    17-11 Evaluation of Transit Priority Treatments in Tennessee

    Many big cities are progressively implementing transit friendly corridors especially in urban areas where traffic may be increasing at an alarming rate. Over the years, Transit Signal Priority (TSP) has proven to be very effective in creating transit friendly corridors with its ability to improve transit vehicle travel time, serviceability and reliability. TSP as part of Transit Oriented Development (TOD) is associated with great benefits to community liveability including less environmental impacts, reduced traffic congestions, fewer vehicular accidents and shorter travel times among others.This research have therefore analysed the impact of TSP on bus travel times, late bus recovery at bus stop level, delay (on mainline and side street) and Level of Service (LOS) at intersection level on selected corridors and intersections in Nashville Tennessee; to solve the problem of transit vehicle delay as a result of high traffic congestion in Nashville metropolitan areas. This study also developed a flow-delay model to predict delay per vehicle for a lane group under interrupted flow conditions and compared some measure of effectiveness (MOE) before and after TSP. Unconditional green extension and red truncation active priority strategies were developed via Vehicle Actuated Programming (VAP) language which was tied to VISSIM signal controller to execute priority for transit vehicles approaching the traffic signal at 75m away from the stop line. The findings from this study indicated that TSP will recover bus lateness at bus stops 25.21% to 43.1% on the average, improve bus travel time by 5.1% to 10%, increase side street delay by 15.9%, and favour other vehicles using the priority approach by 5.8% and 11.6% in travel time and delay reduction respectively. Findings also indicated that TSP may not affect LOS under low to medium traffic condition but LOS may increase under high traffic condition

    Simulating the Impact of Traffic Calming Strategies

    This study assessed the impact of traffic calming measures to the speed, travel times and capacity of residential roadways. The study focused on two types of speed tables, speed humps and a raised crosswalk. A moving test vehicle equipped with GPS receivers that allowed calculation of speeds and determination of speed profiles at 1s intervals were used. Multi-regime model was used to provide the best fit using steady state equations; hence the corresponding speed-flow relationships were established for different calming scenarios. It was found that capacities of residential roadway segments due to presence of calming features ranged from 640 to 730 vph. However, the capacity varied with the spacing of the calming features in which spacing speed tables at 1050 ft apart caused a 23% reduction in capacity while 350-ft spacing reduced capacity by 32%. Analysis showed a linear decrease of capacity of approximately 20 vphpl, 37 vphpl and 34 vphpl when 17 ft wide speed tables were spaced at 350 ft, 700 ft, and 1050 ft apart respectively. For speed hump calming features, spacing humps at 350 ft reduced capacity by about 33% while a 700 ft spacing reduced capacity by 30%. The study concludes that speed tables are slightly better than speed humps in terms of preserving the roadway capacity. Also, traffic calming measures significantly reduce the speeds of vehicles, and it is best to keep spacing of 630 ft or less to achieve desirable crossing speeds of less or equal to 15 mph especially in a street with schools nearby. A microscopic simulation model was developed to replicate the driving behavior of traffic on urban road diets roads to analyze the influence of bus stops on traffic flow and safety. The impacts of safety were assessed using surrogate measures of safety (SSAM). The study found that presence of a bus stops for 10, 20 and 30 s dwell times have almost 9.5%, 12%, and 20% effect on traffic speed reductions when 300 veh/hr flow is considered. A comparison of reduction in speed of traffic on an 11 ft wide road lane of a road diet due to curbside stops and bus bays for a mean of 30s with a standard deviation of 5s dwell time case was conducted. Results showed that a bus stop bay with the stated bus dwell time causes an approximate 8% speed reduction to traffic at a flow level of about 1400 vph. Analysis of the trajectories from bust stop locations showed that at 0, 25, 50, 75, 100, 125, 150, and 175 feet from the intersection the number of conflicts is affected by the presence and location of a curbside stop on a segment with a road diet

    Intersection SPaT Estimation by means of Single-Source Connected Vehicle Data

With the development of in-vehicle and communication technologies, connected vehicle data has emerged as a new data source for traffic measurement and estimation. In this work, a machine learning-based methodology for signal phase and timing information (SPaT) which is highly valuable for many applications such as green light optimal advisory systems and real-time vehicle navigation is proposed. The proposed methodology utilizes data from connected vehicles travelling within urban signalized links to estimate the queue tail location, vehicle accumulation, and subsequently, link outflow. Based on the produced high-resolution outflow estimates and data from crossing connected vehicles, SPaT information is estimated via correlation analysis and a machine learning approach. The main contribution is that the single-source proposed approach relies merely on connected vehicle data and requires neither prior information such as intersection cycle time nor data from other sources such as conventional traffic measuring tools. A sample four-leg intersection where each link comprises different number of lanes and experiences different traffic condition is considered as a testbed. The validation of the developed approach has been undertaken by comparing the produced estimates with realistic micro-simulation results as ground truth, and the achieved simulation results are promising even at low penetration rates of connected vehicles

