    Network of European Research Infrastructures for Earthquake Risk Assessment and Mitigation(NERA)

    The overall aim of NERA is to achieve a measurable improvement and a long-term impact in the assessment and reduction of the vulnerability of constructions and citizens to earthquakes. NERA will integrate the key research infrastructures in Europe to monitor earthquakes and assess their hazard and risk, and will combine expertise in observational and strong-motion seismology, modeling, geotechnical and earthquake engineering to develop activities to improve the use of infrastructures and facilitate the access to data. NERA will ensure the provision of high-quality services, including access to earthquake data and parameters and to hazard and risk products and tools. NERA will coordinate with other EC projects (SHARE, SYNER-G) a comprehensive dissemination effort. NERA will contribute to the OECD GEM program and to the EPOS ESFRI infrastructure.EU, Funded under :FP7-INFRASTRUCTURES-2010-

    Training of Crisis Mappers and Map Production from Multi-sensor Data: Vernazza Case Study (Cinque Terre National Park, Italy)

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

    A Review of the Technical and Socio-Organizational Components of Earthquake Early Warning Systems

    Every year, natural hazards affect millions of people around the world, causing significant economic and life losses. The rapid progress of technology and advances in understanding of the highly complex physical phenomena related to various natural hazards have promoted the development of new disaster-mitigation tools, such as earthquake early warning (EEW) systems. However, there is a general lack of integration between the multi- and cross-disciplinary elements of EEW, limiting its effectiveness and applications for end users. This paper reviews the current state-of-the-art in EEW, exploring both the technical components (i.e., seismological and engineering) as well as the socio-organizational components (i.e., social science, policy, and management) of EEW systems. This includes a discussion of specific evidence from case studies of Italy, United States’ West Coast, Japan, and Mexico, where EEW systems have reached varying levels of maturity. Our aim is to highlight necessary improvements for increasing the effectiveness of the technical aspects of EEW in terms of their implications on operational, political/legal, social, behavioral, and organizational drivers. Our analysis suggests open areas for research, associated with: 1) the information that needs to be included in EEW alerts to implement successful mitigation actions at both individual and organizational levels; 2) the need for response training to the community by official bodies, such as civil protection; 3) existing gaps in the attribution of accountability and development of liability policies involving EEW implementation; 4) the potential for EEW to increase seismic resilience of critical infrastructure and lifelines; 5) the need for strong organizational links with first responders and official EEW bodies; and 6) the lack of engineering-related (i.e., risk and resilience) metrics currently used to support decision making related to the triggering of alerts by various end users

    Learning lessons from the 2011 Van Earthquake to enhance healthcare surge capacity in Turkey

    Historically, Turkey has adopted a reactive approach to natural hazards which resulted in significant losses. However, following the 1999 Kocaeli Earthquake, a more proactive approach has been adopted. This study aims to explore the way this new approach operates on the ground. A multi-national and multi-disciplinary team conducted a field investigation following the 2011 Van Earthquake to identify lessons to inform healthcare emergency planning in Turkey and elsewhere. The team interviewed selected stakeholders including, healthcare emergency responders, search and rescue services, ambulance services, and health authority representatives, in addition to conducting a focus group. Data were analysed according to an open coding process and SWOT analysis. The findings suggest that the approach succeeded in developing a single vision by consolidating official efforts in a more structured way, mobilising many governmental and non-governmental organisations, securing significant amounts of resources including physical and human, and increasing the resilience and flexibility of infrastructure to expand its capacity. However, more attention is required to the development of stronger management procedures and acquisition of further resources

    Mapping of risk web-platforms and risk data: collection of good practices

    A successful DRR results from the combination of top-down, strategies, with bottom-up, methodological approaches. The top–down approach refers more to administrative directives, organizations, and operational skills linked with the management of the risk and reflects more the policy component. The bottom-up approach is linked to the analyse of the causal factors of disasters, including exposure to hazards, vulnerability, coping capacity, and reflects more the practice component. In the context of disaster science, policy and practice are often disconnected. This is evident in the dominant top-down DRM strategies utilizing global actions on one hand and the context specific nature of the bottom-up approach based on local action and knowledge. A way to bridge the gap between practice and policy is to develop a spatial data infrastructure of the type of GIS web-platforms based on risk mapping. It is a way of linking data information and decision support system (DSS) on a common ground that becomes a “battlefield of knowledge and actions”. This report presents the results of an overview of the risk web-platforms and related risk data used in risk assessment at the level of EU-28. It allows the discovery of the current advancement for risk web infrastructures and capabilities in order to establish a pool of good practices and detection of needs. The outcome of the overview shows the needs in risk web platform developments and tries to recommend capacities that should be prioritized in order to strengthen the link between risk data information and decision support system (DSS).
