Two Decades of Maude
This paper is a tribute to JosĂ© Meseguer, from the rest of us in the Maude team, reviewing the past, the present, and the future of the language and system with which we have been working for around two decades under his leadership. After reviewing the origins and the language's main features, we present the latest additions to the language and some features currently under development. Two Decades of Developmentalism: Bottlenecks and Plans of State Intervention in Brazil in the Second Half of the Twentieth Century
This work takes as its theme public policies on development. It aims an overall analysis of the most urgent issues of political and economic plans launched in Brazil in the second half of the twentieth century. Specifically, the intention is to discuss the establishment of government policies in combating bottlenecks in the national economy through the Plans. This is an article based on concepts of development and the major general lines of the development plans in this country. Kon’s works (1999) are the fundamental theoretical basis. We notice that Brazil experienced two very different decades, the 1970s and 1980s: the first focused investment for economic growth; the second, turned to fighting inflation. Because of discourses and appointed limits, developmentalism occurred, but no development in the strict sense. Two decades of pulsar timing of Vela
Pulsar timing at the Mt Pleasant observatory has focused on Vela, which can
be tracked for 18 hours of the day. These nearly continuous timing records
extend over 24 years allowing a greater insight into details of timing noise,
micro glitches and other more exotic effects. In particular we report the
glitch parameters of the 2004 event, along with the reconfirmation that the
spin up for the Vela pulsar occurs instantaneously to the accuracy of the data.
This places a lower limit of about 30 seconds for the acceleration of the
pulsar to the new rotational frequency. We also confirm of the low braking
index for Vela, and the continued fall in the DM for this pulsar.Comment: Isolated Neutron Stars conference, London, April 24-28 200

Life-Detection Technologies for the Next Two Decades
Since its inception six decades ago, astrobiology has diversified immensely
to encompass several scientific questions including the origin and evolution of
Terran life, the organic chemical composition of extraterrestrial objects, and
the concept of habitability, among others. The detection of life beyond Earth
forms the main goal of astrobiology, and a significant one for space
exploration in general. This goal has galvanized and connected with other
critical areas of investigation such as the analysis of meteorites and early
Earth geological and biological systems, materials gathered by sample-return
space missions, laboratory and computer simulations of extraterrestrial and
early Earth environmental chemistry, astronomical remote sensing, and in-situ
space exploration missions. Lately, scattered efforts are being undertaken
towards the R&D of the novel and as-yet-space-unproven life-detection
technologies capable of obtaining unambiguous evidence of extraterrestrial
life, even if it is significantly different from Terran life. As the suite of
space-proven payloads improves in breadth and sensitivity, this is an apt time

Central Asia after Two Decades of Independence
After becoming independent in 1991, the five Central Asian countries pursued differing transition paths from the defunct central planning. This paper analyses the connection between economic policies and performance during the 1990s and 2000s. Performance over the two decades has been determined by resource endowments rather than by policy. International relations, which were predicted to centre on a new Great Game among external powers, have been more muted than anticipated, centring on geopolitics and pipelines, and with a consequence of hampering desirable economic cooperation within Central Asia. Prospects for significant change in the near future are limited because by the end of the 1990s the window of opportunity for policy initiatives had shut and entrenched political regimes had no incentive to sponsor major reforms.
