    An evaluation of the broadband ecosystem in Western Downs region (WDR)

    There is a large body of research on broadband adoption and use at the macro and national level, however, there is limited research on rural and remote areas. This research provides an in-depth understanding of the broadband ecosystem in terms of supply (broadband infrastructure), and household demand (adoption and use) of broadband Internet and its impact (building and maintaining social capital) in the Western Downs Region (WDR) of Queensland, Australia. Using the broadband ecosystem as an overarching framework, three phases and a mixed methods approach was used to conduct an in-depth explanatory case study of the WDR. The first research phase collected publicly available archival (primarily quantitative) data and field data from testing of mobile networks to determine and evaluate the status (supply) of broadband infrastructure in the WDR (RQ1). The second research phase collected primarily qualitative information using semi-structured interviews to address research questions (RQ2 and RQ3). The third phase, using a survey, collected quantitative data to validate and test broadband adoption, use and impact components of the broadband ecosystem (RQ2 and RQ3, 13 hypotheses). Thereby, the second and third research phase determined the extent of adoption and use of broadband Internet services by households and its impact in helping to build and maintain social capital in rural communities in the WDR. The research findings show that there are limitations in broadband infrastructure in remote and outer regional locations. In these locations, most households rely on mobile broadband services which were clearly demonstrated to be patchy at best in most areas of the WDR. To a lesser extent in remote and outer regional locations affordability of mobile broadband is also an issue for households given the lower socio-economic status of much of rural Australia including the WDR. Furthermore, data quotas are much more expensive for mobile broadband and satellite broadband in comparison to wired broadband. Hence, there would also appear to be a digital divide, particularly between remote and outer regional locations of the WDR and inner regional and urban locations in Australia. The researcher also demonstrated that this reflects a similar situation in many other remote and outer regional locations in Australia. The findings indicate that most households have moved beyond the adoption phase to the use phase and indicate that hedonic outcomes, self-efficacy and number of years of Internet use are significant determinants of actual use of broadband. Conversely, perceived cost, prior knowledge and experience factors were found to be significant determinants of intention to adopt and use broadband services. However, utilitarian outcomes and purchase complexity had no significant impact on intention to adopt and use. The study also found that broadband Internet use has significant impact for rural communities in the WDR by helping to build and maintain social capital (bonding and bridging). This research has made several important contributions to knowledge, theory and practice. Firstly, this research adapted the Broadband Ecosystem framework to incorporate system quality and impact components of information systems success theory, Technology Acceptance Model (TAM) and Model of Adoption of Technology in Household (MATH) technology adoption theories and two dimensions of social capital theory (bridging and bonding theory) which complement the overarching economic theory of supply and demand in this theoretical and conceptual model. Secondly, this research addressed an important gap in information systems research -the lack of empirical research on digital infrastructure. In this study, broadband infrastructure was included in a comprehensive evaluation of the broadband ecosystem in a rural setting, the WDR. Thirdly, by focusing on two units of analysis broadband infrastructure in a rural region and household adoption, and use and impact of broadband this study addresses important research problems from a societal and government policy perspectives. Fourthly, this research examined and validated the broadband ecosystem framework using mixed methods approach in a rural context. Finally, this research has made significant practical contributions which can inform government policy by identifying that availability, reliability and affordability shortcomings of broadband infrastructure in outer regional and remote regions is impacting household adoption, use and benefits of broadband services in rural Australia. Hence, future government policy needs to ensure that access to reliable and high speed broadband services is part of its Universal Service Obligation so that the current shortcomings in broadband infrastructure in rural Australia are prioritised and addressed. This study confirms that improved access and more effective use of broadband could help to address the digital divide that currently exists between rural and urban Australia and also help to build and maintain social capital in rural communities

    Assessing regional digital competence: Digital futures and strategic planning implications

    Understanding strategic decisions aimed at addressing regional economic issues is of increasing interest among scholars and policy makers today. Thus, studies that proffer effective strategies to address digital futures concerns from social and policy perspectives are timely. In light of this, this research uses strengths, weaknesses, opportunities and threats (SWOT) analysis tool to frame a regional strategy for digital futures to enhance place-specific digital connectivity and socio-economic progress. Focus group discussions and a structured questionnaire were conducted to examine a SWOT for a digital economy strategy in the Southern Downs Region in Queensland, Australia. The findings show that while the proposed regional strategies for digital futures are susceptible to internal and external forces, strategic planning makes them manageable. The study’s findings also reveal that adaptive strategic planning can help regulate the effects of internal and external factors that shape individual and organisational responses to digital transformation, and that these factors promote regional competitiveness

