    System upgrade: realising the vision for UK education

    A report summarising the findings of the TEL programme in the wider context of technology-enhanced learning and offering recommendations for future strategy in the area was launched on 13th June at the House of Lords to a group of policymakers, technologists and practitioners chaired by Lord Knight. The report – a major outcome of the programme – is written by TEL director Professor Richard Noss and a team of experts in various fields of technology-enhanced learning. The report features the programme’s 12 recommendations for using technology-enhanced learning to upgrade UK education

    The Policy Communication Index: a theoretically-based measure of organizational policy communication practices

    Despite recent scholarly contributions regarding policy communication, much remains to be known about policy communication processes. This article reports two studies that resulted in a survey instrument that measures policy communication in organizations. Study One included 197 full-time employees across occupations and industries. Exploratory factor analysis resulted in five factors of the Policy Communication Index: Meeting Discussions, Human Resources Communication, Coworker Interactions, Supervisor/Coworker Written Instructions, and Personal Expressions. Study Two included 245 full-time employees across job functions and industries. Confirmatory factor analysis confirmed a five-factor Policy Communication Index. Results are interpreted with structurating activity theory and implications are posed for future organizational communication research and practice

    Ideologies implicated in IT innovation in government: a critical discourse analysis of Mexico’s international trade administration

    We develop a perspective of IT innovation in the public sector as a process that involves three complementary areas of ideology and concomitant dispute: first, the widespread view of e-government as a transformative force that leads to major improvements of public sector functions for the benefit of society at large; second, ideologies concerning the substantive policies enacted by public sector organizations; and third, ideology regarding public sector modernization. Our research examines how the objectives of IT projects and their actual effects in government are influenced by such ideologies and contestations that surround them. We develop our theoretical contribution with a critical discourse analysis that traces the ideological underpinnings of two consecutive IT projects for the administration of international trade in Mexico. This analysis associates the objectives of the IT projects with the emergence and ensuing contestation in Mexican politics of two ideologies: the first ideology concerns free international trade as imperative for economic development; the second ideology concerns public sector modernization that sought to overcome historically formed dysfunctionalities of public administration bureaucracies by adopting management practices from the private sector. The analysis then identifies the effects of the ideologically shaped IT projects on two key values of public administration: efficiency and legality. The insights of this research on the role of ideology in IT innovation complement organizational perspectives of e-government; socio-cognitive perspectives that focus on ideas and meaning, such as technology frames and organizing visions; and perspectives that focus on politics in IT innovation

    Knowledge as an Organizational Asset for Managing Complex Projects: The Case of Naval Platforms

    Knowledge management (KM) involves learning from past experiences to avoid or correct scope misalignments, quality deviations, safety problems, time delays and/or cost overruns. KM is frequently materialized as a risk management (RM) plan. An RM plan allows for anticipating, avoiding, mitigating, or reducing potential problems impacting project performance. However, despite their high complementarity, KM and RM are not the same, nor share the same purpose. In the advent of the fourth industrial revolution, managing complex projects involves many KM-related challenges, such as differential competitiveness enhancement and value chain streamlining. Naval platforms are complex projects that require the integration of multiple sources of knowledge and information. They also need to keep on integrating latest digital technology innovations in their production processes. In this context, streamlining the requirements management may become a differential asset for project stakeholders of naval platforms. Namely, enhancing requirements management can make the customers' needs easier to meet, shorten the projects duration, reduce costs, optimize resources, and allow for higher flexibility. However, requirements management has KM as pre-requisite and RM as consequence. Unfortunately, potential synergies between KM and RM have remained largely unexplored in the project management literature, and so has requirements management as a potential bridge between both concepts. In this paper, a holistic model for shipbuilding organizations linking KM and RM is proposed. The model draws from existing KM and RM models while considering organizational factors, technological platforms, and competitiveness factors. A case study of a naval platform showing the model's applicability is provided. It is shown how the model can allow shipbuilding companies to sustain a competitive advantage by facilitating more robust decision making in dynamic project environments. Furthermore, the model also facilitates the identification of the companies' core competences to reach and keep a strong position in current global markets

    Organisations as complex adaptive systems : implications for the design of information systems

    Today a paradigm shift in the field of organisation and management theories is no longer disputed and the need to switch from the Command-and-Control to the Leaming Organisation Paradigm (LOP) in the area of organisational theory is well understood. However, it is less well appreciated that learning organisations cannot operate effectively if supported by centralised databases and tailor-made application programs. LOP emphasises adaptability, flexibility, participation and learning. It is important to understand that the changes in organisational and management strategies will not on their own be able to produce the desired effects unless they are supported by appropriate changes in organisational culture, and by effective information systems. This research demonstrates that conventional information system strategies and development methods are no longer adequate. Information system strategies must respond to these needs of the LOP and incorporate new information systems that are capable of evolving, adapting and responding to the constantly changing business environment. The desired adaptability, flexibility and agility in information systems for LOP can be achieved by exploiting the technologies of the Internet, World Wide Web, intelligent agents and intranets. This research establishes that there is a need for synergy between organisational structures and organisational information systems. To obtain this desired synergy it is essential that new information systems be designed as an integral part of the learning organisational structure itself. Complexity theory provides a new set of metaphors and a host of concepts for the understanding of organisations as complex adaptive systems. This research introduces the principles of Complex Adaptive Systems and draws on their significance for designing the information systems needed to support the new generation of learning organisations.     These proceedings capture the content of the second Witness Seminar hosted by Northumbria University’s School of Computing, Engineering and Information Sciences. It followed the success of the first witness seminar in terms of its format and style but differed in that it focused on one topic - managing email and other electronic communications technologies from a records perspective. As before the witnesses were invited to share their views and opinions on a specific aspect taking as their starting point a pertinent published article(s). Three seminars explored the business, people and technology perspectives of email and e-communications, asking the following questions: What are the records management implications and challenges of doing business electronically? Are people the problem and the solution? Is technology the problem or panacea? The final seminar, 'Futurewatch', focused on moving forward, exploring new ways of working, potential new technologies and what records professionals and others need to keep on their radar screens

    A phenomenological analysis of an instructional systems design creative project

    This research paper is a phenomenological analysis of a creative project involving University of Northern Iowa undergraduate art students in the planning and creation of visual illustrations, graphic design concepts, .html documents, and imagery for a world wide web intranet/lnternet virtual space. This analysis looks at instructional design as a creative process and the phenomenology of the UNI Art/Cat (Art Resources Technology/Computer Assisted Training) computer laboratory. The mission, goals, and objectives of the creative project, experiential and experimental philosophies of education, and the phenomenologies of the instructional design process are the main considerations. The methodology of this thesis is primarily concerned with action research and research as lived experience. The generational aspects of computer hardware and software and the affective aspects of the evolution of the infrastructure upon instructional development is examined. This generation of techno-apparatus includes the Macintosh G3 Personal Computer in a network environment, Afga and Hewlett Packard Flatbed Scanners, Polaroid Slide Scanners, Adobe Graphic Design Software, and Symantec Visual Page Web Design Software. Commentary on the social and bureaucratic considerations in this particular creative project and discussion of the collaboration with UNI Art Department administration, faculty, and students is included with the final conclusions and recommendations
