Knowledge re-use for decision support
Effective decision support has already been identified as a fundamental requirement for the realisation of Network Enabled Capability. Decision making itself is a knowledge-intensive process, and it is known that right decisions can only be reached based on decision maker's good judgement, which in turn is based on sufficient knowledge. It is not unusual for decision makers to make incorrect decisions because of insufficient knowledge. However, it is not always possible for decision makers to have all the knowledge needed for making decisions in complex situations without external support. The re-use of knowledge has been identified as providing an important contribution to such support, and this paper considers one, hitherto unexplored, aspect of how this may be achieved. This paper is concerned with the computational view of knowledge re-use to establish an understanding of a knowledge-based system for decision support. The paper explores knowledge re-use for decision support from two perspectives: knowledge provider's and knowledge re-user's. Key issues and challenges of knowledge re-use are identified from both perspectives. A structural model for knowledge re-use is proposed with initial evaluation through empirical study of both experienced and novice decision maker's behaviour in reusing knowledge to make decisions. The proposed structural model for knowledge re-use captures five main elements (knowledge re-uers, knowledge types, knowledge sources, environment, and integration strategies) as well as the relationships between the elements, which forms a foundation for constructing a knowledge-based decision support system. The paper suggests that further research should be investigating the relationship between knowledge re-use and learning to achieve intelligent decision support
The Applicability of Transaction Costs Economics to Vertical Integration Decision: Evidences from a Brazilian Beef Processor
This article aims to explore the vertical integration decision of a beef processor from an integrated approach operations strategy and transaction costs economic theory. In this research, vertical integration as a structural decision of operations strategy determined by the occurrence of transaction costs. The paper presents one case study carried out in one beef Processor Company which illustrates the main theoretical assumptions. The results suggest that transaction costs economics helps to identify key points of major strategic decisions on vertical integration due to its behavioural perspective, reducing the effect of uncertainty and asset specificity of this decision. An analysis of the requirements traceability problem
In this paper1, we investigate and discuss the underlying nature
of the requirements traceability problem. Our work is based on
empirical studies, involving over 100 practitioners, and an
evaluation of current support. We introduce the distinction
between pre-requirements specification (pre-RS) traceability
and post-requirements specification (post-RS) traceability, to
demonstrate why an all-encompassing solution to the problem is
unlikely, and to provide a framework through which to
understand its multifaceted nature. We report how the majority
of the problems attributed to poor requirements traceability are
due to inadequate pre-RS traceability and show the fundamental
need for improvements here. In the remainder of the paper, we
present an analysis of the main barriers confronting such
improvements in practice, identify relevant areas in which
advances have been (or can be) made, and make

