    A Guide to Evaluating Marine Spatial Plans

    Marine spatial plans are being developed in over 40 countries around the world, to distribute human activities in marine areas more sustainably and achieve ecological, social, and economic objectives. Monitoring and evaluation are often considered only after a plan has been developed. This guide will help marine planners and managers, monitor and evaluate the success of marine plans in achieving real results and outcomes. This report emphasizes the importance of early integration of monitoring and evaluation in the planning process, the importance of measurable and specific objectives, clear management actions, relevant indicators and targets, and involvement of stakeholders throughout the planning process.

    The role of economics in ecosystem based management:The case of the EU Marine Strategy Framework Directive; first lessons learnt and way forward

    The EU Marine Strategy Framework Directive (MSFD) sets out a plan of action relating to marine environmental policy and in particular to achieving ‘good environmental status’ (GES) in European marine waters by 2020. Article 8.1 (c) of the Directive calls for ‘an economic and social analysis of the use of those waters and of the cost of degradation of the marine environment’. The MSFD is ‘informed’ by the Ecosystem Approach to management, with GES interpreted in terms of ecosystem functioning and services provision. Implementation of the Ecosystem Approach is expected to be by adaptive management policy and practice. The initial socio-economic assessment was made by maritime EU Member States between 2011 and 2012, with future updates to be made on a regular basis. For the majority of Member States, this assessment has led to an exercise combining an analysis of maritime activities both at national and coastal zone scales, and an analysis of the non-market value of marine waters. In this paper we examine the approaches taken in more detail, outline the main challenges facing the Member States in assessing the economic value of achieving GES as outlined in the Directive and make recommendations for the theoretically sound and practically useful completion of the required follow-up economic assessments specified in the MSFD

    Modeling and Real-Time Scheduling of DC Platform Supply Vessel for Fuel Efficient Operation

    DC marine architecture integrated with variable speed diesel generators (DGs) has garnered the attention of the researchers primarily because of its ability to deliver fuel efficient operation. This paper aims in modeling and to autonomously perform real-time load scheduling of dc platform supply vessel (PSV) with an objective to minimize specific fuel oil consumption (SFOC) for better fuel efficiency. Focus has been on the modeling of various components and control routines, which are envisaged to be an integral part of dc PSVs. Integration with photovoltaic-based energy storage system (ESS) has been considered as an option to cater for the short time load transients. In this context, this paper proposes a real-time transient simulation scheme, which comprises of optimized generation scheduling of generators and ESS using dc optimal power flow algorithm. This framework considers real dynamics of dc PSV during various marine operations with possible contingency scenarios, such as outage of generation systems, abrupt load changes, and unavailability of ESS. The proposed modeling and control routines with real-time transient simulation scheme have been validated utilizing the real-time marine simulation platform. The results indicate that the coordinated treatment of renewable based ESS with DGs operating with optimized speed yields better fuel savings. This has been observed in improved SFOC operating trajectory for critical marine missions. Furthermore, SFOC minimization at multiple suboptimal points with its treatment in the real-time marine system is also highlighted

    Identifying ecosystem key factors to support sustainable water management

    There is a growing consensus that sustainable development requires a behavioral change, forced by firm decision-making. However, existing decision-supporting tools are unlikely to provide relevant information, hampered by the complexity of combined socio-economic and natural systems. Protecting the intrinsic value of ecosystems and providing sufficient natural resources for human use at the same time leads up to a wide span of management, ranging from species traits to governance. The aim of this study is to investigate the interactions between the natural and economic systems from the perspective of sustainable development. The way to reduce systems complexity by selecting key factors of ecosystem functioning for policy and management purposes is discussed. To achieve this, the Pentatope Model is used as a holistic framework, an ecosystem nodes network is developed to select key factors, and a combined natural and socio-economic valuation scheme is drawn. These key factors—abiotic resources and conditions, biodiversity, and biomass—are considered fundamental to the ecosystem properties habitat range and carrying capacity. Their characteristics are discussed in relation to sustainable water management. The conclusion is that sustainable development requires environmental decision-making that includes the intrinsic natural value, and should be supported by ecological modelling, additional environmental quality standards, and substance balances

    Scenarios for the development of smart grids in the UK: literature review

    Smart grids are expected to play a central role in any transition to a low-carbon energy future, and much research is currently underway on practically every area of smart grids. However, it is evident that even basic aspects such as theoretical and operational definitions, are yet to be agreed upon and be clearly defined. Some aspects (efficient management of supply, including intermittent supply, two-way communication between the producer and user of electricity, use of IT technology to respond to and manage demand, and ensuring safe and secure electricity distribution) are more commonly accepted than others (such as smart meters) in defining what comprises a smart grid. It is clear that smart grid developments enjoy political and financial support both at UK and EU levels, and from the majority of related industries. The reasons for this vary and include the hope that smart grids will facilitate the achievement of carbon reduction targets, create new employment opportunities, and reduce costs relevant to energy generation (fewer power stations) and distribution (fewer losses and better stability). However, smart grid development depends on additional factors, beyond the energy industry. These relate to issues of public acceptability of relevant technologies and associated risks (e.g. data safety, privacy, cyber security), pricing, competition, and regulation; implying the involvement of a wide range of players such as the industry, regulators and consumers. The above constitute a complex set of variables and actors, and interactions between them. In order to best explore ways of possible deployment of smart grids, the use of scenarios is most adequate, as they can incorporate several parameters and variables into a coherent storyline. Scenarios have been previously used in the context of smart grids, but have traditionally focused on factors such as economic growth or policy evolution. Important additional socio-technical aspects of smart grids emerge from the literature review in this report and therefore need to be incorporated in our scenarios. These can be grouped into four (interlinked) main categories: supply side aspects, demand side aspects, policy and regulation, and technical aspects.

    This volume contains the main results of the EC FP7 “The Ocean of Tomorrow” Project CoCoNet, divided in two sections: 1) a set of guidelines to design networks of Marine Protected Areas in the Mediterranean and the Black Seas; 2) a smart wind chart that will allow evaluating the possibility of installing Offshore Wind Farms in both seas. The concept of Cells of Ecosystem Functioning, based on connectivity, is introduced to define natural units of management and conservation. The definition of Good Environmental Status, as defined in the Marine Strategy Framework Directive, is fully embraced to set the objectives of the project, by adopting a holistic approach that integrates a full set of disciplines, ranging from physics to bio-ecology, economics, engineering and many sub-disciplines.
