Transitional Labour Markets, from theory to policy application. Can transitional labour markets contribute to a less traditional gender division of labour ?

Much of the gender inequality in the labour market is brought about by women's dual role as worker and (potential) carer. In this regard transitional arrangements can contribute to mitigate the risks associated with parenthood and to distribute risks more equally. This paper looks at these issues in light of the transitional labour market (TLM) concept. The first section discusses various gender-equality models which imply different ways of organising, for example, childcare, parental leave and flexible working time. Sections two and three look at gender inequalities in labour market outcomes and discuss transitional arrangements that can contribute to the achievement of more gender equality in six countries taken as examples. An examination of the influences on health development post conflict : Angola-- in the transition : a thesis presented in partial fulfilment of the requirements for the degree of Master of Philosophy in Development Studies at Massey University, Palmerston North, Aotearoa, New Zealand

This thesis examines the issues that influence health development post conflict. Its aim is to increase understanding of the current issues within the transitional post conflict phase through presenting the experiences of three communities in rural Angola. Having emerged from nearly 30 years of civil war, Angola remains in a challenging transitional period. This phase of rehabilitation, flanked by efforts of relief and development, is shown to be problematic. This thesis considers the process from conflict to peace and subsequent repatriation of population. It identifies the transitional phase between relief and development projects and the ambiguous linking of theory and practice within literature Discussion of appropriate health strategies for implementation shows the limitations of the primary health care (PHC) model. Concepts of community participation and empowerment are identified as difficult due to resettlement factors of time and planning. The methods of research include household surveys (181 completed), interviews, group discussions, and observations of three communities. Comparisons of the two groups of previously identified Internally Displaced People (IDPs) and Returned Refugees (RRs) are made throughout the thesis. A focus on the needs, wants, reality and use of health services reveals community participation and responsibility. The influences of identity (tribe, gender, IDP / RR) and past experiences of refuge, settlement, and education are recognised as impacting to varying degrees, knowledge, attitude and practice towards health services. The research concludes that the post conflict phase is impacted most strongly by community (identity), time and communication

Transitional Interface: Concept, Issues and Framework

Transitional Interfaces have emerged as a new way to interact and collaborate between different interaction spaces such as Reality, Virtual Reality and Augmented Reality. In this paper we explore this concept further. We introduce a descriptive model of the concept, its collaborative aspect and how it can be generalized to describe natural and continuous transitions between contexts (e.g. across space, scale, viewpoint, and representation)

The Business, Innovation and Skills Committee announced an inquiry looking into the Local Enterprise Partnerships and the Regional Growth Fund. In particular, the Committee examined how the proposed new structures would work, alongside issues such as distribution of funding, value for money, accountability, timing, transitional arrangements and required legislation. Entrepreneurship in transition countries: a review

The aim of this paper is to provide an overview of the key issues surrounding entrepreneurship development in transition countries focusing on six main themes. Though it can be argued that the transition countries started from more or less the same point when they embarked on their transitional path, in this paper, we indicate a number of the differences in initial conditions which further influenced SME development. By surveying the existing literature on SME development, this paper illustrates that as the transition process progresses, entrepreneurship development in transition countries is a story of increasing divergence. The transitional context provides unique opportunities for entrepreneurship activities to develop. However, at the same time this environment presents unique challenges for entrepreneurial development especially knowledge-based entrepreneurship as the free-market system matures within a context with low levels of SMEs and inherited negative views towards entrepreneurship

Transitional justice in times of 'exponential change': constructing normative frameworks fit for purpose - the importance of general international law

In the attempt to reformulate transitional justice to include broader rule of law approaches, there are substantial challenges in ensuring institutional, normative, and policy coherence. Though the rhetoric of the UN policy ‘pillars’ of human rights, development, and peace and security is uncontroversial and commendable, achieving it through tangential legal regimes is problematic. With at least three forms of incoherence at work: within a regime, between legal regimes, and between regimes and the UN’s policy goals, ensuring effective responses requires resort to tools of general international law. The chapter comes to three conclusions: first, that as achieving transitional justice requires reliance upon divergent areas of international law, general issues of normative ordering and fragmentation must be confronted. Secondly, normative incoherence can be mitigated through a range of general techniques, including the development of unified substantive (‘primary’) rules across regimes – using the principle of prevention here as the example – and recourse to treaty interpretation as a secondary tool to maximise rule-linkage. Thirdly, there are a number of meta-, or overriding, principles which might assist with developing an overarching coherence, including the concept of sustainable development and various principles of human rights. Thus, transitional justice as both a policy and legal objective should not eschew, and indeed benefits from, precepts and techniques of the general legal order

Transitional Justice And Memory Politics In Contemporary Ethiopia

Ethiopia’s successive regimes have encountered challenges of implementing transitional justice mechanisms in post transitional periods. Tracing implementation of transitional justice mechanisms, how such attempts shaped memory politics and by reviewing the country’s contemporary history, the article shows that justice has mostly transpired in the form of punishing a political ideology than holding individuals accountable. The recording of history and understanding of the past events and memories also lack consensus. Moreover, entrenched ethnic politics has also made implementation of justice mechanisms and addressing issues of memory politics extremely challenging. Taking these into account, the article concludes that institutional ineffectiveness and entrenched ethnic politics have affected transitional justice processes and issues of memory politics in Ethiopia’s context

Repeal of the carbon tax: exposure draft legislation and consultation paper

On 15 October 2013, the Government invited submissions on the exposure drafts of bills to repeal the carbon tax and related legislation. These bills were necessary to ensure that the carbon tax will no longer apply from 1 July 2014. In addition to exposure drafts of the carbon tax repeal bills, the Department of the Environment released a consultation paper.
