    EXPLAINING THE TERRITORIAL ADOPTION OF NEW TECHNOLOGIES - A SPATIAL ECONOMETRIC APPROACH

    The notion that Information and Communication Technology would have reduced the economic importance of geographic distance has been proposed with energy in the post-Internet literature (Cairncross, 2001). According to this view, the New Economy would work in a space rather than a place, cost of transport would be drastically reduced, distance would be less important, and peripheral regions would benefit from opportunities that were not available in the economy based on manufacturing industry (Negroponte, 1995; Cairncross, 1997; Kelly, 1998; Compaine, 2001). Since ICT are mostly based on immaterial and human capital investment, regions or areas that have historically suffered from isolation, large cost of transportation, or lack of physical private and public infrastructure might find new paths for growth. Consequently, according to this view, the concentration of income opportunities and wealth should decrease over time. Although other predictions were also present in the debate over the impact of the digital economy (e.g. Norris, 2001; UNDP; 2001), this view was largely dominant. The reality is not so rosy. Not only there are huge disparities in the intensity with which ICT are adopted and used across countries, but also there are still large differences within industrialized countries. Indeed, differences in economic development still shape the rate of the adoption of these technologies, at the firm, regional and country level. The reasons behind these stylized facts have been investigated at length in recent times. This paper contributes to the literature in several ways. First, it focuses on intra-national or regional differences, which is a much less explored dimension of the digital divide. Second, it uses a new metric for the adoption of ICT, namely the number of second level Internet domain names, registered under the ccTLD “.it.”. Finally, it explicitly combines the analysis of determinants with a spatial econometric approach. Thanks to the availability of panel data for both the dependent and the explanatory variables (time period: 1990-2001), spatial and temporal effect are simultaneously taken into account. Panel data techniques that account for temporal correlations are in widespread use while there have been a variety of studies accounting for spatial autocorrelation (see for instance Coughlin et al. 2003; Dubin, 1992; McMillan, 2004). However one of the major drawbacks to many analyses is that they fail to integrate the spatial and temporal correlations that are present in geographical systems (Elhorst, 2003).

We define seven desirable features for such ontologies and examine whether or not these features are supported by eleven disease ontologies. The four ontologies most closely aligned with our desiderata are Disease Ontology, SNOMED CT, NCI thesaurus and UMLS

    Product line architecture recovery with outlier filtering in software families: the Apo-Games case study

    Software product line (SPL) approach has been widely adopted to achieve systematic reuse in families of software products. Despite its benefits, developing an SPL from scratch requires high up-front investment. Because of that, organizations commonly create product variants with opportunistic reuse approaches (e.g., copy-and-paste or clone-and-own). However, maintenance and evolution of a large number of product variants is a challenging task. In this context, a family of products developed opportunistically is a good starting point to adopt SPLs, known as extractive approach for SPL adoption. One of the initial phases of the extractive approach is the recovery and definition of a product line architecture (PLA) based on existing software variants, to support variant derivation and also to allow the customization according to customers’ needs. The problem of defining a PLA from existing system variants is that some variants can become highly unrelated to their predecessors, known as outlier variants. The inclusion of outlier variants in the PLA recovery leads to additional effort and noise in the common structure and complicates architectural decisions. In this work, we present an automatic approach to identify and filter outlier variants during the recovery and definition of PLAs. Our approach identifies the minimum subset of cross-product architectural information for an effective PLA recovery. To evaluate our approach, we focus on real-world variants of the Apo-Games family. We recover a PLA taking as input 34 Apo-Game variants developed by using opportunistic reuse. The results provided evidence that our automatic approach is able to identify and filter outlier variants, allowing to eliminate exclusive packages and classes without removing the whole variant.     The Archives Unleashed Project: Technology, Process, and Community to Improve Scholarly Access to Web Archives