FutureFarm vision
This paper defines the first version of a vision of Future Farming project and also a knowledge management system used by European farms which will be designed and developed by the Future Farm project. An important part of the vision is a definition of external drivers and their influence on farm business in future. Paper is looking on a situation in three periods: short (2013), middle (2020) and long-term (2030). Our vision expects that the farming system will continuously converge to the situation of two types of farm: an industrial farm, which will guarantee both the food safety and the food security for European citizens, and multifunctional farms focused on environment protection. A design recording framework to facilitate knowledge sharing in collaborative software engineering
This paper describes an environment that allows a development team to share knowledge about software artefacts
by recording decisions and rationales as well as supporting the team in formulating and maintaining design constraints. It explores the use of multi-dimensional design spaces for capturing various issues arising during development and presenting this meta-information using a network of views. It describes a framework to underlie the collaborative environment and shows the supporting architecture and its implementation. It addresses how the artefacts and their meta-information are captured in a non-invasive way and shows how an artefact repository is embedded to store and manage the artefacts
Learning Process and Contract Adaptation with Quality Uncertainty: Some Paradoxes in Retailer-Producer Relationships
The optimal level of formalisation of contracts and their dynamic is at stake in the economic literature on the optimum design of ex post renegotiation with third party enforcement. Another theoretical interpretation is that contract adaptations may also reflect mutual learning process between contractors. Why transactors write explicit contract that they know cannot be court enforced? The central idea is that explicit contract terms makes it clearer to the transactors what has been agreed upon, thus are decreasing the cost of private enforcement sanctions (Klein, 1996). Empirical evidences are provided by the diachronic analysis of the full set of tri-partite contracts between one of the top-ten french large retailer and its beef suppliers before and after the BSE crisis (period 1993-1999). The analysis emphasizes also the role of this increased codification of supply contracts with a progressive change in the internal retailer's organization, i.e. increased centralization of decision and supervision mechanisms. A requirements engineering framework for integrated systems development for the construction industry
Computer Integrated Construction (CIC) systems are computer environments through which
collaborative working can be undertaken. Although many CIC systems have been developed to demonstrate the
communication and collaboration within the construction projects, the uptake of CICs by the industry is still
inadequate. This is mainly due to the fact that research methodologies of the CIC development projects are
incomplete to bridge the technology transfer gap. Therefore, defining comprehensive methodologies for the
development of these systems and their effective implementation on real construction projects is vital.
Requirements Engineering (RE) can contribute to the effective uptake of these systems because it drives the
systems development for the targeted audience. This paper proposes a requirements engineering approach for
industry driven CIC systems development. While some CIC systems are investigated to build a broad and deep
contextual knowledge in the area, the EU funded research project, DIVERCITY (Distributed Virtual Workspace
for Enhancing Communication within the Construction Industry), is analysed as the main case study project
because its requirements engineering approach has the potential to determine a framework for the adaptation of
requirements engineering in order to contribute towards the uptake of CIC systems

The perspective of procurement and supply chain management is changing dramatically; traditionally, it was seen as a support function; however, the procurement function is receiving increased attention and investment as an essential contributor to the strategic success and a business enabler. While an end-to-end digital supply chain is an opportunity as it unleashes the next level of strategic growth and involves minimal investment in infrastructure, it is still a challenge to optimize and transform. Furthermore, the recent pandemics and geopolitical disruptions of Covid-19, the Ukraine-Russian war, Brexit and the US-China trade war; have structurally changed the global economy and revealed a new risk assessment that will result in the re-introduction of buffers, boundaries across industries and a partial return to regionalization with sort of de-globalization in which existing just-in-time getting replaced by just-in-case strategy

Precautionary Expertise for GM Crops (PEG): EU Workshop Report
This policy workshop was organised as part of the research project, ‘Precautionary Expertise for GM Crops’ (PEG), funded by the European Commission. The project includes research partners in seven member states (Austria, Denmark, France, Germany, the Netherlands, Spain and UK) and is co-ordinated by the Open University (UK).
For regulating GM crops and their food uses, the precautionary principle has been widely accepted in Europe, but its meaning can be contentious. Indeed, it can have diverse meanings. The PEG project is analysing how current European practices – regulatory measures, expert bodies and stakeholder roles – compare with different accounts of the precautionary principle. How do these accounts inform policies and practices regarding GM crops? And how do they facilitate (or impede) efforts to mediate conflicts?
From the findings of the research, we will suggest:
• how to clarify EU guidelines, so that they better reflect national regulatory measures, and so that decision-making procedures can be publicly accountable and scientifically defensible
• how expert bodies could better accommodate public-scientific controversy within their judgements
• how national practices could contribute to an EU-level precautionary expertise
• how to enhance policy learning about these issues among users of the research findings.
To achieve these aims, the project has involved stakeholders and policy-makers at an early stage of the research, in order to ensure that it is policy-relevant and incorporates emerging issues. EU-level advisory panel meetings were held in Brussels in March and September 2002, to consult on the research plan and preliminary results. Advisors were also consulted about how best to structure scenario-analysis exercises for the policy workshops.
These workshops were held by national partners in their countries in early 2003. Drawing upon those experiences, the project coordinator organised an EU-level workshop in July 2003. This report discusses the context, background, method, results and implications of that workshop
