    Libya after the civil war: regime change and democratisation

    This article examines changes in Libya’s internal security, politics, economy and international relations since the start of the revolution in February 2011. Our main argument is that in order to transition from authoritarianism to democracy significant change in each of these four, mutually reinforcing, areas is needed. Drawing on data collected through media analysis and field work, we offer a discussion of the nature of change in Libya and how far the country has democratised. We claim that significant changes in Libya’s political system and foreign relations have taken place since 2011 that reinforce the process of democratisation. Within the political system these changes include the conduct of free and fair elections, the formation of new political parties, the reinforcement of civil rights and liberties, governmental accountability and the emergence of a participant political culture. Within foreign relations they include deeper cooperation with regional and international actors, reintegration into the Arab League, and rapprochement with Western states. However, we also observe that structural economic changes, in particular raising personal incomes and lowering poverty, and the normalisation of security provision are moving forward more slowly. We conclude that democratisation in Libya is taking place and there is a solid possibility that embedded democracy will emerge in Libya in the medium to long-term

    Escaping from American intelligence : culture, ethnocentrism and the Anglosphere

    The United States and its closest allies now spend over $100 billion a year on intelligence. Ten years after 9/11, the intelligence machine is certainly bigger - but not necessarily better. American intelligence continues to privilege old-fashioned strategic analysis for policy-makers and exhibits a technocratic approach to asymmetric security threats, epitomized by the accelerated use of drone strikes and data-mining. Distinguished commentators have focused on the panacea of top-down reform, while politicians and practitioners have created entire new agencies. However these prescriptions for change remain conceptually limited because of underlying Anglo-Saxon presumptions about what intelligence is. Although intelligence is a global business, when we talk about intelligence we tend to use a vocabulary that is narrowly derived from the experiences of America and its English-speaking nebula. This article deploys the notion of strategic culture to explain this why this is. It then explores the cases of China and South Africa to suggest how we might begin to rethink our intelligence communities and their tasks. It argues that the road to success is about individuals, attitudes and cultures rather than organizations. Future improvement will depend on our ability to recognize the changing nature of the security environment and to practice the art of ‘intelligence among the people’. While the United States remains the world’s most significant military power, its strategic culture is unsuited to this new terrain and arguably other countries do these things rather better

    Rethinking militarism in post-apartheid South Africa

    This paper argues that contemporary South Africa is marked by a co-existence of both old and new forms of militarism. It tries to move beyond the statist conception of militarism in much of the scholarly literature in order to examine social relations more broadly, and the appropriation of the means and instruments of violence by non-state groups. The paper argues that a shallow and uneven process of state demilitarisation was underway in South Africa from 1990 in the form of reductions in military expenditure, weapons holdings, force levels, demobilisation, employment in arms production and base closures. However, this has had contradictory consequences. The failure to provide for the effective social integration of ex-combatants throughout the Southern African region, as well as ineffective disarmament in post-conflict peace building, has provided an impetus to a 'privatised militarism'. This is evident in three related processes: new forms of violence, the commoditisation of security, through the growth of private security firms and, most importantly, the proliferation of small arms. It is argued that small arms are highly racialised and linked to a militarised conception of citizenship. This feeds into a militarist nationalism, which claims a powerful army as an indicator of state power, which helps to explain a process of re-militarisation - evident in the R60 billion re-armament programme and increasing reliance on the military as an instrument of foreign policy since 1998. The paper concludes by emphasizing the need for a regional approach to security as a further corrective to a narrow, statist focus on the South African National Defence Force

    The Eastern Partnership Initiative: A New Opportunity for Neighbours?

    The EU's relationship with its neighbours to the east has long been founded on the aspiration to build a kind of partnership that does not automatically offer the prospect of membership to former Soviet republics apart from the Baltic States. The mechanism for this was initially the European Neighbourhood Policy, embracing a wider range of countries, which has been further buttressed by the Eastern Partnership initiative (EaP) in an effort to revitalize the partnership-building process in the east. Although more differentiated and versatile, the EaP has nevertheless inherited the Neighbourhood Policy's original conceptual limitations, especially concerning the ill-defined nature of partnership. Practical limitations, on the other hand, include the policy's lack of coherence and management, as well as its low visibility and public appreciation on the ground across the board. The East European response to the EU's initiative reveals further tensions and contradictions, especially pertaining to partner countries' geopolitics and cultural and civilization differences. It is clear that the EU's ‘politics of inclusion’ needs further conceptualization in order to shift the balance away from the EU towards the partner countries themselves. Only in these circumstances of de-centring can the notion of partnership become true and effective

    Convergence towards a European strategic culture? A constructivist framework for explaining changing norms.

    The article contributes to the debate about the emergence of a European strategic culture to underpin a European Security and Defence Policy. Noting both conceptual and empirical weaknesses in the literature, the article disaggregates the concept of strategic culture and focuses on four types of norms concerning the means and ends for the use of force. The study argues that national strategic cultures are less resistant to change than commonly thought and that they have been subject to three types of learning pressures since 1989: changing threat perceptions, institutional socialization, and mediatized crisis learning. The combined effect of these mechanisms would be a process of convergence with regard to strategic norms prevalent in current EU countries. If the outlined hypotheses can be substantiated by further research the implications for ESDP are positive, especially if the EU acts cautiously in those cases which involve norms that are not yet sufficiently shared across countries

    Economic resilience : including a case study of the global transition network

    This paper explores the dynamic properties of organisms and ecosystems that make them so resilient and capable of adapting to changing circumstances, allowing them to maintain an overall condition of coherence, wholeness and health while living in balance within the resources of the planet. Key principles of resilient ecological systems are explored including: self-regulation; positive and negative feedback; diversity; scale and context; cooperation; emergence and novelty; and ecological tipping points. In contrast, market based economic systems can produce unstable growth with unintended destruction of cultural and species diversity and homogenisation of global life-styles. The paper re-examines fundamental economic principles using insights from biological evolution and ecosystem dynamics to establish a foundation for more resilient economies. This involves experimenting with different models in different communities to find patterns of sustainable production and exchange appropriate to local regions. Fundamental steps in this direction include the emergence of self-organising local communities based on creative experimentation, re-localisation of core sectors of the economy (food, energy, health and education), evolution of local currencies and banking practices that support local enterprise and investment in green technologies, stimulation of decentralised renewable energy networks and economic reform aligned with ecological principles. The Transition Network provides a case study of an international community based movement that has been experimenting with putting some of these principles into practice at the local level. The aim of the Transition Network is to support community led responses to peak oil and climate change, building resilience and well-being. The concept of ecological resilience and its application to local economy is hard wired into the values and emerging structure of the network of transition communities across the globe. The movement started in the UK in 2005 and there are now over 1000 Transition initiatives spanning 34 countries across the world. Many attribute the success and phenomenal growth of the Transition Network to its emerging holographic structure that mimics cell growth within living organisms. Growing a more resilient food system in the face of the twin challenges of natural resource scarcity and climate change is central to the Transition movement. A set of principles for a post carbon resilient food economy in the UK are offered. These include an 80% cut in carbon emission in the food sector by 2050, agricultural diversification, prioritization of farming methods that establish and enhance carbon sinks, phasing out of dependence on fossil fuels in food growing, processing and distribution, promoting access to nutritious and affordable food, as well as promoting greater access to land for growing food in urban and peri-urban areas. Practical examples of Transition related projects in the food sector are presented across the following themes: access to land, low carbon production methods, food distribution systems, health and community gardens and orchards, and collaborative ownership models
