    The changing role of universities in the German research system: engagement in regional networks, clusters and beyond

    In Germany, but in other countries as well, a trend towards a regionalisation in technology and innovation policy is clearly evident. This triggers the expectation towards universities to establish regional ties and networks and to exploit the advantages of spatial proximity to other research institutes, to industry and to policy and regional administration. It is the objective of this paper to analyse the changing role of universities as driving force in the development of new modes and models of collaboration both with industry and with other research organisations. Starting from the triple-helix and the entrepreneurial university approach, the role of universities in regional research and innovation policy will be discussed.     Models of financing research: public funding mechanisms for universities in Flanders

    This paper gives an overview of the models of financing research at universities in Flanders, Belgium. The Flemish government installed parallel mechanisms to distribute financial means for scientific research at the universities: research is supported via the allocation of block grants to the universities based on specific interuniversity allocation keys on the one hand and via project-based funding allocated on competitive basis by public funding agencies on the other hand. The composition of the allocation key of both the Special Research Fund and the Industrial Research Fund and the impact of the research performance-based parameters of these allocation keys on the research policy of universities and on the peer-reviewed assessment of the quality of research proposals submitted to the Fund for Scientific Research – Flanders, one of the Flemish public funding agencies, are discussed

    When developing countries meet transnational universities: searching for complementarity and dealing with dual embeddedness

    During the last two decades, a growing number of universities, mainly from developed countries, have established branch campuses in developing countries. From the developing country perspective, attracting foreign universities can help mitigate financial constraints and capacity shortages that impair the state’s ability to provide greater access to higher education, while also improving teaching and research in general. However, foreign universities may also be detrimental if they crowd-out their domestic counterparts. We explore different scenarios and policy options for developing countries aiming to attract foreign universities, building upon a review of four case studies from Chile, China, Kazakhstan and Malaysia. Our analysis illustrates how host countries can provide incentives to align incoming foreign universities to complement and strengthen the areas of weakness in their higher education systems. We also reflect on how policy-makers can deal with the challenges associated with the dual embeddedness of international branch campuses

    Latin American universities and the third mission : trends, challenges, and policy options

    Universities in Latin America are increasingly considered instruments of social and economic development and face rising expectations in regard to supplying relevant skills, undertaking applied research, and engaging in commercial activity. The paper discusses trends and challenges within Latin American universities, as well as policy options available for strengthening their contributions to social and economic development. The so-called third mission of universities is often equated with knowledge transfer narrowly defined as licensing and commercialization of research. The paper adopts a broader approach and explores how the new role of universities affects all aspects of academic practice in Latin America, including advanced education and research.     Enhancing the Attractiveness of Research to Female Faculty

    [Excerpt] CSWEP has long been concerned about the underrepresentation of women in faculty positions at major research universities. I have been charged by the committee with enumerating a set of policies that might enhance the attractiveness of research universities to female faculty. After presenting some data that suggest the magnitude of the underrepresentation problem, I do so below. In each case, I sketch the pros and cons of the policy. Although the focus is on increasing the attractiveness of research universities to female faculty, many of the policies would increase the attractiveness of academic careers per se to new female Ph.D.s if implemented in academia more broadly

    We investigate the role of universities as a knowledge source for regional innovation processes. The contribution of universities is tested on the level of German NUTS-3 regions (Kreise) by using a variety of indicators. We find that the intensity and quality of the research conducted by the universities have a significant effect on regional innovative output while pure size is unimportant.     Towards entrepreneurial universities : barriers, facilitators, and best practices in Bulgarian and Portuguese universities

    Purpose: Тhe main objective of this research is to investigate barriers, facilitators and best practices in the transformation of Bulgarian and Portuguese universities into entrepreneurial universities. Design/Methodology/Approach: This study relies on a survey among experts in the field to identify barriers, facilitators and best practices in the transformation of Bulgarian and Portuguese universities into entrepreneurial universities. Findings: The research findings demonstrate that there are both internal and external barriers and facilitators of the entrepreneurial transformation of universities in Bulgaria and Portugal and reveals the relative importance of the various internal and external factors. The study describes several best practices in the transformation towards an entrepreneurial university adopted at Sofia University “St. Kliment Ohridski” and ISCTE-IUL. Practical Implications: This research raises awareness of the internal challenges to making Bulgarian and Portuguese universities more entrepreneurial as well as of factors that may facilitate the process of transformation and the need to strengthen entrepreneurship ecosystem at these universities. Policy makers should devote special attention to external barriers to the transformation and especially to the need for more appropriate legal framework and more state funding.     Nanotechnology research in Turkey: A university-driven achievement

    We deal with nanotechnology research activities in Turkey. Based on publication data retrieved from ISI Web of SSCI database, the main actors and the main characteristics of nanotechnology research in Turkey are identified. Following a brief introduction to nanoscience and nanotechnology research, it goes on with a discussion on nanotechnology related science and technology policy efforts in developing countries and particularly in Turkey. Then using bibliometric methods and social network analysis techniques, this paper aims to understand the main actors of the nanoscale research in Turkey and how they collaborate across institutes and disciplines. The research indicates that there has been an exponential growth in the number of research articles published by Turkish nanoscience and nanotechnology (NST) scholars for the last ten years. However, the analysis of the main characteristics of nanotechnology research carried out at Turkish universities indicates some drawbacks and barriers to the future development of nanotechnology research in Turkey. These barriers are (i) a high concentration of nanoscale research at certain universities; (ii) low level of interdisciplinarity; (iii) a large number of universities which are not well connected to other universities in the field, and finally (iv) low level of international collaborations.
