    Risks and Uncertainties in Citizens’ Trust and Adoption of E-Government: A Proposed Framework

    This paper presents a conceptual framework to identify risks and uncertainty as relevant factors for assessing citizens’ trusts and their adoption intention of e-government. To strengthen the arguments on the effects of risk aversion and uncertainty avoidance on trust in the adoption intention of egovernment, a research model grounded in trust, perceived risk and uncertainty, risk aversion and uncertainty avoidance framework is proposed based on a review of an extensive literature. This study will be conducted by using an online survey questionnaire. The study findings are expected to enhance our knowledge on the factors associated with citizen’s intention to adopt e-government

    Trust and Risk in eGovernment Adoption

    Citizen confidence in the competence of the government and the reliability of the technology used to implement egovernment initiatives is imperative to the wide-spread adoption of e-government. This study analyzes how citizens’ trust in technology and government affect their willingness to engage in e-government transactions. We proposes a model of egovernment trust composed of disposition to trust, institution-based trust (IBT), characteristic-based trust (CBT) and perceived risk. Data were collected via a survey of 214 citizens ranging in age from 14 to 83 old. The model was tested using Structural Equation Modeling techniques. Results indicate that disposition to trust positively affects IBT and CBT trusts, which in turn affect intentions to use an e-government service. CBT trust also affects negatively perceived risk, which affects use intentions as well. Implications for practice and research are discussed

    Determinants of Trust in E-Government Adoption: A Case Study of Pakistan

    The main objective of e-Government is to better serve citizens. However, citizens’ likelihood to use e-Government services is very low especially in the context of developing countries. Lack of trust in e-Government systems has been recognized as one of the major barriers to e-Government services adoption. Citizens’ decision to use online services is dependent on their level of trust in the technology and the government. Lack of trust in the government and technology discourages the usage of e-Government services. The research work aims to identify the determinants of trust which influences the citizens’ intention to adopt e-Government services to conduct transaction with the government website. An online survey was conducted to collect data from 150 citizens’ of Pakistan. The data was analyzed using AMOS 18.0. The target population includes citizens who are internet users. The results of the survey revealed that perceived risk, trust in the internet, trust in the government, information security and transaction security are highly influential variables which influence the citizens’ intention to adopt e-Ggovernment services to conduct transaction with the government websites

    Despite increasing investment by governments globally, citizens in some countries are less willing to engage with e-government innovations. While previous studies have examined what might encourage citizens to adopt e-government services more broadly, further research is required to understand those factors that impede or enable e government adoption in countries that have, or are in the process of, transitioning to democratic self-rule. This study is the first to investigate citizen attitudes to e-government adoption in the Kurdistan Region of Iraq and thus provides insight into the factors affecting the adoption of e-government within an emerging democratic state. This study also distinguishes between two types of e-government services; informational and transactional. Thus a research model with two elements is developed and tested; one for intention to use informational e government and one for intention to use transactional e-government. Data were collected through a survey administered to university students and non-academic employees in Arbil the capital city of Kurdistan, and analysed using structural equation modelling. Perceived usefulness, social influence, trust in government and perceived risk were found to be significantly and directly associated with the intention to use both kinds of e-government services. However perceptions of ease of use, information quality and trust in the Internet were not significant

    Modelling the factors that influence the acceptance of digital technologies in e-government services in the UAE: a PLS-SEM approach

    The digital technologies such as internet play a crucial role in the management of operations of organizations in both public and private sectors. Such technologies support the implementation of effective digital business strategies. By reviewing the extant literature, this paper aims to identify factors that influence the intention to use digital technologies in order to develop a theoretical model which is then tested empirically using the PLS-SEM approach. While many studies have focused solely on the importance of social influence, perceived usefulness, perceived ease of use, awareness, perceived trust in technology, perceived trust in government, perceived cost, and perceived risk, this article brings them together to explain their linkage, and quantifies the relationship. This study is the first empirical attempt to explore the factors influence e-government services adoption in the UAE. Most specifically, this article emphasizes the role of social influence, perceived ease to use, and perceived trust in technology as the important determinants of the intention to digital technology adoption. The paper expands the traditional discussion by incorporating six variables, in addition to Davis’s (1989) the perceived ease to digital technologies use and perceived usefulness, in a model that acts as facilitator or barrier in the intention to use digital technologies. This article helps practitioners to understand of which factors should be given emphasis in enhancing the intention to use digital technologies. The model developed in this paper is not only a response to the need to understand what causes the variation in the intention to use digital technologies from the operation management perspective, it is also a response to practitioner needs to use an appropriate construct to ensure the effective operation and use of the digital technologies in e-government services. The paper will help to identify the key issues surrounding the digital technologies adoption that may lead the successful operations of e-government

    Modeling E-Government adoption: trust, perceived risk and political efficacy

    The rapid development of ICT and Internet Technology has encouraged governments to take part in the virtual world through the development and deployment of electronic government or e-government in order to better serve the citizens. As one of the MSC Malaysia Flagship Applications, e-government initiative has been introduced since ten years ago aiming at building a more effective and efficient way to communicate and transact with the citizens and industries. One of the projects is Online Tax System or e-Filing that has gained its popularity since it was launched in 2006. But the obstacles remain concern taxpayers who are really anxious about the technology, lacking of technical skills, or do not trust of any online transaction. This has led the researchers to investigate the factors that might contribute to taxpayer’s intention to use e-Filing system. Against this backdrop, this research intends to study about Government to Citizens (G2C) adoption in Malaysia by integrating the Technology Acceptance Model (TAM) theory, Diffusion and Innovation (DOI) theory and Perceived Characteristics of Innovating (PCI) as a research framework. Other factors that are believed in influencing citizens’ intention to use G2C system are also examined in the study they are social influence, web-based service quality, trust of the internet, trust of the government, and perceived risk. The results demonstrate that trust of the government and web-based service quality are found to be a significant factors influencing citizens’ intention to use e-Filing. Key implications for theory and practice are also discussed

    Factor affecting trust and use of E-Government : the case of Banda Aceh City, Aceh Province

    n the government sector, E-Government has become part of innovation. The use of E�Government is necessary to maintain government transparency. In Banda Aceh City, Aceh Province, Indonesia, this study tries to capture the phenomenon of the factors that influence trust and use of E-Government. The purpose of this research is to learn about the elements that influence trust and adoption of E-Government in the Banda Aceh region through quantitative research. This research is included in the category of survey research. This study found that two variables have positive and significant implications for other variables, namely the benefit variable has significant implications for trust in e-government, and the trust variable in e-government has significant implications for the use of e-government. Meanwhile, three other variables that have no significant implications are organizational factors, technological factors, and risk factors for public trust in the use of E-Government by the government. This study also has limitations, such as considering the positive impact on the use of e-government in the Banda Aceh Region, rather than the problem of only using e-government in the Banda Aceh Region of Aceh Province. The time limit associated with data collection is another weakness of this study

    The Dual Perspective of Social Commerce Adoption

    Social commerce is a new type of electronic commerce which uses social networks to facilitate social interactions and user contributions. Since social commerce is still in its early development, there is lack of theoretical model to analyze what factors may affect people’s intention to participate in social commerce. The purpose of this research is to propose a theoretical model to analyze user adoption behavior with the consideration of perceived benefit, perceived risk, and trust believes from both commerce and social networks perspective. The model will be empirically tested through an online user survey. This dual-perspective model may also be extended to study user adoption behavior in new types of e-healthcare or e-government system with strong social network connections
