Quality and productivity drive innovation and improvement at United Technologies Aerospace Operations, Inc.
Quality and innovation are the hallmarks of the national space program. In programs that preceded the Shuttle Program the emphasis was on meeting the risks and technical challenges of space with safety, quality, reliability, and success. At United Technologies Aerospace Operations, Inc. (UTAO), the battle has developed along four primary fronts. These fronts include programs to motivate and reward people, development and construction of optimized processes and facilities, implementation of specifically tailored management systems, and the application of appropriate measurement and control systems. Each of these initiatives is described. However, to put this quality and productivity program in perspective, UTAO and its role in the Shuttle Program are described first
Experience and Challenges from Clinical Trials with Malaria Vaccines in Africa.
Malaria vaccines are considered amongst the most important modalities for potential elimination of malaria disease and transmission. Research and development in this field has been an area of intense effort by many groups over the last few decades. Despite this, there is currently no licensed malaria vaccine. Researchers, clinical trialists and vaccine developers have been working on many approached to make malaria vaccine available.African research institutions have developed and demonstrated a great capacity to undertake clinical trials in accordance to the International Conference on Harmonization-Good Clinical Practice (ICH-GCP) standards in the last decade; particularly in the field of malaria vaccines and anti-malarial drugs. This capacity is a result of networking among African scientists in collaboration with other partners; this has traversed both clinical trials and malaria control programmes as part of the Global Malaria Action Plan (GMAP). GMAP outlined and support global strategies toward the elimination and eradication of malaria in many areas, translating in reduction in public health burden, especially for African children. In the sub-Saharan region the capacity to undertake more clinical trials remains small in comparison to the actual need.However, sustainability of the already developed capacity is essential and crucial for the evaluation of different interventions and diagnostic tools/strategies for other diseases like TB, HIV, neglected tropical diseases and non-communicable diseases. Boosting Convolutional Neural Networks with Middle Spectrum Grouped Convolution
This paper proposes a novel module called middle spectrum grouped convolution
(MSGC) for efficient deep convolutional neural networks (DCNNs) with the
mechanism of grouped convolution. It explores the broad "middle spectrum" area
between channel pruning and conventional grouped convolution. Compared with
channel pruning, MSGC can retain most of the information from the input feature
maps due to the group mechanism; compared with grouped convolution, MSGC
benefits from the learnability, the core of channel pruning, for constructing
its group topology, leading to better channel division. The middle spectrum
area is unfolded along four dimensions: group-wise, layer-wise, sample-wise,
and attention-wise, making it possible to reveal more powerful and
interpretable structures. As a result, the proposed module acts as a booster
that can reduce the computational cost of the host backbones for general image
recognition with even improved predictive accuracy. For example, in the
experiments on ImageNet dataset for image classification, MSGC can reduce the
multiply-accumulates (MACs) of ResNet-18 and ResNet-50 by half but still
increase the Top-1 accuracy by more than 1%. With 35% reduction of MACs, MSGC
can also increase the Top-1 accuracy of the MobileNetV2 backbone. Results on MS
COCO dataset for object detection show similar observations. Our code and

Concepts for Life Cycle Cost Control Required to Achieve Space Transportation Affordability and Sustainability
Cost control must be implemented through the establishment of requirements and controlled continually by managing to these requirements. Cost control of the non-recurring side of life cycle cost has traditionally been implemented in both commercial and government programs. The government uses the budget process to implement this control. The commercial approach is to use a similar process of allocating the non-recurring cost to major elements of the program. This type of control generally manages through a work breakdown structure (WBS) by defining the major elements of the program. If the cost control is to be applied across the entire program life cycle cost (LCC), the approach must be addressed very differently. A functional breakdown structure (FBS) is defined and recommended. Use of a FBS provides the visibifity to allow the choice of an integrated solution reducing the cost of providing many different elements of like function. The different functional solutions that drive the hardware logistics, quantity of documentation, operational labor, reliability and maintainability balance, and total integration of the entire system from DDT&E through the life of the program must be fully defined, compared, and final decisions made among these competing solutions. The major drivers of recurring cost have been identified and are presented and discussed. The LCC requirements must be established and flowed down to provide control of LCC. This LCC control will require a structured rigid process similar to the one traditionally used to control weight/performance for space transportation systems throughout the entire program. It has been demonstrated over the last 30 years that without a firm requirement and methodically structured cost control, it is unlikely that affordable and sustainable space transportation system LCC will be achieved
Optimization of Underground Development Advance – A Pragmatic Approach to a Multivariate Problem
This study presents a holistic, pragmatic approach to drill and blast optimisation, utilising a hierarchy of considerations for optimised blast design and demonstrates its effectiveness through its successful application in highly laminated geology at an underground gold mine in Western Australia. The implementation of the optimised design was able to deliver an average cut length 0.3m greater than the operational average while also reducing the standard deviation by 25%, and simultaneously resulted in a cost reduction in consumables of approximately 15% per metre advance
NITRATE REDUCTION PROGRAM AT THE LINE CREEK OPERATION
Blasting activities at the Line Creek operation are releasing oxides of nitrogen and arecontributing to chemical changes in the surrounding watersheds. Through analysis of themechanisms of nitrogen release, history of explosive usage, historical nitrate release, changingregulatory requirements, strategy analysis and social impacts associated with the release ofnitrates a nitrate reduction plan will be established.The paper develops the framework for engineering groups, operations groups andmanagers to make decisions around the development of a sustainable and achievablecommunication and monitoring plan for nitrate release while working to meeting the regulatory,social, and stakeholder requirements to continue efficient and effective mining operations.The strategy recommended within this document is to develop practices around nitratemanagement through effective operational practices, introduction of high stability emulsion andemulsion contact with water. The effective operational controls will provide the mechanisms forreduction of oxides of nitrogen rather than through capital projects
