A theoretical model for the application of Web 2.0 in e-Government
Government organisations in many countries have started embracing modern technologies such as second generation web (Web 2.0) in an attempt to maximize on the benefits of these technologies as well as keeping up with the current trend. Nevertheless, the advancement and the adoption of these of technologies is in its initial stages in the public sector. Therefore, the research problem is that the literature surrounding the application of Web 2.0 is still highly tentative and exploratory. In particular, there is a lack of research exploring the application of Web 2.0 technologies in the context of local e-Government. This study aims to address this research problem by presenting a comprehensive decision-making tool to aid the effective application of Web 2.0 technologies amongst local government authorities (LGAs). In doing so, resulting in the development of a theoretical model that is underpinned by information systems evaluation criteria and impact factors of Web 2.0 from an internal organizational perspective. By addressing the research problem, this study will make a significant contribution to the normative literature by providing new insights of Web 2.0 technologies within the public sector. This will be of specific relevance to scholars, policy makers, LGAs and practitioners who are interested in the adoption of Web 2.0 technologies in an e-Government context. Ethical Implications of Predictive Risk Intelligence
open access articleThis paper presents a case study on the ethical issues that relate to the use of Smart Information Systems (SIS) in predictive risk intelligence. The case study is based on a company that is using SIS to provide predictive risk intelligence in supply chain management (SCM), insurance, finance and sustainability. The pa-per covers an assessment of how the company recognises ethical concerns related to SIS and the ways it deals with them. Data was collected through a document review and two in-depth semi-structured interviews. Results from the case study indicate that the main ethical concerns with the use of SIS in predictive risk intelli-gence include protection of the data being used in predicting risk, data privacy and consent from those whose data has been collected from data providers such as so-cial media sites. Also, there are issues relating to the transparency and accountabil-ity of processes used in predictive intelligence. The interviews highlighted the issue of bias in using the SIS for making predictions for specific target clients. The last ethical issue was related to trust and accuracy of the predictions of the SIS. In re-sponse to these issues, the company has put in place different mechanisms to ensure responsible innovation through what it calls Responsible Data Science. Under Re-sponsible Data Science, the identified ethical issues are addressed by following a code of ethics, engaging with stakeholders and ethics committees. This paper is important because it provides lessons for the responsible implementation of SIS in industry, particularly for start-ups. The paper acknowledges ethical issues with the use of SIS in predictive risk intelligence and suggests that ethics should be a central consideration for companies and individuals developing SIS to create meaningful positive change for society
Better by design: Business preferences for environmental regulatory reform
We present the preferences for environmental regulatory reform expressed by 30 UK businesses and industry bodies from 5 sectors. While five strongly preferred voluntary regulation, seven expressed doubts about its effectiveness, and 18 expressed no general preference between instrument types. Voluntary approaches were valued for flexibility and lower burdens, but direct regulation offered stability and a level playing field. Respondents sought regulatory frameworks that: are coherent; balance clarity, prescription and flexibility; are enabled by positive regulatory relationships; administratively efficient; targeted according to risk magnitude and character; evidence-based and that deliver long-term market stability for regulatees. Anticipated differences in performance between types of instrument can be undermined by poor implementation. Results underline the need for policy makers and regulators to tailor an effective mix of instruments for a given sector, and to overcome analytical, institutional and political barriers to greater coherence, to better coordinate existing instruments and tackle new environmental challenges as they emerge
Linking Research and Policy: Assessing a Framework for Organic Agricultural Support in Ireland
