T-government for benefit realisation
This paper proposes a model for t-Government and highlights the research agenda needed to
increase understanding of transformational government and the processes involved in
furthering the agenda of the t-Government. In particular, both an operational and a conceptual
model for the effective involvement of citizens and businesses in government functioning
have been proposed. This will help to define an agenda for t-Government research that
emerges from national UK strategy and policy for e-Government. The main threads of t-
Government encompass: (1) A citizen-centric delivery of public services or e-inclusion, (2) A
shared services culture to maximize value added to clients, (3) The effective delivery and
management of resources and skills within government or professionalism. All three threads
should be addressed principally from the perspectives of delivery, evaluation and participation
in view of benefit realisation as envisioned by Government strategic planning and policy
directives (CabinetOffice, 2005). The management of change dimension of these phenomena
have been included in the research agenda. In particular, research is needed to reshape the
discourse towards emphasising a citizen centric approach that defines, develops, and benefits
from public service. Decision makers in Government will need models of Governance that
fulfil transformational objectives. They will also need models of benefits realisation within a
strategic Governance framework. It has been argued that t-Government research should be
addressing these relative voids
Towards an integrated perspective on fleet asset management: engineering and governance considerations
The traditional engineering perspective on asset management concentrates on the operational performance the assets. This perspective aims at managing assets through their life-cycle, from technical specification, to acquisition, operation including maintenance, and disposal. However, the engineering perspective often takes for granted organizational-level factors. For example, a focus on performance at the asset level may lead to ignore performance measures at the business unit level. The governance perspective on asset management usually concentrates on organizational factors, and measures performance in financial terms. In doing so, the governance perspective tends to ignore the engineering considerations required for optimal asset performance. These two perspectives often take each other for granted. However experience demonstrates that an exclusive focus on one or the other may lead to sub-optimal performance. For example, the two perspectives have different time frames: engineering considers the long term asset life-cycle whereas the organizational time frame is based on a yearly financial calendar. Asset fleets provide a relevant and important context to investigate the interaction between engineering and governance views on asset management as fleets have distributed system characteristics. In this project we investigate how engineering and governance perspectives can be reconciled and integrated to enable optimal asset and organizational performance in the context of asset fleets
Capabilities and the Theory of the Firm
The recent decade has witnessed a strong expansion of work on the firm, both from a capabilities perspective and from a contractual perspective. These two bodies of theories are often thought to be fundamentally different, because their domains of applications are different (knowledge-accumulation vs contracts and incentives). However, we need to integrate propositions from capabilities perspectives with ideas about economic organization (markets, hybrids, firms). This is because only a more unified theory will allow us to understand such issues as the dynamics of the modern corporation, and, more topically, the costs and benefits of outsourcing. I discuss the relations between these two bodies of theories. It is possible to argue in favor of a relation of complementarity between the two and pursue a research strategy on this basis. However, it is also possible two claim that they are rivals. Along this line, it is argued that the capabilities perspective contains propositions about economic organization that are not to be found within the modern Coasian approach to economic organization, and thus may be seen as a distinct emerging perspective on economic organization.Economic organization, capability, tacit knowledge

Governance and information governance: some ethical considerations within an expanding information society
Governance and information governance ought to be an integral part of any government or
organisations information and business strategy. More than ever before information and
knowledge can be produced, exchanged, shared and communicated through many different
mediums. Whilst sharing information and knowledge provides many benefits it also provides
many challenges and risks to governments, global organisations and the individual citizen.
Information governance is one element of a governance and compliance programme, but an
increasingly important one, because many regulations apply to how information is managed
and protected from theft and abuse, much of which resides with external agencies usually
outside the control of the individual citizen. This paper explores some of the compliance and
quality issues within governance and information governance including those ethical
concerns as related to individual citizens and multiple stakeholders engaged directly or
indirectly in the governance process
