    Traffic Analysis for the Calibration of Risk Assessment Methods

    In order to provide some measure of the uncertainty inherent in the sorts of charting data that are provided to the end-user, we have previously proposed risk models that measure the magnitude of the uncertainty for a ship operating in a particular area. Calibration of these models is essential, but the complexity of the models means that we require detailed information on the sorts of ships, traffic patterns and density within the model area to make a reliable assessment. In theory, the ais system should provide this information for a suitably instrumented area. We consider the problem of converting, filtering and analysing the raw ais traffic to provide statistical characterizations of the traffic in a particular area, and illustrate the method with data from 2008-10-01 through 2008-11-30 around Norfolk, VA. We show that it is possible to automatically construct aggregate statistical characteristics of the port, resulting in distributions of transit location, termination and duration by vessel category, as well as type of traffic, physical dimensions, and intensity of activity. We also observe that although 60 days give us suffi- cient data for our immediate purposes, a large proportion of it—up to 52% by message volume—must be considered dubious due to difficulties in configuration, maintenance and operation of ais transceivers

    Hiding Behind Tradition ? Should U.S. Vessel Traffic Centers Exercise Greater Direction and Control over Vessels in Their Areas?

    In the alermath of the 2007 COSCO BUSAN allision and oil spill, some asked whether United States Coast Guard Vessel Traffic Service (VTS) operators monitoring the developing incident should have intervened explicitly to wam the vessel or even order it to take avoiding action. The controversy called to mind a speech by a former IMO secretary-general in which he suggested that those resisting greater shore-based control were hiding behind tradition. In its investigation of the COSCO BUSAN incident, the National Transportation Safety Board (NTSB) urged the Coast Guard to better define its expectations regarding the exercise of VTS control authority and several federal legislators cosponsored a bill to clarify the VTS authority to direct a vessel to change its course or speed. This Article examines existing international materials, federal legislation, regulations, and Coast Guard policies on VTS services and concludes that additional legislation is neither necessary nor wise. It also concludes, however that current VTS regulations and policies should be amended to better conform to international guidance documents and standardized terminology. Additionally, VTS operator and supervisor qualification and training programs should be expanded to ensure competency across the entire continuum of vessel traffic management activities

    Conservation science in NOAA’s National Marine Sanctuaries: description and recent accomplishments

    This report describes cases relating to the management of national marine sanctuaries in which certain scientific information was required so managers could make decisions that effectively protected trust resources. The cases presented represent only a fraction of difficult issues that marine sanctuary managers deal with daily. They include, among others, problems related to wildlife disturbance, vessel routing, marine reserve placement, watershed management, oil spill response, and habitat restoration. Scientific approaches to address these problems vary significantly, and include literature surveys, data mining, field studies (monitoring, mapping, observations, and measurement), geospatial and biogeographic analysis, and modeling. In most cases there is also an element of expert consultation and collaboration among multiple partners, agencies with resource protection responsibilities, and other users and stakeholders. The resulting management responses may involve direct intervention (e.g., for spill response or habitat restoration issues), proposal of boundary alternatives for marine sanctuaries or reserves, changes in agency policy or regulations, making recommendations to other agencies with resource protection responsibilities, proposing changes to international or domestic shipping rules, or development of new education or outreach programs.     This report was prepared by Systems Engineering and Analysis Cohort Nine (SEA-9) Maritime Threat Response, (MTR) team members.Background: The 2006 Naval Postgraduate School (NPS) Cross-Campus Integrated Study, titled “Maritime Threat Response” involved the combined effort of 7 NPS Systems Engineering students, 7 Singaporean Temasek Defense Systems Institute (TDSI) students, 12 students from the Total Ship Systems Engineering (TSSE) curriculum, and numerous NPS faculty members from different NPS departments. After receiving tasking provided by the Wayne E. Meyer Institute of Systems Engineering at NPS in support of the Office of the Assistant Secretary of Defense for Homeland Defense, the study examined ways to validate intelligence and respond to maritime terrorist attacks against United States coastal harbors and ports. Through assessment of likely harbors and waterways to base the study upon, the San Francisco Bay was selected as a representative test-bed for the integrated study. The NPS Systems Engineering and Analysis Cohort 9 (SEA-9) Maritime Threat Response (MTR) team, in conjunction with the TDSI students, used the Systems Engineering Lifecycle Process (SELP) [shown in Figure ES-1, p. xxiii ] as a systems engineering framework to conduct the multi-disciplinary study. While not actually fabricating any hardware, such a process was well-suited for tailoring to the team’s research efforts and project focus. The SELP was an iterative process used to bound and scope the MTR problem, determine needs, requirements, functions, and to design architecture alternatives to satisfy stakeholder needs and desires. The SoS approach taken [shown in Figure ES-2, p. xxiv ]enabled the team to apply a systematic approach to problem definition, needs analysis, requirements, analysis, functional analysis, and then architecture development and assessment.In the twenty-first century, the threat of asymmetric warfare in the form of terrorism is one of the most likely direct threats to the United States homeland. It has been recognized that perhaps the key element in protecting the continental United States from terrorist threats is obtaining intelligence of impending attacks in advance. Enormous amounts of resources are currently allocated to obtaining and parsing such intelligence. However, it remains a difficult problem to deal with such attacks once intelligence is obtained. In this context, the Maritime Threat Response Project has applied Systems Engineering processes to propose different cost-effective System of Systems (SoS) architecture solutions to surface-based terrorist threats emanating from the maritime domain. The project applied a five-year time horizon to provide near-term solutions to the prospective decision makers and take maximum advantage of commercial off-the-shelf (COTS) solutions and emphasize new Concepts of Operations (CONOPS) for existing systems. Results provided insight into requirements for interagency interactions in support of Maritime Security and demonstrated the criticality of timely and accurate intelligence in support of counterterror operations.This report was prepared for the Office of the Assistant Secretary of Defense for Homeland DefenseApproved for public release; distribution is unlimited

    A survey of potential users of the High Altitude Powered Platform (HAPP) in the ocean/coastal zone community

    The results of a survey of the ocean/coastal zone community to determine potential applications of a High Altitude Powered Platform (HAPP) are reported. Such a platform, capable of stationkeeping for periods up to a year over a given location, could make frequent and repeated high resolution observations over a given region or serve as a high-altitude regional communications link. Users were surveyed in person and via a questionnaire to determine the desirability of the HAPP within the ocean/coastal zone community. The results of the survey indicated that there is strong interest in all areas of the user community (research and development, operational agencies, and private industry) in having NASA develop the HAPP

    This paper will examine the historical impetus for Vessel Traffic System (VTS) development in the United States. Cost benefit techniques utilized to establish the VTS requirements are discussed and the data base upon which the analysis is conducted is critiqued. General Accounting Office criticism of the Coast Guard\u27s VTS development process are analyzed. Finally VTS is examined as a single component in the improvement of port logistics, which must be arrayed against other alternatives to make the most effective use of scarce resources. This final element is discussed with respect to the Federal government\u27s attempt to recover clearly allocatable costs in the form of user fees
