-peak times, on weekends, in non-commute directions, on outlying lines, and on operators that do not serve the region’s core employment clusters; 2) transit trips in the region are increasingly commute-focused, particularly into and out of downtown San Francisco; 3) transit commuters are increasingly non-traditional transit users, such as those with higher incomes and automobile access; 4) the growing job-housing imbalance in the Bay Area is related to rising housing costs and likely depressing transit ridership as more residents live less transit-friendly parts of the region; and 5) ridehail is substituting for some transit trips, particularly in the off-peak. Arresting falling transit use will likely require action both by transit operators (to address peak capacity constraints; improve off-peak service; ease fare payments; adopt fare structures that attract off-peak riders; and better integrate transit with new mobility options) and public policymakers in other realms (to better meter and manage private vehicle use and to increase the supply and affordability of housing near job centers)
Annual performance indicators of enforced driver behaviours, 2002
The Centre for Automotive Safety Research at the University of Adelaide was commissioned by Transport SA to
produce a report quantifying the effects of selected enforced driver behaviours: drink driving, speeding and restraint
use, in South Australia for the calendar year 2002. The level of random breath testing (RBT) has increased
substantially such that the annual average rate of testing was 2 tests for every 3 licensed drivers in 2002. An
inverse relationship between detection rates and publicity expenditure suggests current publicity campaigns are
supporting enforcement operations.
Overall, speeding detection rates in 2002 decreased, especially speed camera detection rates. However, speeding
detection rates were heavily influenced by police enforcement strategies and practices. Rural speed surveys
indicated that the mean free speed decreased from 2000 to 2002 on 100km/h roads but showed no meaningful
change on 60km/h and 110km/h roads each year.
Determining the effectiveness of restraint use enforcement was very difficult because no specific restraint
enforcement campaigns were undertaken. In the absence of available restraint enforcement details, the number of
restraint related offences committed annually was used to provide a rough estimate of enforcement activities.
Reasonably consistent observational surveys were useful in providing an indication of restraint wearing rates over
time in a number of regions. The surveys indicated that both metropolitan and rural wearing rates increased in 2002
to a level of 96 per cent, just above the national target of 95 per cent.L.N. Wundersitz and A.J. McLea
Transportation for an Aging Population: Promoting Mobility and Equity for Low-Income Seniors
This study explores the travel patterns, needs, and mobility problems faced by diverse low-income, inner-city older adults in Los Angeles in order to identify solutions to their mobility challenges. The study draws information from: (1) a systematic literature review of the travel patterns of older adults; (2) a review of municipal policies and services geared toward older adult mobility in six cities; (3) a quantitative analysis of the mobility patterns of older adults in California using the California Household Travel Survey; and (4) empirical work with 81 older adults residing in and around Los Angeles’ inner-city Westlake neighborhood, who participated in focus groups, interviews, and walkabouts around their neighborhood
Bus rapid transit
Effective public transit is central to development. For the vast majority of developing city residents, public transit is the only practical means to access employment, education, and public services, especially when such services are beyond the viable distance of walking or cycling. Unfortunately, the current state of public transit services in developing cities often does little to serve the actual mobility needs of the population. Bus services are too often unreliable, inconvenient and dangerous.
In response, transport planners and public officials have sometimes turned to extremely costly mass transit alternatives such as rail-based metros. Due to the high costs of rail infrastructure, cities can only construct such systems over a few kilometres in a few limited corridors. The result is a system that does not meet the broader transport needs of the population. Nevertheless, the municipality ends up with a long-term debt that can affect investment in more pressing areas such as health, education, water, and sanitation.
However, there is an alternative between poor public transit service and high municipal debt. Bus Rapid Transit (BRT) can provide high-quality, metro-like transit service at a fraction of the cost of other options. This document provides municipal officials, non-governmental organizations, consultants, and others with an introduction to the concept of BRT as well as a step-by-step process for successfully planning a BRT system
Estimating the costs and benefits of providing free public transit passes to students in Los Angeles County: lessons learned in applying a health lens to decision-making.
In spite of increased focus by public health to engage and work with non-health sector partners to improve the health of the general as well as special populations, only a paucity of studies have described and disseminated emerging lessons and promising practices that can be used to undertake this work. This article describes the process used to conduct a Health Impact Assessment of a proposal to provide free public transportation passes to students in Los Angeles County. This illustrative case example describes opportunities and challenges encountered in working with an array of cross-sector partners and highlights four important lessons learned: (1) the benefits and challenges associated with broad conceptualization of public issues; (2) the need for more comprehensive, longitudinal data systems and dynamic simulation models to inform decision-making; (3) the importance of having a comprehensive policy assessment strategy that considers health impacts as well as costs and feasibility; and (4) the need for additional efforts to delineate the interconnectivity between health and other agency priorities. As public health advances cross-sector work in the community, further development of these priorities will help advance meaningful collaboration among all partners
