    'This is what democracy looks like' : New Labour's blind spot and peripheral vision

    New Labour in government since 1997 has been roundly criticized for not possessing a clear, coherent and consistent democratic vision. The absence of such a grand vision has resulted, from this critical perspective, in an absence of 'joined-up' thinking about democracy in an evolving multi-level state. Tensions have been all too apparent between the government's desire to exert central direction - manifested in its most pathological form as 'control freakery' - and its democratising initiatives derived from 'third-way' obsessions with 'decentralising', 'empowering' and 'enabling'. The purpose of this article is to examine why New Labour displayed such apparently impaired democratic vision and why it appeared incapable of conceiving of democratic reform 'in the round'. This article seeks to explain these apparent paradoxes, however, through utilising the notion of 'macular degeneration'. In this analysis, the perceived democratic blind spot of New Labour at Westminster is connected to a democratic peripheral vision, which has envisaged innovative participatory and decentred initiatives in governance beyond Westminster

    Quantum protocols for anonymous voting and surveying

    We describe quantum protocols for voting and surveying. A key feature of our schemes is the use of entangled states to ensure that the votes are anonymous and to allow the votes to be tallied. The entanglement is distributed over separated sites; the physical inaccessibility of any one site is sufficient to guarantee the anonymity of the votes. The security of these protocols with respect to various kinds of attack is discussed. We also discuss classical schemes and show that our quantum voting protocol represents a N-fold reduction in computational complexity, where N is the number of voters.Comment: 8 pages.     Privacy-Preserving Electronic Ticket Scheme with Attribute-based Credentials

    Electronic tickets (e-tickets) are electronic versions of paper tickets, which enable users to access intended services and improve services' efficiency. However, privacy may be a concern of e-ticket users. In this paper, a privacy-preserving electronic ticket scheme with attribute-based credentials is proposed to protect users' privacy and facilitate ticketing based on a user's attributes. Our proposed scheme makes the following contributions: (1) users can buy different tickets from ticket sellers without releasing their exact attributes; (2) two tickets of the same user cannot be linked; (3) a ticket cannot be transferred to another user; (4) a ticket cannot be double spent; (5) the security of the proposed scheme is formally proven and reduced to well known (q-strong Diffie-Hellman) complexity assumption; (6) the scheme has been implemented and its performance empirically evaluated. To the best of our knowledge, our privacy-preserving attribute-based e-ticket scheme is the first one providing these five features. Application areas of our scheme include event or transport tickets where users must convince ticket sellers that their attributes (e.g. age, profession, location) satisfy the ticket price policies to buy discounted tickets. More generally, our scheme can be used in any system where access to services is only dependent on a user's attributes (or entitlements) but not their identities.Comment: 18pages, 6 figures, 2 table

    Impact of universal design ballot interfaces on voting performance and satisfaction of people with and without vision loss

    Since the Help America Vote Act (HAVA) in 2002 that addressed improvements to voting systems and voter access through the use of electronic technologies, electronic voting systems have improved in U.S. elections. However, voters with disabilities have been disappointed and frustrated, because they have not been able to vote privately and independently (Runyan, 2007). Voting accessibility for individuals with disabilities has generally been accomplished through specialized designs, providing the addition of alternative inputs (e.g., headphones with tactile keypad for audio output, sip-and-puff) and outputs (e.g., audio output) to existing hardware and/or software architecture. However, while the add-on features may technically be accessible, they are often complex and difficult for poll workers to set up and require more time for targeted voters with disabilities to use compared to the direct touch that enable voters without disabilities to select any candidate in a particular contest at any time. To address the complexities and inequities with the accessible alternatives, a universal design (UD) approach was used to design two experimental ballot interfaces, namely EZ Ballot and QUICK Ballot, that seamlessly integrate accessible features (e.g., audio output) based on the goal of designing one voting system for all. EZ Ballot presents information linearly (i.e., one candidate’s name at a time) and voters can choose Yes or No inputs that does not require search (i.e., finding a particular name). QUICK Ballot presents multiple names that allow users to choose a name using direct-touch or gesture-touch interactions (e.g., the drag and lift gesture). Despite the same goal of providing one type of voting system for all voters, each ballot has a unique selection and navigation process designed to facilitate access and participation in voting. Thus, my proposed research plan was to examine the effectiveness of the two UD ballots primarily with respect to their different ballot structures in facilitating voting performance and satisfaction for people with a range of visual abilities including those with blindness or vision loss. The findings from this work show that voters with a range of visual abilities were able to use both ballots independently. However, as expected, the voter performance and preferences of each ballot interface differed by voters through the range of visual abilities. While non-sighted voters made fewer errors on the linear ballot (EZ Ballot), partially-sighted and sighted voters completed the random access ballot (QUICK Ballot) in less time. In addition, a higher percentage of non-sighted participants preferred the linear ballot, and a higher percentage of sighted participants preferred the random ballot. The main contributions of this work are in: 1) utilizing UD principles to design ballot interfaces that can be differentially usable by voters with a range of abilities; 2) demonstrating the feasibility of two UD ballot interfaces by voters with a range of visual abilities; 3) providing an impact for people with a range of visual abilities on other applications. The study suggests that the two ballots, both designed according to UD principles but with different weighting of principles, can be differentially usable by individuals with a range of visual abilities. This approach clearly distinguishes this work from previous efforts, which have focused on developing one UD solution for everyone because UD does not dictate a single solution for everyone (e.g., a one-size-fits-all approach), but rather supports flexibility in use that provide a new perspective into human-computer interaction (Stephanidis, 2001).Ph.D

    [Excerpt] This Article argues that to be effective, both domestic and international disability rights must adopt a disability human rights paradigm. Such a framework combines the type of civil and political rights provided by antidiscrimination legislation (also called negative or first-generation rights) with the full spectrum of social, cultural, and economic measures (also called positive or second-generation rights) bestowed by many human rights treaties.16 By acting holistically, this agenda accounts for factors normally exogenous to civil rights laws and ensures that individuals can flourish and participate in their societies. Accordingly, our intention is to share some thoughts on how to best provide disabled citizens with equal opportunity rather than “merely” equal treatment. Internationally, States and civil society organizations have been developing innovative and effective equality measures. We draw on their experiences in providing examples of how disability legislation and policy can be developed to implement a more holistic human rights approach. These lessons are also pertinent for invigorating the ADA

    SUVS: Secure Unencrypted Voting Scheme

    [EN] In this paper, we propose a light-weight electronic voting protocol. The approach used by our protocol to conceal the ballots does not imply encryption, and guarantees the privacy of the direction of the vote unless all the contestants (parties) agree to do so. Our method is based on the division of the ballot into different pieces of information, which separately reveal no information at all, and that can be latter aggregated to recover the original vote. We show that, despite its simplicity, this scheme is powerful, it does not sacrifice any of the security properties demanded in a formal electronic voting protocol, and, furthermore, even in post-quantum scenarios, neither the casted votes can be tampered with, nor the identity of any elector can be linked with the direction of her vote.Results related to Spanish Patent Application number P202131209.Larriba, AM.; LĂłpez RodrĂ­guez, D.
