    Object-oriented Tools for Distributed Computing

    Distributed computing systems are proliferating, owing to the availability of powerful, affordable microcomputers and inexpensive communication networks. A critical problem in developing such systems is getting application programs to interact with one another across a computer network. Remote interprogram connectivity is particularly challenging across heterogeneous environments, where applications run on different kinds of computers and operating systems. NetWorks! (trademark) is an innovative software product that provides an object-oriented messaging solution to these problems. This paper describes the design and functionality of NetWorks! and illustrates how it is being used to build complex distributed applications for NASA and in the commercial sector

    Closing the Teacher Quality Gap in Philadelphia: New Hope and Old Hurdles

    This study of teacher staffing issues in the School District of Philadelphia, the third in a series, outlines the degree to which the district has succeeded in upgrading teachers' professional credentials, recruiting and retaining them, and equitably distributing experienced and credentialed teachers across all types of schools. Since the passage of NCLB and the state's takeover of the district in 2001, the district has succeeded in improving the certification rates of its teachers, especially new teachers, and in drastically cutting the number of emergency-certified teachers and classroom vacancies. It has also improved new teacher retention and has modernized and decentralized its hiring process. At the same time, it has not been able to change the pattern of having the least qualified teachers in schools serving the highest percentages of poor and minority students nor its poor long-term rate of teacher retention. The district is also challenged to speed up and simplify its hiring and school placement process and to hire more minority teachers

    On Achieving Diversity in the Presence of Outliers in Participatory Camera Sensor Networks

    This paper addresses the problem of collection and delivery of a representative subset of pictures, in participatory camera networks, to maximize coverage when a significant portion of the pictures may be redundant or irrelevant. Consider, for example, a rescue mission where volunteers and survivors of a large-scale disaster scout a wide area to capture pictures of damage in distressed neighborhoods, using handheld cameras, and report them to a rescue station. In this participatory camera network, a significant amount of pictures may be redundant (i.e., similar pictures may be reported by many) or irrelevant (i.e., may not document an event of interest). Given this pool of pictures, we aim to build a protocol to store and deliver a smaller subset of pictures, among all those taken, that minimizes redundancy and eliminates irrelevant objects and outliers. While previous work addressed removal of redundancy alone, doing so in the presence of outliers is tricky, because outliers, by their very nature, are different from other objects, causing redundancy minimizing algorithms to favor their inclusion, which is at odds with the goal of finding a representative subset. To eliminate both outliers and redundancy at the same time, two seemingly opposite objectives must be met together. The contribution of this paper lies in a new prioritization technique (and its in-network implementation) that minimizes redundancy among delivered pictures, while also reducing outliers.unpublishedis peer reviewe

    Effective Project Management Office Processes and Technology Transfer: Implementation of an Avaya Voice Over Internet Protocol Telephony System in Mexico

    This project-thesis examines the technical requirements of a Voice over Internet Protocol (VoIP) solution and is it advantageous for a Multinational Corporation (MNC) to utilize the Project Management Office (PMO) processes as defined by the Project Management Institute, Inc. (PMI) to implement Information Technology (IT) projects and to transfer technology know how knowledge to its subsidiary in Mexico. To answer this question, an assessment of Cisco and Avaya VoIP telephony systems was completed. The assessment revealed Avaya offered more enhanced features and applications. The Avaya Communications Manager (CM) 450 gateway IP telephony system was selected. PMO processes were utilized to implement the G450 in Nuevo Laredo, Mexico. The project results revealed PMO processes were effective in successfully managing the implementation of the Avaya IP telephony system and for transferring technology know how to the Mexico subsidiary. In addition, the Avaya G450 features and applications improved business efficiencies and reduced communications expenses