This paper links social science research and agricultural policy through an analysis of support for organic agriculture and food. Globally, sales of organic food have experienced 20% annual increases for the past two decades, and represent the fastest growing segment of the grocery market. Although consumer interest has increased, farmers are not keeping up with demand. This is partly due to a lack of political support provided to farmers in their transition from conventional to organic production. Support policies vary by country and in some nations, such as the US, vary by state/province. There have been few attempts to document the types of support currently in place. This research draws on an existing Framework tool to investigate regionally specific and relevant policy support available to organic farmers in Ireland. This exploratory study develops a case study of Ireland within the framework of ten key categories of organic agricultural support: leadership, policy, research, technical support, financial support, marketing and promotion, education and information, consumer issues, inter-agency activities, and future developments. Data from the Irish Department of Agriculture, Fisheries and Food, the Irish Agriculture and Food Development Authority (Teagasc), and other governmental and semi-governmental agencies provide the basis for an assessment of support in each category. Assessments are based on the number of activities, availability of information to farmers, and attention from governmental personnel for each of the ten categories. This policy framework is a valuable tool for farmers, researchers, state agencies, and citizen groups seeking to document existing types of organic agricultural support and discover policy areas which deserve more attention
Managing for local resilience: towards a strategic approach
The term resilience is increasingly being used to capture the challenges involved in managing in âhard timesâ. This article aims to provide one of the first empirical studies of the termâs application to local authority interventions around emergency planning and climate change: two areas in which resilience has been particularly emphasised in local policy making. Drawing upon research undertaken in the north east of England, the article considers how local managers have understood and applied the term, the extent to which it has been developed as a coherent policy agenda, and its strategic significance. In reframing the debate on resilience in terms of discourses of ârecoveryâ and âtransformationâ, the article examines how, in addition to informing policy realities on the ground, resilience is also a normative, politically laden term, within which conservative narratives of uncertainty, vulnerability and anxiety compete with a more radical focus on hope, adaptation and transformation. The study reveals concerns over the termâs longevity, tensions between the different interpretations of resilience, and the lack of a coherent strategic framework within which the different discourses on resilience could be considered and reconciled. However, the article also captures the growing importance of a resilience narrative that is seen to add value in a period of austerity, integrate key features of climate change adaptation and emergency planning, and act as a âstrategic lynchpinâ in relation to other policy areas, such as economic resilience
Solar PV rural electrification and energy-poverty: A review and conceptual framework with reference to Ghana
In spite of the intention of governments to increase the use of renewable energy in electricity supply, particularly the use of solar photovoltaic (PV) for energy poverty reduction in rural and peri-urban areas of Africa, there is relatively little information on how solar PV electrification impacts on energy poverty reduction. Therefore, there is a gap in the literature and hence the need for continuous research. Using Ghana as a reference country, the historical trend, donor cooperation and other aspects of solar PV rural electrification are discussed . The paper illustrates the intersectoral linkages of solar PV electrification and indicators on education, health, information acquisition, agriculture and micro-enterprises. It also reviews sustainability related issues including costs and market barriers, subsidies, stakeholders involvement, political and policy implications, which are critical factors for sustainable market development of solar PV and other renewables. Finally, a common framework is developed to provide a basic understanding of how solar PV electrification impacts on energy-poverty. An Independent Evaluation of the Strategic Legal Fund for Vulnerable Young Migrants
The Strategic Legal Fund for Vulnerable Young Migrants1 (SLF) was set up by the Diana Princess of Wales Memorial Fund (DPOWMF) in 2011. When the Diana Fund closed down in late 2012, Trust for London agreed to take over the hosting of the SLF and provided additional funding with EsmĂŠe Fairbairn Foundation for a second phase (December 2012 to March 2014 initially, though this has now been extended).In 2012 an interim evaluation of the SLF concluded that it was achieving results, and suggested some changes of focus and operation for the future. One year on, the purpose of this further evaluation is: a. to identify the full range of outcomes, benefits and changes to which the SLF project has contributed in order to understand the value of what has been funded to date. b. to help Trust for London, EsmĂŠe Fairbairn Foundation and other potential funders discuss and decide if and how they want to take forward the funding of strategic legal work on migration issues in the current climate. c. to take stock of the model being used to identify, assess, support and review SLF grants and learn lessons about this which can: i) help improve current ways of working; ii) enable decisions about how such a fund should be administered in the future. d. to stimulate discussions about the potential use of such a model in funding strategic legal work in other areas of law
