    Unlocking the deployment of spectrum sharing with a policy enforcement framework

    Spectrum sharing has been proposed as a promising way to increase the efficiency of spectrum usage by allowing incumbent operators (IOs) to share their allocated radio resources with licensee operators (LOs), under a set of agreed rules. The goal is to maximize a common utility, such as the sum rate throughput, while maintaining the level of service required by the IOs. However, this is only guaranteed under the assumption that all “players”respect the agreed sharing rules. In this paper, we propose a comprehensive framework for licensed shared access (LSA) networks that discourages LO misbehavior. Our framework is built around three core functions: misbehavior detection via the employment of a dedicated sensing network; a penalization function; and, a behavior-driven resource allocation. To the best of our knowledge, this is the first time that these components are combined for the monitoring/policing of the spectrum under the LSA framework. Moreover, a novel simulator for LSA is provided as an open access tool, serving the purpose of testing and validating our proposed techniques via a set of extensive system-level simulations in the context of mobile network operators, where IOs and several competing LOs are considered. The results demonstrate that violation of the agreed sharing rules can lead to a great loss of resources for the misbehaving LOs, the amount of which is controlled by the system. Finally, we promote that including a policy enforcement function as part of the spectrum sharing system can be beneficial for the LSA system, since it can guarantee compliance with the spectrum sharing rules and limit the short-term benefits arising from misbehavior

    Census Tract License Areas: Disincentive for Sharing the 3.5GHz band?

    Flexible licensing model is a necessary enabler of the technical and procedural complexities of Spectrum Access System (SAS)-based sharing framework. The purpose of this study is to explore the effectiveness of 3.5GHz Licensing Framework - based on census tracts as area units, areas whose main characteristic is population. As such, the boundary of census tract does not follow the edge of wireless network coverage. We demonstrate why census tracts are not suitable for small cell networks licensing, by (1) gathering and analysing the official census data, (2) exploring the boundaries of census tracts which are in the shape of nonconvex polygons and (3) giving a measure of effectiveness of the licensing scheme through metrics of area loss and the number of people per census tract with access to spectrum. Results show that census tracts severely impact the effectiveness of the licensing framework since almost entire strategically important cities in the U.S. will not avail from spectrum use in 3.5GHz band. Our paper does not seek to challenge the core notion of geographic licensing concept, but seeks a corrective that addresses the way the license is issued for a certain area of operation. The effects that inappropriate size of the license has on spectrum assignments lead to spectrum being simply wasted in geography, time and frequency or not being assigned in a fair manner.     Advancing Consumer Interests Through Ubiquitous Broadband: The Need for a New Spectrum

    Comprehensive and long-term spectrum reform can play a critical role in the FCC\u27s development of a National Broadband Plan and in its consideration of Open Internet rules. More efficient and intensive use of the nation\u27s spectrum resources would help provide a path to greater broadband deployment, competition and innovation for all consumers. Wireless and mobile technologies hold great promise to offer consumers new services to complement, extend, or even replace existing broadband offerings. A comprehensive review of the nation\u27s spectrum policy is, therefore, necessary to ensure that wireless and mobile broadband services are not hamstrung by outdated rules or command-and-control spectrum allocations. Spectrum reform should include three main components. First, the FCC should focus on understanding how existing spectrum allocations are used currently while ensuring that all existing allocations are made available to providers in a timely manner. Second, the FCC should review its allocation and spectrum sharing rules to promote more efficient spectrum usage. Third, the FCC should ensure its regulatory approach fosters innovative technologies and more efficient uses of spectrum