    Risk and Reciprocity Over the Mobile Phone Network: Evidence from Rwanda

    A large literature describes how local risk sharing networks can help individuals smooth consumption in the face of idiosyncratic economic shocks. However, when an entire community faces a large covariate shock, and when the transaction costs of transfers are high, these risk sharing networks are likely to be less effective. In this paper, we document how a new technology – mobile phones – reduces transaction costs and enables Rwandans to share risk quickly over long distances. We examine a comprehensive database of person-to-person transfers of mobile airtime and find that individuals send this rudimentary form of “mobile money” to friends and family affected by natural disasters. Using the Lake Kivu earthquake of 2008 to identify the effect of a large covariate shock on interpersonal transfers, we estimate that a current-day earthquake would result in the transfer of between 22,000and22,000 and 30,000 to individuals living near the epicenter. We further show that the pattern of transfers is most consistent with a model of reciprocal risk sharing, where transfers are determined by past reciprocity and geographical proximity, rather than one of pure charity or altruism, in which transfers would be expected to be increasing in the wealth of the sender and decreasing in the wealth of the recipient.Risk Sharing; Mobile Phones; Mobile Money; Information and communications technologies; Development; Earthquakes; Rwanda; Africa.

    Exploring the Design of Pay-Per-Use Objects in the Construction Domain

    Equipment used in the construction domain is often hired in order to reduce cost and maintenance overhead. The cost of hire is dependent on the time period involved and does not take into account the actual use equipment has received. This paper presents our initial investigation into how physical objects augmented with sensing and communication technologies can measure use in order to enable new pay-per-use payment models for equipment hire. We also explore user interaction with pay-per-use objects via mobile devices. The user interactions that take place within our prototype scenario range from simple information access to transactions involving multiple users. This paper presents the design, implementation and evaluation of a prototype pay-per-use system motivated by a real world equipment hire scenario. We also provide insights into the various challenges introduced by supporting a pay-per-use model, including data storage and data security in addition to user interaction issues

    Advanced Message Routing for Scalable Distributed Simulations

    The Joint Forces Command (JFCOM) Experimentation Directorate (J9)'s recent Joint Urban Operations (JUO) experiments have demonstrated the viability of Forces Modeling and Simulation in a distributed environment. The JSAF application suite, combined with the RTI-s communications system, provides the ability to run distributed simulations with sites located across the United States, from Norfolk, Virginia to Maui, Hawaii. Interest-aware routers are essential for communications in the large, distributed environments, and the current RTI-s framework provides such routers connected in a straightforward tree topology. This approach is successful for small to medium sized simulations, but faces a number of significant limitations for very large simulations over high-latency, wide area networks. In particular, traffic is forced through a single site, drastically increasing distances messages must travel to sites not near the top of the tree. Aggregate bandwidth is limited to the bandwidth of the site hosting the top router, and failures in the upper levels of the router tree can result in widespread communications losses throughout the system. To resolve these issues, this work extends the RTI-s software router infrastructure to accommodate more sophisticated, general router topologies, including both the existing tree framework and a new generalization of the fully connected mesh topologies used in the SF Express ModSAF simulations of 100K fully interacting vehicles. The new software router objects incorporate the scalable features of the SF Express design, while optionally using low-level RTI-s objects to perform actual site-to-site communications. The (substantial) limitations of the original mesh router formalism have been eliminated, allowing fully dynamic operations. The mesh topology capabilities allow aggregate bandwidth and site-to-site latencies to match actual network performance. The heavy resource load at the root node can now be distributed across routers at the participating sites

    Caching-Aided Collaborative D2D Operation for Predictive Data Dissemination in Industrial IoT

    Industrial automation deployments constitute challenging environments where moving IoT machines may produce high-definition video and other heavy sensor data during surveying and inspection operations. Transporting massive contents to the edge network infrastructure and then eventually to the remote human operator requires reliable and high-rate radio links supported by intelligent data caching and delivery mechanisms. In this work, we address the challenges of contents dissemination in characteristic factory automation scenarios by proposing to engage moving industrial machines as device-to-device (D2D) caching helpers. With the goal to improve reliability of high-rate millimeter-wave (mmWave) data connections, we introduce the alternative contents dissemination modes and then construct a novel mobility-aware methodology that helps develop predictive mode selection strategies based on the anticipated radio link conditions. We also conduct a thorough system-level evaluation of representative data dissemination strategies to confirm the benefits of predictive solutions that employ D2D-enabled collaborative caching at the wireless edge to lower contents delivery latency and improve data acquisition reliability