    Quantifying the Mobility and Safety Benefits of Transit Signal Priority

    The continuous growth of automobile traffic on urban and suburban arterials in recent years has created a substantial problem for transit, especially when it operates in mixed traffic conditions. As a result, there has been a growing interest in deploying Transit Signal Priority (TSP) to improve the operational performance of arterial corridors. TSP is an operational strategy that facilitates the movement of transit vehicles (e.g., buses) through signalized intersections that helps transit service be more reliable, faster, and more cost-effective. The goal of this research was to quantify the mobility and safety benefits of TSP. A microscopic simulation approach was used to estimate the mobility benefits of TSP. Microscopic simulation models were developed in VISSIM and calibrated to represent field conditions. Implementing TSP provided significant savings in travel time and average vehicle delay. Under the TSP scenario, the study corridor also experienced significant reduction in travel time and average vehicle delay for buses and all other vehicles. The importance and benefits of calibration of VISSIM model with TSP integration were also studied as a part of the mobility benefits. Besides quantifying the mobility benefits, the potential safety benefits of the TSP strategy were also quantified. An observational before-after full Bayes (FB) approach with a comparison-group was adopted to estimate the crash modification factors (CMFs) for total crashes, fatal/injury (FI) crashes, property damage only (PDO) crashes, rear-end crashes, sideswipe crashes, and angle crashes. The analysis was based on 12 corridors equipped with the TSP system and their corresponding 29 comparison corridors without the TSP system. Overall, the results indicated that the deployment of TSP improved safety. Specifically, TSP was found to reduce total crashes by 7.2% (CMF = 0.928), FI crashes by 14% (CMF = 0.860), PDO crashes by 8% (CMF = 0.920), rear-end crashes by 5.2% (CMF = 0.948), and angle crashes by 21.9% (CMF = 0.781). Alternatively, sideswipe crashes increased by 6% (CMF = 1.060), although the increase was not significant at a 95% Bayesian credible interval (BCI). These results may present key considerations for transportation agencies and practitioners when planning future TSP deployments

The authors integrated a number of technologies and data sources to detect disruptive transit system performance issues, analyze the impact on overall system-wide performance, and statistically apply the likely traveler choices and responses. The analysis of unaffected transit resources and the provision of temporary resources are then analyzed and optimized to minimize overall impact of the initiating event

    Performance Measures to Assess Resiliency and Efficiency of Transit Systems

    Transit agencies are interested in assessing the short-, mid-, and long-term performance of infrastructure with the objective of enhancing resiliency and efficiency. This report addresses three distinct aspects of New Jerseyā€™s Transit System: 1) resiliency of bridge infrastructure, 2) resiliency of public transit systems, and 3) efficiency of transit systems with an emphasis on paratransit service. This project proposed a conceptual framework to assess the performance and resiliency for bridge structures in a transit network before and after disasters utilizing structural health monitoring (SHM), finite element (FE) modeling and remote sensing using Interferometric Synthetic Aperture Radar (InSAR). The public transit systems in NY/NJ were analyzed based on their vulnerability, resiliency, and efficiency in recovery following a major natural disaster

    Evaluation of the Performance of the Sydney Coordinated Adaptive Traffic System (SCATS) on Powell Boulevard in Portland, OR