    Broadband : towards a national plan for Scotland

    The development of national broadband plans has been used by many countries to join up different areas of governmental and regulatory activities and to set ambitious targets for ubiquitous access to and use of the latest fixed and wireless networks and services. For Scotland this requires working within EU and UK legislative frameworks, which have also provided the bulk of the finance for interventions. It also requires an understanding of the significant weaknesses of urban broadband adoption compared to other UK and EU nations and of its e-commerce supply and demand. While resources are being targeted at rural and remote areas, more are needed to close the social digital divide, which is unavoidable if the stated ambition of being world class is to be achieved

    Community preferences for digital futures: regional perspectives

    The purpose of the study was to understand community preferences for digital futures in the Southern Downs Region in Queensland, Australia. This study examined the strengths, weaknesses, opportunities and threats of the digital future in the regional context. The methodology applied in this study included three focus group discussions (FGDs) along with a structured questionnaire survey for the participants. Some key suggestions which evolved from the FGDs are that digital services need to be cost-effective and people from low socio-economic backgrounds may require specific supportive measures. A consensus emerged that the provision of this vital digital education needs to be at low or subsidised cost at remote areas. It is therefore important to have a comprehensive understanding of community needs, demands and barriers to adoption to come up with a digital economy strategy for the future. While the FGDs provide an avenue for basic understanding of the broad range of issues at the community level, further micro-level analyses that shed light on the adoption and effects of digital technology on households and businesses are clearly warranted

    Broadbanding Brunswick: High-speed broadband and household media ecologies

    New research from the University of Melbourne and Swinburne University has found that 82% of households in the NBN first release site of Brunswick, Victoria, think the NBN is a good idea. The study, Broadbanding Brunswick: High-speed Broadband and Household Media Ecologies, examines the take-up, use and implications of high-speed broadband for some of its earliest adopters. It looks at how the adoption of high-speed broadband influences household consumption patterns and use of telecoms. The survey of 282 Brunswick households found there had been a significant uptake of the NBN during the course of the research. In 2011, 20% of households were connected to the NBN and in 2012 that number had risen to 34%. Families, home owners, higher income earners and teleworkers were most likely to adopt the NBN. Many NBN users reported paying less for their monthly internet bills, with 49% paying about the same.     Australian local governments and the early national broadband network roll-out: an online survey

    A recent decision by the Australian Federal Government to reassess the scale of the National Broadband Network (NBN) will leave the country with a patchwork of different levels of access to the infrastructure. This intensifies the need to investigate and evaluate the implications of telecommunication at the local level. The paper opens a discussion on the different approaches taken by local government authorities towards the NBN in the early roll-out localities. Building upon the international literature, it analyses the empirical data collected from the Australian local governments involved with the early NBN roll-out using an online survey. The findings reveal an interesting diversity in the approaches taken at the local level, and show how decision-making at higher levels of government can impact local outcomes

    Toward Universal Broadband in Rural Alaska

    The TERRA-Southwest project is extending broadband service to 65 communities in the Bristol Bay, Bethel and Yukon-Kuskokwim regions. A stimulus project funded by a combination of grants and loans from the Rural Utilities Service (RUS), TERRA-Southwest has installed a middle-mile network using optical fiber and terrestrial microwave. Last-mile service will be through fixed wireless or interconnection with local telephone networks. The State of Alaska, through its designee Connect Alaska, also received federal stimulus funding from the National Telecommunications and Information Administration (NTIA) for tasks that include support for an Alaska Broadband Task Force “to both formalize a strategic broadband plan for the state of Alaska and coordinate broadband activities across relevant agencies and organizations.” Thus, a study of the impact of the TERRA project in southwest Alaska is both relevant and timely. This first phase provides baseline data on current access to and use of ICTs and Internet connectivity in rural Alaska, and some insights about perceived benefits and potential barriers to adoption of broadband. It is also intended to provide guidance to the State Broadband Task Force in determining how the extension of broadband throughout the state could contribute to education, social services, and economic activities that would enhance Alaska’s future. Results of the research could also be used proactively to develop strategies to encourage broadband adoption, and to identify applications and support needed by users with limited ICT skills.Connect Alaska.     Older Australians and the Internet

    In late 2009, Sandra Haukka secured funding from the auDA Foundation to explore what older Australians who never or rarely use the Internet (referred to as ‘non-users’) know about the types of online products and services available to them, and how they might use these products and services to improve their daily life. This project aims to support current and future strategies and initiatives by: 1) exploring the extent to which non-users are aware of the types and benefits of online products and services, (such as e-shopping, e-banking, e-health, social networking, and general browsing and research) as well as their interest in them b) identifying how the Internet can improve the daily life of older Australians c) reviewing the effectiveness of support and services designed to educate and encourage older people to engage with the Internet d) recommending strategies that aim to raise non-user awareness of current and emerging online products and services, and provide non-users with the skills and knowledge needed to use those products and services that they believe can improve their daily life.
