    This book provides a new theoretical framework of determinants that interact together in five hierarchical levels to restrain or produce corruption. The theory suggests a multilevel analysis that tests hypotheses regarding the relations of journalism and corruption within each level and across levels in international comparative research designs. Corruption as the abuse of power for private gain is built into the journalistic, economic, political, and cultural structures of any society and is affected by its interaction within the international system. The important questions of how differences in corruption across countries can be explained or what makes it more or less in a particular society and how press freedom and social media contribute to the fight against corruption are still unanswered. This book represents a significant contribution on the way to answer these critical questions. It discusses a variety of journalism-corruption experiences that provide a wealth of results and analyses. The cases it examines extend from Cuba to Algeria, India, Saudi Arabia, Sub-Saharan African, Gulf Cooperation Countries, Arab World, and Japan. The primary contribution of this book is both theoretical and empirical. Its details as well as the general theoretical frameworks make it a useful book for scholars, academics, undergraduate and graduate students, journalists, and policy makers

    Deliberative framings and the constitution of "Geringonça": from media frames to readers' comments

    This article analyses how the formation of the XXIst Portuguese Constitutional Government, supported by the Parliamentarian Left (Socialist Party, Communist Party and the far-left organization Left Block that holds together fringes from ecologists movements, Trotskyists groups, and ex-Maoists organizations) was framed by "Observador", a right-wing online newspaper, ideologically opposed, from the editorial point of view, to the new Government. Simultaneously, we aim to understand if this framing process was followed by the audience. The comments posted by the newsreaders on the website but also on Facebook were analyzed during the formation of the new political solution. The goal was to determine whether there was a relationship between the frames used by the medium, and the opinion expressed by its readers. The results show a higher presence of the game-strategy frame in the media coverage of XXIst Constitutional Government formation process, but a closer look reveals that the most common employed narrative frames were on political impacts and conflict stories, resulting from an accentuated political turn to the left. Our analysis shows that the "Observador"'s audience triggered different interpretative frameworks always sharing an opposition to the formation of the left Government

    Bullying embraces the virtual world : elucidating the psychosocial determinants and correlates of traditional vs. cyberbullying types

    Rapid technological development has drastically changed the social landscape, redefining the ways youth stay connected and communicate with one another. New technologies provide a virtual platform where cyberbullying behaviours are able to thrive. Although international research has made considerable progress in advancing our understanding of traditional forms of bullying, much remains to be done to uncover the complexities of cyberbullying phenomena. This thesis aims to address the research gaps and methodological limitations associated with cyberbullying research by conducting a mixed methods investigation from an ecological framework, to provide a richer and a more complete understanding of bullying phenomena. A total quantitative sample of 625 students was recruited from two NSW secondary schools across grades 7 through 10. A qualitative subsample of 81 participants drawn from the same two schools included the students (n = 57), their parents (n = 10), educational staff and school counsellors (n = 14). Three interrelated studies were conducted to advance cyberbullying research: Study 1 developed a new, psychometrically sound instrument titled the Adolescent Cyber Bullying Instrument (ACBI), which is grounded in a strong theoretical framework and which measures cyberbullying behaviours across all potential perspectives. Confirmatory factor analysis (CFA) and tests of invariance revealed that the new continuous measure was valid and reliable. Study 2 used structural equation modelling (SEM) to uncover the effects of gender, grade, and school context on cyberbullying and traditional bullying behaviour, as well as to investigate the psychosocial correlates of involvement. The results revealed that students involved in any cyberbullying role (victim, bully, or bystander) were significantly more likely to report symptoms of depression, although to varying degrees. Generally speaking, cyber victims reported experiencing significantly lower perceptions of physical appearance and parental relations self-concept, whilst cyberbullies reported significantly poorer parental relations and verbal and mathematical (English and maths) self-concept. Interestingly, bystanders witnessing happy slapping behaviours (e.g., embarrassing situations that were set up, recorded and subsequently posted online) also reported significant experiences of depression. These results provide preliminary evidence suggesting that students involved in happy slapping incidents may also be at a greater risk of adverse mental health consequences. Lastly, Study 3 captured the perspectives of all school stakeholders involved (students, their parents, educators and school counsellors) by uncovering shared bullying experiences. Stakeholder interviews clarified definitions of different cyberbullying forms, why students engage in bullying perpetration, the impact bullying has on peers and families, reasons for the reluctance to disclose, the relation between traditional and cyber forms of bullying, and generated valuable practical suggestions to seed sustainable intervention/prevention programs addressing bullying. One of the most important findings showed that traditional forms of bullying and cyberbullying are positively correlated, suggesting that anti-bullying prevention programs need to target both forms of bullying, to effectively reduce all incidents, both offline and online. Preliminary results indicate that bullying begins in school hours and transfers across to online environments. This reveals that portable technology has provided bullying access to previously established safe havens such as the family home. Further implications of these findings for theory, research, and schools are discussed