    The Sydney Coordinated Adaptive Traffic System (SCATS) is used to mitigate traffic congestion along urban arterial corridors. Although there has been research on SCATS\u27 performance, this report combines three different areas of research about SCATS that are not known to be represented in any research literature. These include: (a) the relationship between SCATS, traffic volumes, and Transit Signal Priority (TSP); (b) between TSP and traffic conditions; and (c) the correlation between signal timing and air quality; in particular, human exposure to the air pollutant PM2.5 at intersections. In addition, this research looked at the key factors affecting transit user exposure to traffic-related pollutants at bus shelters. All areas of study present the results of statistical tests and regressions to determine SCATS or traffic variables impacts. SCATS did show statistically significant improvements regarding traffic speeds at one minor intersection, even when traffic volumes showed a statistically significant improvement. At a major intersection, results were mixed and not conclusive. Overall, it was determined that the improvements available through SCATS vary depending on the time of day and the direction of travel. TSP was not negatively affected by SCATS. In controlling for both priority and traffic conditions, each were shown to have a distinguished and significant impact on bus travel time. Non-priority signals had a much greater impact on travel time than priority signals (11.0 and 0.6 seconds for the corridor model, respectively). Utilizing a regression model, results in an intuitive ranking of the intersectionsā€™ delay was produced; major intersections with high traffic volumes on crossing streets are likely to not experience TSP benefits. To a high degree, this research has shown that pedestrian exposure can be considered as an outcome of traffic-signal timing decisions made by cities and counties. The statistical results have shown the high impact that signal timing and queuing have on pedestrian level exposure. Heavy vehicle volume was a significant variable as well as the presence of buses. The reduction of bus idling time through more efficient operations and transit-signal priority is likely to reduce pedestrian and transit users\u27 pollution exposure levels. Longer green times along the main corridor are able to significantly reduce particulate matter for transit users and pedestrians waiting at the sidewalk of the intersection, whereas time allocated to cross the street increases queuing and exposure along the main corridor. The impact of heavy-duty diesel engines is also clear. The reduction of bus idling time through more efficient operations and transit-signal priority is likely to reduce pedestrian and transit users\u27 pollution exposure levels. Transit agencies can also reduce pollution significantly by improving the efficiency and cleanliness of their engines. TriMet (the local transit agency) initiatives to improve fuel efficiency by installing EMP engine-cooling devices not only improve fuel efficiency, but also air quality. Finally, significant reductions in transit usersā€™ exposure to traffic-related pollution can be made at bus stops by properly orienting the shelter and by reducing bus idling

    Estimation and Control of Traffic Relying on Vehicular Connectivity

    Vehicular traļ¬ƒc ļ¬‚ow is essential, yet complicated to analyze. It describes the interplay among vehicles and with the infrastructure. A better understanding of traf-ļ¬c would beneļ¬t both individuals and the whole society in terms of improving safety, energy eļ¬ƒciency, and reducing environmental impacts. A large body of research ex-ists on estimation and control of vehicular traļ¬ƒc in which, however, vehicles were assumed not to be able to share information due to the limits of technology. With the development of wireless communication and various sensor devices, Connected Vehicles(CV) are emerging which are able to detect, access, and share information with each other and with the infrastructure in real time. Connected Vehicle Technology (CVT) has been attracting more and more attentions from diļ¬€erent ļ¬elds. The goal of this dissertation is to develop approaches to estimate and control vehicular traļ¬ƒc as well as individual vehicles relying on CVT. On one hand, CVT sig-niļ¬cantly enriches the data from individuals and the traļ¬ƒc, which contributes to the accuracy of traļ¬ƒc estimation algorithms. On the other hand, CVT enables commu-nication and information sharing between vehicles and infrastructure, and therefore allows vehicles to achieve better control and/or coordination among themselves and with smart infrastructure. The ļ¬rst part of this dissertation focused on estimation of traļ¬ƒc on freeways and city streets. We use data available from on road sensors and also from probe One of the most important traļ¬ƒc performance measures is travel time. How-ever it is aļ¬€ected by various factors, and freeways and arterials have diļ¬€erent travel time characteristics. In this dissertation we ļ¬rst propose a stochastic model-based approach to freeway travel-time prediction. The approach uses the Link-Node Cell Transmission Model (LN-CTM) to model traļ¬ƒc and provides a probability distribu-tion for travel time. The probability distribution is generated using a Monte Carlo simulation and an Online Expectation Maximization clustering algorithm. Results show that the approach is able to generate a reasonable multimodal distribution for travel-time. For arterials, this dissertation presents methods for estimating statistics of travel time by utilizing sparse vehicular probe data. A public data feed from transit buses in the City of San Francisco is used. We divide each link into shorter segments, and propose iterative methods for allocating travel time statistics to each segment. Inspired by K-mean and Expectation Maximization (EM) algorithms, we iteratively update the mean and variance of travel time for each segment based on historical probe data until convergence. Based on segment travel time statistics, we then pro-pose a method to estimate the maximum likelihood trajectory (MLT) of a probe vehicle in between two data updates on arterial roads. The results are compared to high frequency ground truth data in multiple scenarios, which demonstrate the eļ¬€ectiveness of the proposed approach. The second part of this dissertation emphasize on control approaches enabled by vehicular connectivity. Estimation and prediction of surrounding vehicle behaviors and upcoming traļ¬ƒc makes it possible to improve driving performance.
