    Bologna changes in MA degree programmes. Convergence of the public administration programmes in South-Eastern Europe

    The provisions of Bologna Declaration are ongoing implemented in several South- Eastern European states, members or non members of the European Union. For most states, important restructuring processes for the legal framework and organisation system of higher education were imperative. At the same time, the content of the programmes for all the three cycles was revised in order to follow closely the finalities stipulated in the European documents, substantiating the European Higher Education Area. In this context, the current paper aims to carry out the comparative analysis for the actual level attained by the mentioned states in implementing Bologna Process, with special attention towards higher education in the area of public administration. Research teams, led by the author of this paper have analysed the degree of curricular compatibility of the Bachelor programmes from various European states. This time, the research will focus on describing the process of convergence related to the delivery modalities and the content of the Master programmes in the area of public administration, corresponding to the second cycle of Bologna system.     Higher education in most European states is subject to a complex process of adaptation to the requirements formulated by Bologna process. For some states, such as Romania, this process assumes core restructuring of the content, aimed to its compatibility with that from prestigious European universities. For education in public administration, the developments have a specific character, benefiting of European mechanisms of evaluation, aimed to describe the degree of compatibility. One of the mechanisms is provided by the European Association for Public Administration Accreditation, taking into consideration complex evaluation standards and criteria in view of accreditation. Multidisciplinarity represents one of the important standards. Based on the general context of developing the programs in public administration, we may speak about Europeanization of their content; Europeanization reveals exactly the degree of absorption of the European values specific for the area of public administration in national higher education institutions. The Europeanization process represents a complex process that can cover several years and means step by step approaches by which the structure and content of the above programs should be convergent. In this context, the current paper aims a comparative analysis, based on statistic methods, providing an image about the current level of Europeanization of the content of programs in public administration between various universities in Romania, states in Central and Eastern Europe recently accessed into the European Union and developed countries in the European Union. Based the research methodology and using NASPA standards, our analysis will include American universities that are developing programs in public administration. Thus, the structure of the paper will comprise: -General framework for developing the European higher education after signing Bologna Declaration. -Research methodology based on EAPAA standards. -Presenting the results of the statistic analysis for 10 universities in Romania, 4 universities in Central and Eastern Europe and 4 universities in European developed states. -Comparing the results with those from 3-4 American universities and describing the relevant conclusions from the perspective of the content specific for governance issue.     Universiti Sains Malaysia and the engagement with sustainability and civil society within globalization

    According to some commentators, the dynamics and forces of globalization have lead to a radical rethink in respect to the role of the university in contemporary society. This rethink has taken several guises. For some it involves the radical privatization of universities. For others it involves the democratization of&nbsp; universities. Universities exist therefore in a globalized world that is increasingly interconnected and where space and time are increasingly narrowed and&nbsp; accelerated. Within these broad phenomenons&rsquo;s neo-liberal globalization entails the increasing need to produce profit and the expansion of the logic of neo-liberal hegemony in education in the guise of reframing education as a service industry. The contradictions that characterize Malaysia s engagement with globalization at a national level manifest in debates over globalization and Higher Education. The most pertinent issue in regards to this relates to the problem of sustainability. In the context of neo-liberal globalization sustainability contradicts the fundamental essence of consumption. The idea of human beings as first and foremost&nbsp; consumers of things is a normative ideal at odds with the concept of a&nbsp; sustainable future. At a very basic philosophical level the concept and normative project of neo-liberal capitalism and globalization is tied to a concept of individual possessiveness and consumption that radically challenges cultures that do not share such possessively individualistic precepts. Marketization in Malaysian universities must be tempered by also connecting universities to civil society in such a way that tempers both extremes of the state and market and allows a more sustainable relationship between the social frameworks within which it operates.<br /

    The International Conference on Libraries (ICOL2017) held in Penang, Malaysia on 2-3 August 2017, was the sixth international ICOL conference, a once-every-two-years opportunity that provides platform for participants and presenters to access the best information, discover new ideas and network with people in the profession. More than 20 abstracts submitted by interested authors, however, after being reviewed, only 18 papers have been accepted. Two accepted papers were withdrawn by their authors by the time of publishing. There were two speakers sponsored by the vendors who gave inputs on topics relevant to the conference but not included in this proceeding.     The contribution of USM company financial data to the study of traditional MDA predictive models

    This thesis presents a detailed investigation of predicting of corporate financial failure, using two traditional (Altman and Taffler) Multiple Discriminant Analysis models on companies whose equities are traded on the London Unlisted Securities Market (USM) and on those that have passed or graduated from the USM to a full listing. The primary objective was to see if the two models can be effectively used in the context of the USM to either to predict or at least indicate symptoms of financial collapse. Secondly, ratios were taken for further discriminant analysis to see if better ratios can be identified and predictions developed from one or a group of ratios. In this study consideration also has been given to the limited progress in developing the underlying theory of bankruptcy. The Altman and Taffler MDA models were tested on the USM data. Their predictions compared favourably with those of a multi-discriminant model that was derived from the USM data. However, it was found that all three models gave mediocre and late predictions of individual company bankruptcy. The research found that MDA analysis of company failure had to be supplemented by a more behavioural and subjective approach to the question of company failure in order to be useful. Even so, the dissertation is able to end with some useful pointers for future research