    Transforming Disinformation on Minorities Into a Pedagogical Resource: Towards a Critical Intercultural News Literacy

    Intercultural competence and diversity awareness are relevant to handling "fake news" related to minorities and migrants, thus preventing "othering" and stereotyping of vulnerable populations. Teachers and schools can play a central role in preventing the spread of far-right ideologies and the dissemination of false information and hate discourse. For that, bringing together intercultural competence and news literacy, conceptualised as "critical intercultural news literacy," is needed to navigate disinformation related to minorities and their connection to polarising themes. In this article, we focus on false or misleading information published on online platforms that brings together two salient topics: the Covid-19 pandemic and minorities. We discuss the issues of concern around the transformation of such material into a didactic resource for the school context and we question whether such practice can (paradoxically) lead to reinforcing or reproducing its undesirable content, i.e., to the othering of school populations that are targeted by false or manipulative information. This leads us to discuss potential problems associated with the pedagogical use of false information by teachers and, in resonance with the theme of this thematic issue, we claim that inclusive media education should also be an education for diversity and inclusion, through the development of critical intercultural news literacy

    Rulemaking in 140 Characters or Less: Social Networking and Public Participation in Rulemaking

    Rulemaking—the process by which administrative agencies make new regulations—has long been a target for egovernment efforts. The process is now one of the most important ways the federal government makes public policy. Moreover, transparency and participation rights are already part of its legal structure. The first generation of federal erulemaking involved putting the conventional process online by creating an e-docket of rulemaking materials and allowing online submission of public comments. Now the Obama administration is urging agencies to embark on the second generation of technology-assisted rulemaking, by bringing social media into the process. In this Article we describe the initial results of a pilot Rulemaking 2.0 system, Regulation Room, with particular emphasis on its social networking and other Web 2.0 elements. Web 2.0 technologies and methods seem well suited to overcoming one of the principal barriers to broader, better public participation in rulemaking: unawareness that a rulemaking of interest is going on. We talk here about the successes and obstacles to social-media based outreach in the first two rulemakings offered on Regulation Room. Our experience confirms the power of viral information spreading on the Web, but also warns that outcomes can be shaped by circumstances difficult, if not impossible, for the outreach effort to control. There are two additional substantial barriers to broader, better public participation in rulemaking: ignorance of the rulemaking process, and the information overload of voluminous and complex rulemaking materials. Social media are less obviously suited to lowering these barriers. We describe here the design elements and human intervention strategies being used in Regulation Room, with some success, to overcome process ignorance and information overload. However, it is important to recognize that the paradigmatic Web 2.0 user experience involves behaviors fundamentally at odds with the goals of such strategies. One of these is the ubiquitousness of voting (through rating, ranking, and recommending) as “participation” online. Another is what Web guru Jacok Neilsen calls the ruthlessness of users in moving rapidly through web sites, skimming rather than carefully reading content and impatiently seeking something to do quickly before they move on. Neither of these behaviors well serves those who would participate effectively in rulemaking. For this reason, Rulemaking 2.0 systems must be consciously engaged in culture creation, a challenging undertaking that requires simultaneously using, and fighting, the methods and expectations of the Web
