Selling the JUBILEE Project: issues arising from a methodology

This article, inspired by JUBILEE project fieldwork, is influenced by van Leeuwen and Leeuw's work on the growing negative attitude towards market research. While the JUBILEE team, as academic researchers, were not making a sales pitch, they were trying to sell the project to putative participants. Issues discussed include length - and degree of difficulty - of questionnaire; how to sell a questionnaire; and how to identify key prospects for interviews and focus groups. Through the experiences gained, the JUBILEE researchers were able to identify key points of good fieldwork practice in relation to the issues discussed

Skills, social insurance, and changes in innovation investment after the onset of the financial crisis in Europe

This paper compares investments in innovation from the early days of the financial crisis up to mid 2009 using a survey covering more than 5,000 firms across twenty one European countries. Our interest is in how differences in labour market institutions and human capital affect a firm’s innovation investment during the recent financial crisis. We find that continuity of investment in innovation in Europe during the onset of the financial crisis in 2008-9 was strongest in countries which have both high earnings replacement rates and high participation in vocational education and training; countries with just one were more likely to see reduced innovation, while we find no effect (either positive or negative) from job security

ERAWATCH country reports 2011 : Malta

EW Country Reports 2011 identify the structural challenges faced by national innovation systems. They further analyse and assess the ability of the policy mix in place to consistently and efficiently tackle these challenges. The annex of the reports gives an overview of the latest national policy efforts towards the enhancement of European Research Area and further assess their efficiency to achieve the targets. These reports were originally produced in November - December 2011, focusing on policy developments over the previous twelve months. The reports were produced by the ERAWATCH Network under contract to JRC-IPTS. Coronal loop oscillations and diagnostics with Hinode/EIS

Context.Standing slow (acoustic) waves commonly observed in hot coronal loops offer a unique opportunity to understand the properties of the coronal plasma. The lack of evidence for similar oscillations in cooler loops is still a puzzle. Aims.The high cadence EIS instrument on board recently launched Hinode has the capability to detect wave motion in EUV lines both in the imaging and spectroscopy modes. The paper aims to establish the distinct characteristics of standing and propagating acoustic waves and to predict their footprints in EIS data. Methods.A 1D hydrodynamic loop model is used and the consequences of various types of heating pulses are examined. In each case, the resulting hydrodynamic evolution of the loop is converted into observables using a selection of available EIS spectral lines and windows. Results.Propagating/standing acoustic waves are a natural response of the loop plasma to impulsive heating. Synthetic EIS observations of such waves are presented both in the imaging and spectroscopy modes. The waves are best seen and identified in spectroscopy mode observations. It is shown that the intensity oscillations, unlike the Doppler shift oscillations, continuously suffer phase shifts due to heating and cooling of the plasma. It is therefore important to beware of this effect when interpreting the nature of the observed waves

Electronic information sharing in local government authorities: Factors influencing the decision-making process

To satisfy their information requirements, effective information sharing within and among LGAs is necessary. Nevertheless, the dilemma of Inter-Organisational Information Sharing (IOIS) has been regarded as an inevitable issue for the public sector. Despite a decade of active research and practice, the field lacks a comprehensive framework to examine the factors influencing Electronic Information Sharing (EIS) among LGAs. The research presented in this paper contributes towards resolving this problem by developing a conceptual framework of factors influencing EIS in Government-to-Government (G2G) collaboration. By presenting this model, we attempt to clarify that EIS in LGAs is affected by a combination of environmental, organisational, business process, and technological factors and that it should not be scrutinised merely from a technical perspective. To validate the conceptual rationale, multiple case study based research strategy was selected. From an analysis of the empirical data from two case organisations, this paper exemplifies the importance (i.e. prioritisation) of these factors in influencing EIS by utilising the Analytical Hierarchy Process (AHP) technique. The intent herein is to offer LGA decision-makers with a systematic decision-making process in realising the importance (i.e. from most important to least important) of EIS influential factors. This systematic process will also assist LGA decision-makers in better interpreting EIS and its underlying problems. The research reported herein should be of interest to both academics and practitioners who are involved in IOIS, in general, and collaborative e-Government, in particular
