    High definition systems in Japan

    The successful implementation of a strategy to produce high-definition systems within the Japanese economy will favorably affect the fundamental competitiveness of Japan relative to the rest of the world. The development of an infrastructure necessary to support high-definition products and systems in that country involves major commitments of engineering resources, plants and equipment, educational programs and funding. The results of these efforts appear to affect virtually every aspect of the Japanese industrial complex. The results of assessments of the current progress of Japan toward the development of high-definition products and systems are presented. The assessments are based on the findings of a panel of U.S. experts made up of individuals from U.S. academia and industry, and derived from a study of the Japanese literature combined with visits to the primary relevant industrial laboratories and development agencies in Japan. Specific coverage includes an evaluation of progress in R&D for high-definition television (HDTV) displays that are evolving in Japan; high-definition standards and equipment development; Japanese intentions for the use of HDTV; economic evaluation of Japan's public policy initiatives in support of high-definition systems; management analysis of Japan's strategy of leverage with respect to high-definition products and systems

    HDTV and DRM: A Need of Further Regulation?

    In Germany, the TV broadcasting of the Winter Olympics 2010 marked the official start of high definition television (HDTV). However, the transition from standard to high definition television has been significantly hampered by inconsistent change management. While the large international movie and TV-series producers aim for increased (end-to-end) intellectual property rights protection on the one hand, the satellite and cable-TV network operators in coalition with the private commercial TV-broadcasters strive for advanced business models with increasingly differentiated pricing models on the other hand. The resulting technological requirements lead to rapid changes in technology, which in turn affects consumers and equipment manufacturers We analyze especially the related advancement of the systems and interface standards for encryption and copyright protection which are of central importance in this context, namely the so-called Common Interface (CI) and its enhancement to CI Plus as well as the HD+ satellite platform in order to identify critical issues for media regulators and competition authorities. Our analysis supposes that the German regulatory institutions' capabilities to deal with the issue of regulation against the background of efficient innovation management in a timely manner should be improved. This might also be an opportunity at the level of the European Community to set framework conditions based on principles similar to network neutrality to overcome the current deadlock in Germany and encourage regulatory reform. Especially consumer rights could be protected more effectively in a future regulatory framework for digital content distribution and in order to avoid a tragedy of the anti-commons being an impediment for the rapid transition to HDTV.     Testing QoE in Different 3D HDTV Technologies

    The three dimensional (3D) display technology has started flooding the consumer television market. There is a number of different systems available with different marketing strategies and different advertised advantages. The main goal of the experiment described in this paper is to compare the systems in terms of achievable Quality of Experience (QoE) in different situations. The display systems considered are the liquid crystal display using polarized light and passive lightweight glasses for the separation of the left- and right-eye images, a plasma display with time multiplexed images and active shutter glasses and a projection system with time multiplexed images and active shutter glasses. As no standardized test methodology has been defined for testing of stereoscopic systems, we develop our own approach to testing different aspects of QoE on different systems without reference using semantic differential scales. We present an analysis of scores with respect to different phenomena under study and define which of the tested aspects can really express a difference in the performance of the considered display technologies

    On-board processing architectures for satellite B-ISDN services

    Onboard baseband processing architectures for future satellite broadband integrated services digital networks (B-ISDN's) are addressed. To assess the feasibility of implementing satellite B-ISDN services, critical design issues, such as B-ISDN traffic characteristics, transmission link design, and a trade-off between onboard circuit and fast packet switching, are analyzed. Examples of the two types of switching mechanisms and potential onboard network control functions are presented. A sample network architecture is also included to illustrate a potential onboard processing system

    The Advanced Modulation and Coding Project at LeRC is sponsored by the Office of Space Science and Applications, Communications Division, Code EC, at NASA Headquarters and conducted by the Digital Systems Technology Branch of the Space Electronics Division. Advanced Modulation and Coding is one of three focused technology development projects within the branch's overall Processing and Switching Program. The program consists of industry contracts for developing proof-of-concept (POC) and demonstration model hardware, university grants for analyzing advanced techniques, and in-house integration and testing of performance verification and systems evaluation. The Advanced Modulation and Coding Project is broken into five elements: (1) bandwidth- and power-efficient modems; (2) high-speed codecs; (3) digital modems; (4) multichannel demodulators; and (5) very high-data-rate modems.
