    Innovation and the Evolution of Market Structure for Internet Access in the United States

    How and why did the U.S. commercial Internet access market structure evolve during its first decade? Commercial Internet access market structure arose from a propitious combination of inherited market structures from communications and computing, where a variety of firms already flourished and entrepreneurial norms prevailed. This setting nurtured innovative behavior across such key features as pricing, operational practices, and geographic coverage. Inherited regulatory decisions in communications markets had a nurturing effect on innovative activity. On-going regulatory decisions also shaped the market’s evolution, sometimes nurturing innovation and sometimes not. This narrative and analysis informs conjectures about several unique features of U.S. market structure and innovative behavior. It also informs policy debates today about the role of regulation in nurturing or discouraging innovation behavior.

    The Third Annual NASA Science Internet User Working Group Conference

    The NASA Science Internet (NSI) User Support Office (USO) sponsored the Third Annual NSI User Working Group (NSIUWG) Conference March 30 through April 3, 1992, in Greenbelt, MD. Approximately 130 NSI users attended to learn more about the NSI, hear from projects which use NSI, and receive updates about new networking technologies and services. This report contains material relevant to the conference; copies of the agenda, meeting summaries, presentations, and descriptions of exhibitors. Plenary sessions featured a variety of speakers, including NSI project management, scientists, and NSI user project managers whose projects and applications effectively use NSI, and notable citizens of the larger Internet community. The conference also included exhibits of advanced networking applications; tutorials on internetworking, computer security, and networking technologies; and user subgroup meetings on the future direction of the conference, networking, and user services and applications

    Creating a Sustainable Scholarly Communication System

    The current process of scholarly publication is widely regarded as unsustainable. Ensuring that scholarly information remains accessible to the world's scholars will require the work of a consortium of major research universities. A global consortium of research universities would have the power to negotiate a mutually beneficial relationship with cooperating publishers including permitting the open publication of preprints in disciplinary archives. This consortium could be built around a shared global electronic library constructed from components managed by individual cooperating institutions. These components built on Open Archives Initiative (OAI) compliant servers using open software (e.g. DSpace and EPrints) are currently installed at many universities. The shared library could look like an extension to an individual member's library and contain a full range of materials certified in a variety of ways by contributing institutions. In addition to publishing books, articles, course materials, videos and databases, universities could individually or cooperatively host open and subscription-funded journals in digital form. They could support open, discipline focused preprint archives and encourage faculty to publish in journals that permitted this. This system would help integrate and coordinate multiple efforts to promote open publication and enable open and not-for-profit publishers and university libraries to become partners in the scholarly enterprise, each responsible for a certain phase of the process

    The Norman Y. Mineta International Institute for Surface Transportation Policy Studies (IISTPS) at San José State University (SJSU) conducted this project to review the continuing development of the Internet and the Information Superhighway. Emphasis was placed on an examination of the impact on commuting and working patterns in California, and an analysis of how public transportation agencies, including Caltrans, might take advantage of the new communications technologies. The document reviews the technology underlying the current Internet “structure” and examines anticipated developments. It is important to note that much of the research for this limited-scope project was conducted during 1995, and the topic is so rapidly evolving that some information is almost automatically “dated.” The report also examines how transportation agencies are basically similar in structure and function to other business entities, and how they can continue to utilize the emerging technologies to improve internal and external communications. As part of a detailed discussion of specific transportation agency functions, it is noted that the concept of a “Roundtable Forum,” growing out of developments in Concurrent Engineering, can provide an opportunity for representatives from multiple jurisdictions to utilize the Internet for more coordinated decision-making. The report also included an extensive analysis of demographic trends in California in recent years, such as commute and recreational activities, and identifies how the emerging technologies may impact future changes

    An investigation of the potential for using the ACTS to provide the data distribution network for a distributed set of users of an astronomical observatory has been conducted. The investigation consisted of gathering the data and interface standards for the ACTS network and the observatory instrumentation and telecommunications devices. A simulation based on COMNET was then developed to test data transport configurations for real-time suitability. The investigation showed that the ACTS network should support the real-time requirements and allow for growth in the observatory needs for data transport

    PhDAll-optical Wave Division Multiplexed (WDM) networking is a promising technology for long-haul backbone and large metropolitan optical networks in order to meet the non-diminishing bandwidth demands of future applications and services. Examples could include archival and recovery of data to/from Storage Area Networks (i.e. for banks), High bandwidth medical imaging (for remote operations), High Definition (HD) digital broadcast and streaming over the Internet, distributed orchestrated computing, and peak-demand short-term connectivity for Access Network providers and wireless network operators for backhaul surges. One desirable feature is fast and automatic provisioning. Connection (lightpath) provisioning in optically switched networks requires both route computation and a single wavelength to be assigned for the lightpath. This is called Routing and Wavelength Assignment (RWA). RWA can be classified as static RWA and dynamic RWA. Static RWA is an NP-hard (non-polynomial time hard) optimisation task. Dynamic RWA is even more challenging as connection requests arrive dynamically, on-the-fly and have random connection holding times. Traditionally, global-optimum mathematical search schemes like integer linear programming and graph colouring are used to find an optimal solution for NP-hard problems. However such schemes become unusable for connection provisioning in a dynamic environment, due to the computational complexity and time required to undertake the search. To perform dynamic provisioning, different heuristic and stochastic techniques are used. Particle Swarm Optimisation (PSO) is a population-based global optimisation scheme that belongs to the class of evolutionary search algorithms and has successfully been used to solve many NP-hard optimisation problems in both static and dynamic environments. In this thesis, a novel PSO based scheme is proposed to solve the static RWA case, which can achieve optimal/near-optimal solution. In order to reduce the risk of premature convergence of the swarm and to avoid selecting local optima, a search scheme is proposed to solve the static RWA, based on the position of swarm‘s global best particle and personal best position of each particle. To solve dynamic RWA problem, a PSO based scheme is proposed which can provision a connection within a fraction of a second. This feature is crucial to provisioning services like bandwidth on demand connectivity. To improve the convergence speed of the swarm towards an optimal/near-optimal solution, a novel chaotic factor is introduced into the PSO algorithm, i.e. CPSO, which helps the swarm reach a relatively good solution in fewer iterations. Experimental results for PSO/CPSO based dynamic RWA algorithms show that the proposed schemes perform better compared to other evolutionary techniques like genetic algorithms, ant colony optimization. This is both in terms of quality of solution and computation time. The proposed schemes also show significant improvements in blocking probability performance compared to traditional dynamic RWA schemes like SP-FF and SP-MU algorithms
