    Underwater image and video dehazing with pure haze region segmentation

    © 2017 The Authors Underwater scenes captured by cameras are plagued with poor contrast and a spectral distortion, which are the result of the scattering and absorptive properties of water. In this paper we present a novel dehazing method that improves visibility in images and videos by detecting and segmenting image regions that contain only water. The colour of these regions, which we refer to as pure haze regions, is similar to the haze that is removed during the dehazing process. Moreover, we propose a semantic white balancing approach for illuminant estimation that uses the dominant colour of the water to address the spectral distortion present in underwater scenes. To validate the results of our method and compare them to those obtained with state-of-the-art approaches, we perform extensive subjective evaluation tests using images captured in a variety of water types and underwater videos captured onboard an underwater vehicle

    Non-implementation of property rating practice, any impact on community healthcare in Bauchi Metropolis Nigeria?

    The practice of rating real estate is essentially an internal revenue source, synonymous to tenement tax levied on the owner/occupier. Property rating in Nigeria is bedevilled by many factors that impeded its smooth implementation and operation, thus, this form of taxation yields zero revenue in Bauchi, due to failure of implementation. This study is aimed at measuring the impact of non-implementation of property rating on community healthcare in Bauchi metropolis of Nigeria. Two hundred and fifty (250) closed-ended questionnaires composed in five-level Likert scale were distributed to professionals in the field of real estate and facilities management, in the academia and estate firms, and two hundred and twenty one questionnaires (221) were mailed back for analysis. The Structural Equation Modelling (SEM) in IBM version of SPSS with AMOS was used to establish relationship between the variables. Findings from this study reveals that PRP does not command direct impact on community healthcare services, however, the services financed by property rating in the area of sanitation and sewage cleaning has the tendencies to curb the occurrence of diseases like cholera and malaria. Thus, it can be understood that a fully institutionalized practice of property rating could avert the outbreak of diseases

    Underwater imaging has been widely used as a tool in many fields, however, a major issue is the quality of the resulting images/videos. Due to the light's interaction with water and its constituents, the acquired underwater images/videos often suffer from a significant amount of scatter (blur, haze) and noise. In the light of these issues, this thesis considers problems of low-resolution, blurred and noisy underwater images and proposes several approaches to improve the quality of such images/video frames. Quantitative and qualitative experiments validate the success of proposed algorithms

This second work extends the study of previous work and incorporating several improvements into the revised algorithm.     An Experimental-Based Review of Image Enhancement and Image Restoration Methods for Underwater Imaging

    Underwater images play a key role in ocean exploration, but often suffer from severe quality degradation due to light absorption and scattering in water medium. Although major breakthroughs have been made recently in the general area of image enhancement and restoration, the applicability of new methods for improving the quality of underwater images has not specifically been captured. In this paper, we review the image enhancement and restoration methods that tackle typical underwater image impairments, including some extreme degradations and distortions. Firstly, we introduce the key causes of quality reduction in underwater images, in terms of the underwater image formation model (IFM). Then, we review underwater restoration methods, considering both the IFM-free and the IFM-based approaches. Next, we present an experimental-based comparative evaluation of state-of-the-art IFM-free and IFM-based methods, considering also the prior-based parameter estimation algorithms of the IFM-based methods, using both subjective and objective analysis (the used code is freely available at https://github.com/wangyanckxx/Single-Underwater-Image-Enhancement-and-Color-Restoration). Starting from this study, we pinpoint the key shortcomings of existing methods, drawing recommendations for future research in this area. Our review of underwater image enhancement and restoration provides researchers with the necessary background to appreciate challenges and opportunities in this important field