    The Archives Unleashed project aims to improve scholarly access to web archives through a multi-pronged strategy involving tool creation, process modeling, and community building -- all proceeding concurrently in mutually --reinforcing efforts. As we near the end of our initially-conceived three-year project, we report on our progress and share lessons learned along the way. The main contribution articulated in this paper is a process model that decomposes scholarly inquiries into four main activities: filter, extract, aggregate, and visualize. Based on the insight that these activities can be disaggregated across time, space, and tools, it is possible to generate "derivative products", using our Archives Unleashed Toolkit, that serve as useful starting points for scholarly inquiry. Scholars can download these products from the Archives Unleashed Cloud and manipulate them just like any other dataset, thus providing access to web archives without requiring any specialized knowledge. Over the past few years, our platform has processed over a thousand different collections from over two hundred users, totaling around 300 terabytes of web archives.This research was supported by the Andrew W.     THE ABSENCE OF IMPORTANT CAREWORDS AMONG UNIVERSITY WEBSITES: A PRELIMINARY STUDY ON WEB USABILITY

    Most universities have a website with one of prevalent basic purpose is to provide an information to current and prospective students. The university web developers quite often neglect the process to incorporate customers’ voice during the development process, as suggested by the web usability, an area within humancomputer interaction (HCI) research. As many web users rely on a search engine to seek information, the inclusion of words that are most likely used by them (called carewords), in a web site are very critical. This paper aims to present a preliminary investigation of usability aspects in university websites, by focusing on the web content. This study applies Internet research methods. A simulation of a hypothetical case in which a prospective university student intends to study in Surabaya is performed. Search-words “kuliah di Surabaya”, “universitas di Surabaya”, and “kuliah teknik industri” are applied in Yahoo and Google search engines. The top 20 links obtained from each searching task are analyzed. Secondary data from EPSBED website was supplied to support the analysis. Furthermore, a content analysis using was conducted to selected websites of universities located in Surabaya. Overall, the findings emphasize that mismatch between the terms used by audiences and those presented in the web content could reduce the visibility of the website. Finally, this study suggests the university web developers to be more intensive applying usability principles to make their websites visible and accessible to potential students, as well as usable to other intended stakeholders

    The geography of .pt top level domain. The internet diffusion in Portugal and its implications for the decrease of spatial disparities.

    The radical role of information and communication technology (ICT) is one of the most visible topic in the media today and seems to grow from day to day, as well as telecommunications are gradually becoming the central infrastructure tying together our society. The advent of these technologies during the past decades, and their widespread use, is radically transforming the dynamics of communication and our understanding of spatial relationships (by the reduce of distances and the increase of accessibility to information and new services). If there are many studies, attempting to show how city management and regional development policies can creatively address the complex linkages between ICT and urban and regional prosperity (influencing the objective of increasing urban living conditions, combating inwardness, promoting employment and economic competitiveness and supporting social integration policies), there are also many authors arguing that electronic communications reinforce existing patterns of physical communication rather than create new patterns. These suppositions are usually theoretical discussions, that needs to be rigorously tested with empirical analysis and comparative perspectives. The main objective of this paper is precisely to present a detailed study about Portugal, with the purpose of questioning the decrease of spatial disparities due to the potential influence of ICT’s. This research is mostly based on new spatial statistics, collected, mapped and analysed in order to understand the diffusion process of the most sophisticated, diverse and capable telecommunication infrastructures, and consequently verify the plasticity of space throughout Portugal, and the ways it has been stretched or compressed. We will be focusing the globally-interconnected set of computer networks, known as ‘The Internet’, which is widely used by millions of individuals, firms and institutions every day, as a way to get into an invisible domain, popularly known as cyberspace, in order to seek information, marketing new services and products, and as means of communication within and between organizations. We believe that this invisible territories of the cyberspace do have a geography and, in an attempt to reveal its topography, we should analyse the spatial patterns of the ownership of Internet space. Despite the rapid growth of Internet in recent years, and the gradually recognition of its implications, there is a lack of knowledge about its geographic diffusion and its attendant implication for regional urban development. Specially in what concerns to its effective role to generate substantial adjustments on traditional portuguese regional dichotomies, or instead, if it is an unexpected contribute to reinforce territorial disintegration tendencies. For the empirical research will try to find links between cyberspace and the portuguese physical geography. In our opinion a good way to achieve this goal is discovering which and where are located the portuguese entities that recognize the importance to distribute globally information, about their activities and services, through the use of the Internet. For that we will explore the compulsory registration of all .pt domain names on one single institution –Foundation for National Scientific Computing- (FNSC), which performs all the registration services for the geographical .pt domain.
