An Examination of the Individual and Contextual Characteristics Associated with Active Shooter Events

In recent years, the US has experienced a substantial number of mass shooting incidents. This type of shooting incident has been termed “active shooter event” and encompasses shootings that occur in school settings as well as public settings and workplace venues. Much of the recent published literature addressing active shooter events appears to focus on tactical issues, such as training for and responding to this type of incident. Very little research, however, has examined the individual and contextual characteristics associated with active shooter events. In the current study we examine a number of factors related to 88 active shooting events involving 92 perpetrators. Our findings indicate a history of psychological and behavioral issues reported in more than 50% of the active shooters studied. In addition, 60% of shooters had evidence of additional stressors beyond those associated with psychological and behavioral issues. These findings highlight the need to continue to explore potential risk factors associated with this form of violence

Reaching Through the Cracks: A Guide to Implementing the Youth Violence Reduction Partnership

In 1999, the Youth Violence Reduction Partnership (YVRP) was launched by a group of key stakeholders in Philadelphia -- including the district attorney's office, adult and juvenile parole, other city agencies and community organizations. Its goal is to steer young people, ages 14 to 24 and at greatest risk of killing or being killed, away from violence and toward productive lives. To accomplish this, YVRP provides participants with a combination of strict supervision and ongoing support. Each participant is assigned to a team that includes a probation officer and a community streetworker, who maintain intensive contact with the young person to make sure that he (and less often she) not only stays out of trouble but starts on a path toward responsible adulthood.Reaching Through the Cracks draws upon lessons learned from seven years of experience in Philadelphia to describe how cities and other jurisdictions can plan and carry out an initiative like YVRP. It includes an overview of the key elements of YVRP; steps in planning the initiative; roles and training of staff who work with the participants and details about the supervision and support these staff provide; essential practices for maintaining and strengthening YVRP; and an exploration of the costs and other issues involved in making decisions about expanding the initiative

How to Commission, Operate and Maintain a Large Future Accelerator Complex from Far Remote

A study on future large accelerators [1] has considered a facility, which is designed, built and operated by a worldwide collaboration of equal partner institutions, and which is remote from most of these institutions. The full range of operation was considered including commi-ssioning, machine development, maintenance, trouble shooting and repair. Experience from existing accele-rators confirms that most of these activities are already performed 'remotely'. The large high-energy physics ex-periments and astronomy projects, already involve inter-national collaborations of distant institutions. Based on this experience, the prospects for a machine operated remotely from far sites are encouraging. Experts from each laboratory would remain at their home institution but continue to participate in the operation of the machine after construction. Experts are required to be on site only during initial commissioning and for par-ticularly difficult problems. Repairs require an on-site non-expert maintenance crew. Most of the interventions can be made without an expert and many of the rest resolved with remote assistance. There appears to be no technical obstacle to controlling an accelerator from a distance. Inroads to Technology: Evening the Playing Field for the 21st Century - PRAG Publication

Community access to technology has become a critical issue in the discussion of sustainable community development and the economic viability of communities in the 21st century. The Policy Research Action Group (PRAG), a now-retired portion of CURL, established the Community Access to Technology Working Group to explore community access and training with regards to technology in the context of universal access within the city of Chicago. Additionally, the group sought to find out how technology resources are distributed in Chicago with particular emphasis on access at community centers, schools and libraries. CGIAR Excellence in Breeding Platform - Plan of Work and Budget 2020

At the end of 2019, all CGIAR centers had submitted improvement plans based on an EiB template and in close collaboration with EiB staff while – in a parallel process with breeding programs, funders and private sector representatives – a vision for breeding program modernization was developed and presented to CGIAR breeding leadership at the EiB Annual Meeting. This vision represents an evolution of EiB in the context of the Crops to End Hunger Initiative (CtEH) beyond the initial scope of providing tools, services and expert advice, and serves as a guide for Center leadership to drive changes with EiB support. In addition, EiB has taken the role of managing and disbursing funding, made available by Funders via CtEH to modernize breeding and enable CGIAR breeding programs to implement the vision provided by EiB
